GNP plans renewal steps

The ruling Grand National Party is trying to bounce back from its bitter defeats in Wednesday’s by-elections, scheduling a reform workshop and the election of a new floor leader next week.

According to Chung Ok-nim, a spokeswoman of the GNP, the party decided to elect a new floor leader on Friday instead of Monday as earlier scheduled.

“The registration of the candidate will be taken on Tuesday,” said Chung. “The election will begin at 10 p.m. Friday with candidate speeches.”

On Monday, the Grand Nationals will meet in a workshop to discuss how to cope in the aftermath of the by-election defeats, in which it lost three of four key races. Reform measures, along with makeup of a temporary emergency leadership, will be discussed.

“It is aimed at bring about a complete, swift change,” Chung said.

As GNP Chairman Ahn Sang-soo and other members of the Supreme Council have decided to step down next week once the emergency leadership is formed, the ruling party will hold a convention within two months to elect a new chairman.

More Grand Nationals are saying the time has come for Park Geun-hye, a former GNP chairwoman, to lead the party. Senior politicians including Chung Mong-joon, Hong Joon-pyo and Chung Doo-un urged that she should become more active in leading the party.

The demand was repeated by Representative An Kyung-ryul, a key supporter of President Lee Myung-bak, yesterday.

“Park is a precious asset of our party,” he said in a radio interview. “The time is drawing near that she will have to take a step forward to stand on the frontline.”

It’s unclear if Park can take control of the party, at least officially, if she wants to run for president next year. The party’s constitution doesn’t allow the presidential nomination to go to any person who held an important post in the party 18 months before the election. The presidential election takes place in December 2012.

In any case, pro-Park lawmakers were lukewarm to the idea. “If Park takes the lead, the relationship between the party and the Blue House may worsen,” said Representative Suh Byong-soo. “A neutral politician with an independent voice and an ability to communicate with the administration must head the party.”

Park is currently visiting Europe as President Lee’s special envoy. She will return on May 8.

With general and presidential elections scheduled for next year, Park’s position has become increasingly significant after the Wednesday’s by-election defeats. Media interest in the politician, the daughter of former president Park Chung Hee, is high. Journalists from 23 organizations accompanied Park to Europe this week. In 2009, when she went on a similar mission to Europe, only two media outlets accompanied her.

Meanwhile, Lee has promised a reshuffle of his cabinet and presidential team, which sources said will happen before the end of next month.

While Lee is expected to replace several cabinet members, including the agriculture, environment and finance ministers, aides within the Blue House who have political aspirations are expected to leave soon.

Yim Tae-hee, presidential chief of staff, and Chung Jin-suk, senior political affairs secretary, are expected to leave to prepare for the legislative elections, which come in April of next year. Yim was a two-term lawmaker and Chung was a three-term lawmaker before joining the Blue House.

During his visit to the Entrepreneurship Center of Dongguk University yesterday, Lee made a rare philosophical comment about politics.

“Politicians often point fingers at others,” Lee said. “I’ve never seen such people succeed. Those who blame themselves for their failures and hardships will succeed.”

여권의 삼각축인 당ㆍ정ㆍ청이 28일 재보선 패배의 책임을 지고 일제히 인적 개편 작업에 착수했다.

한나라당 지도부는 일괄 사퇴를 선언했고 청와대 참모진도 이명박 대통령에게 스스로 개편을 건의했으며, 이 대통령은 다음달 초 소폭 또는 중폭의 개각을 단행하기 위해 본격적인 진용 짜기에 돌입했다.

이처럼 여권 전체에 불고 있는 인적 쇄신 바람이 향후 총선과 대선을 앞둔 여권 내부의 권력 구도에 어떤 영향을 미칠지 주목된다.

한나라당 안상수 대표를 비롯한 최고위원단은 이날 오전 회의를 열어 다음주 중 비상대책위원회를 구성한 뒤 총사퇴하기로 합의했다.


18대 국회 들어 한나라당 지도부의 총사퇴 및 비대위 구성은 지난해 6.2 지방선거 참패 이후 두번째로, 새 지도부 선출을 위한 조기 전당대회 논의도 급물살을 탈 것으로 전망된다.

새 지도부 선출을 위한 전당대회까지는 원내대표와 비대위원장의 '투톱 체제'가 유력시된다. 비대위 구성은 친이(친이명박)ㆍ친박(친박근혜)계와 중도ㆍ소장파 등 각 계파에 두루 안배될 가능성이 점쳐진다.

조기 전대가 열리면 당 이미지 쇄신 차원에서 남경필, 원희룡, 정두언, 나경원, 김태호 의원 등 소장파를 당 간판으로 내세우는 '젊은 지도부론'이 부상할 가능성이 커 보인다.

또 친이계 좌장격인 이재오 특임장관이 일단 당권 도전에 뜻이 없는 것으로 알려진 가운데 신주류 핵심으로 부상한 김무성 원내대표와 홍준표 최고위원, 잠룡으로 분류되는 정몽준 전 대표가 당권 도전에 나설지 주목된다.

청와대에서는 임태희 대통령실장이 이날 수석비서관들과의 협의를 거쳐 사실상 청와대 개편을 검토해줄 것을 이 대통령에게 건의했다.

그러나 이 대통령이 수석급 참모들을 대폭 교체하기보다는 재직 기간이 오래된 일부 수석을 자연스럽게 교체할 가능성이 있는 것으로 알려졌다.

이와 관련해 권재진 민정수석과 진영곤 고용복지수석이 다음달 초 개각 때 부처 장관으로 이동할 수도 있다는 관측이 나온다.

다음달 초 단행될 것으로 보이는 개각은 재보선 패배의 영향으로 당초 예상했던 4~5개 부처에서 1~2개 부처의 장관이 더 교체되면서 중폭에 가깝게 범위가 확대될 수도 있는 것으로 전해졌다.

당초 유정복 농림수산식품, 이만의 환경, 정종환 국토해양, 윤증현 기획재정 장관 정도가 대상으로 거론됐지만, 현인택 통일 장관과 김종훈 통상교섭본부장도 바뀔 수 있다는 전망이 나오고 있다.

인도네시아 특사단 사건으로 잠시 교체설이 돌았던 원세훈 국정원장도 청와대 개편이 이뤄질 경우 교체 대상에 포함될 가능성을 완전히 배제할 수 없는 것으로 알려졌다.

일각에서는 이재오 특임장관이 당 지도부로 복귀할 수 있다는 관측이 여전히 수그러들지 않고 있다.
