Kim avoids Carter and Elders in Pyongyang

Former U.S. President Jimmy Carter wrapped up a seemingly unsuccessful trip to Pyongyang with three other former government leaders and flew to Seoul yesterday.

Although the team didn’t meet North Korean leader Kim Jong-il, the former U.S. president had a message to convey from the communist leader, including the possibility of an imminent inter-Korean summit.

“He specifically told us that he is prepared for a summit meeting with South Korean President Lee Myung-bak at any time and discuss any issue between the two heads of state,” Carter said. “The desire of the Elders is that, under some circumstances offered, these offers will be accepted by South Korea, the U.S. and other members of the six-party talks.”

Carter said that Pyongyang said it is ready to talk “about all issues at any time” with South Korea and expressed “deep regret for the loss of life on the Cheonan and those on Yeonpyeong Island, but they will not apologize or acknowledge their culpability for the sinking of the Cheonan.”

Kim Jong-il’s message was read to the group by a North Korean official before they left for Seoul.

When asked why the four were denied an audience with the North Korean leader, Carter said they had requested meetings with both Kim Jong-il and South Korea’s Lee Myung-bak, both of which were denied.

“We do not question the availability of the heads of state,” Carter said.

Carter was accompanied by former Finnish president Martti Ahtisaari, ex-Norwegian prime minister Gro Harlem Brundtland and former Irish president Mary Robinson.

Carter’s trip has attracted stiff criticism from officials in South Korea. The former U.S. president irked Seoul officials before arriving in Pyongyang for suggesting the food crisis in the North was the result of a halt in food aid from South Korea. That sentiment was reiterated during yesterday’s press conference by Robinson, who called the food crisis in North Korea a “matter of life and death urgency.”

“One of the most human of rights is to have food to eat. For South Koreans and others to deliberately keep food aid from North Korea for political reasons is really indeed a human rights violation,” Carter said. Suzanne Scholte, president of the Defense Forum Foundation and chair of the North Korea Freedom Coalition, said yesterday that the former U.S. president had acted like a “spokesman” for Kim Jong-il’s regime. She also called Carter’s visit “appeasement for a dictator who has killed millions.”

The four, belonging to an international group called the Elders, said their intention was to defuse tension on the Korean Peninsula by pressing for talks between North and South Korea, and also to address the food shortage in the North. Carter had said before the trip he wished to meet with North Korean leader Kim Jong-il and possibly his son and heir apparent Kim Jong-un. The former U.S. president’s last trip in August 2010 to Pyongyang ended without a meeting with Kim Jong-il, who was visiting China at the time. In addition, Carter left North Korea without Jun Young-su, a Korean-American Christian pastor held in North Korea since November for illegal entry. Jun’s family had requested Carter’s help to free him.

지미 카터 전(前) 미국 대통령을 단장으로 하는 '디 엘더스(The Elders)' 대표단이 방북 기간에 김정일 국방위원장을 만나지 못한 것으로 알려지면서 그 배경을 놓고 다양한 관측이 나오고 있다.

정부 고위 당국자는 28일 서울 하얏트 호텔에서 카터 전 대통령과 면담한 뒤 기자들과 만나 "카터 전 대통령이 김 위원장과 대면하지 못한 것 같다"고 말했다.

당초 김 위원장이 천안함ㆍ연평도 사건 이후 교착상태인 한반도 정세를 협상 국면으로 전환하려고 면담에 적극적으로 나설 것이라는 예상을 생각하면 다소 의외의 결과다.

과거 사례로 볼 때 김 위원장이 카터 전 대통령을 통해 대외 메시지를 내놓을 상황이 아니라고 판단했기 때문이라는 관측이 제기된다.


2003년 1월 대통령 특사로 방북했던 임동원 당시 청와대 통일외교안보특보도 김 위원장 면담을 추진했으나 북측은 김 위원장이 지방에서 중요한 현지지도를 하고 있다는 이유를 들면서 거부했다.

당시 노무현 정부 출범을 앞둔 상황에서 김 위원장이 면담의 효과가 낮다고 보고 냉정하게 거부한 것이라는 평가가 나왔다.

이번에도 김 위원장은 카터 전 대통령을 통한 선전효과가 크지 않을 것으로 판단했을 수 있다.

한국과 미국 정부는 그동안 카터 전 대통령 일행의 방북이 순수히 민간차원이라면서 철저히 '거리두기'를 고수했기 때문이다.

특히 김성환 외교부 장관은 지난 26일 내외신 브리핑에서 "북한이 굳이 제3자를 통해 우리와 얘기할 필요는 없다고 생각한다"며 남북간 직접 대화를 촉구했다.

정부는 또 북한이 남북대화의 중요 변수인 천안함ㆍ연평도 사건에 대한 입장을 카터 전 대통령을 통해 전달받더라도 이를 인정하지 않겠다는 방침을 밝혀왔다.

또 김 위원장이 애초부터 특별히 메시지를 전달할 필요성을 크게 느끼지 않았을 수도 있다.

카터 전 대통령이 김일성 주석을 만났던 1994년은 한반도에서 전쟁 가능성까지 거론될 정도로 극한 상황이었지만 지금은 대화국면으로 서서히 이동하는 상황이다.

일각에서는 김 위원장이 건강에 이상이 생겨 카터 전 대통령 일행과 만나지 않았을 가능성을 거론한다.

김 위원장은 2008년 뇌졸중을 당한 뒤 건강을 완전히 회복하지 못하고 있고 건강상태가 좋지 않은 모습을 외부에 공개하기에 부담이 있을 것으로 보인다.

북한 조선중앙통신은 지난 26일 김 위원장이 인민군 창건 79주년을 맞아 공훈국가합창단의 경축공연을 관람했다고 전한 이후 김 위원장에 대한 보도를 하지 않고 있다.

카터 전 대통령은 지난해 8월 미국인 아이잘론 말리 곰즈씨 석방 때 방북에 이어 2년 연속 김 위원장을 만나는 데 실패했다.

카터 전 대통령은 1994년 제1차 북핵 위기를 해결하려고 방북해 김일성 주석을 만났을 때도 후계자였던 김정일 면담을 수차례 요청했지만 거절당한 것으로 알려졌다.
