Near Park’s birthplace, a green Saemaeul complex

GUMI - Just 700 meters (0.43 miles) from the birthplace of former President Park Chung Hee, who founded the Saemaeul Movement, a political initiative launched in the 1970s to modernize Korea, residents in an apartment complex in Sangmo-dong, Gumi, North Gyeongsang, are leading a new aspect of the movement - living in an eco-friendly style.

The Ministry of Public Administration and Safety, in fact, awarded a prize to residents of the apartment complex in March, honoring their eco-friendly efforts, such as using recycled items and encouraging energy-saving ways.

Thanks to this new eco-friendly Saemaeul Movement, apartments in the complex have increased in value, according to Park Yeon-heung, 46, leader of the committee for making a green town. “I think our residents realize the benefit of saving nature and earning money at the same time,” Park said.

The committee recently hosted a recyclables market, where buyers simply put as much money into a money box as they wanted to pay for a recycled item. Proceeds from the market went to helping underprivileged neighborhoods.

The Saemaeul Movement, started in the 1970s by the Park Chung Hee administration, sought to rectify the disparity in the standard of living between prosperous urban areas and small villages, which were mired in poverty. The movement eradicated thatched cottages, paved streets and built public laundry houses and bridges.

In the 1980s, the movement changed its focus to modernizing the lifestyle of Korean people, such as encouraging saving money, improving the quality of meals and cleaning streets. In the 1990s, it also encouraged people to work a longer day and help neighborhoods in need. In the 2000s, the movement targeted helping North Korean people.

But since 2010, the movement is encouraging Koreans to implement green efforts.

The residents living near the birthplace of former president Park are taking this new focus to heart, putting in place a series of eco-friendly policies in the town.

According to the committee, 671 out of 820 household of the complex follow low-carbon standards. And all lights in the elevators of the complex have been changed to LED lights, which consume 30 percent less energy.

In an effort to reduce food waste, the committee distributed free waste bins to residents that extract water from food wastes.

“We will encourage all residents to join the low-carbon points program,” Park said. “I will lead this residential area to be at the top of the green Saemaeul Movement nationwide.”

“한번 입혀 볼까요.”

　지난 20일 경북 구미시 상모동 우방신세계타운1단지 ‘새마을 알뜰매장’. 주부들이 한 어머니가 아이를 안고 들어서자 T셔츠를 아이 가슴에 펴 보였다. 매장에는 어린이용 셔츠·청바지 등이 많았다. 주민들이 헌옷함에서 골라내 세탁한 뒤 재활용하는 옷들이다. 옆에는 헌 책도 보였다.

　새마을 알뜰매장은 아파트 관리사무소 1층에 주민 휴게실을 겸해 마련돼 있다.

　알뜰매장은 물건을 파는 사람이 따로 없다. 주민들은 옷이나 책이 필요하면 가져가고 내고 싶은 만큼 돈을 저금통에 넣는다. 그래도 지난 한해 여기서 50여만원이 모였다. 이 돈은 불우이웃을 돕는데 쓰였다.

　알뜰매장은 이 아파트의 새마을 조직인 그린마을추진위원회가 운영하고 있다. 아파트 주민이 펼치는 새로운 녹색 생활 새마을운동이다.

　그린마을추진위는 에너지도 절약하고 있다. 추진위는 지난해 3월부터 주민들에게 탄소포인트제 가입을 권유했다. 절전·절수를 위해서다. 가입 주민들은 안 쓰는 전기 플러그부터 뽑았다. 전기요금도 줄이고 연말에는 구미시가 주는 포인트 상품권도 받았다. 가입 가구는 급속히 늘어나 지난해 전체 820가구 중 671곳이 동참했다. 추진위는 한달에 한번 10분 동안 단지 전체 소등도 실천하고 있다. 공동전기료도 줄였다. 지난해는 엘리베이터의 형광등을 LED(발광다이오드)로 교체했다. 요금이 30%나 줄었다. 올해는 LED를 현관과 주차장으로 확대하고 있다.

새마을운동중앙회와 행정안전부는 지난달 전국의 녹색생활실천 시범마을(그린마을) 48곳 중 이곳을 우수마을로 선정했다. 주민들 스스로 실천 계획을 세워 에너지를 절감하고 자원을 재활용한 걸 높이 평가한 것이다. 그린마을추진위 박연흥(46·여) 위원장은 “올해는 전 주민을 탄소포인트제에 가입시킬 것”이라며 “전국 1등 그린 새마을을 지켜갈 것”이라고 말했다.

　이 아파트가 위치한 구미시 상모동은 새마을운동과 인연이 깊은 곳이다. 700m 거리에 새마을운동을 주창한 박정희 전 대통령 생가가 있고 외국인이 자주 찾는 경북도 새마을회관도 인접해 있다. 단지 옆으로는 ‘새마을로’가 나 있다.

주민들 제안은 토론을 거쳐 곧바로 실행된다. 아파트 계단 곳곳에 놓여 있던 흡연용 재떨이 깡통은 최근 모두 사라졌다. 음식물 쓰레기도 수거 방식을 바꿨다. 추진위는 500만원을 들여 전 가구에 물기를 뺄 수 있는 플라스틱 음식물 쓰레기통을 나눠 주었다. 그때부터 음식물 쓰레기의 양도 줄이고 비닐봉지도 사라지게 됐다.

　추진위는 단지의 생태 환경 꾸미기로도 눈을 돌렸다. 산업용 폐콘크리트를 가져와 화단 테두리를 꾸몄다. 연산홍 등 나무도 더 심고 지난 주에는 꽃씨도 뿌렸다.
