GNP rep implicated in Busan case

Democratic Party lawmakers yesterday called for the resignation of a Grand National Party lawmaker based in Busan after the JoongAng Ilbo reported that prosecutors had obtained testimony from Busan Savings Bank officials alleging the lawmaker warned VIP customers to withdraw their money the day before the bank was suspended.

“If a lawmaker is actually involved in the massive withdrawals of deposits, this is a crime that can’t be tolerated,” DP Representative Ooh Che-chang of the National Assembly’s National Policy Committee said at a press conference yesterday.

The JoongAng Ilbo reported yesterday that the central investigation unit of the Supreme Prosecutors’ Office obtained testimony from Busan Savings Bank officials that VIP customers who came to withdraw money on Feb. 16, the day before the suspension, told them they “rushed to get their money out after a lawmaker warned them about the suspension.” The paper didn’t identify the lawmaker.

Prosecutors confirmed that some lawmakers in Busan or their family members have deposits in Busan Savings Bank. They are investigating whether the lawmakers or their family withdrew money.

The news upset GNP lawmakers in Busan yesterday. All 17 GNP lawmakers based in Busan denied their involvement. Ten GNP lawmakers held an emergency meeting yesterday afternoon to find out if any of their colleagues were involved in the case.

“Each legislator’s office got hundreds of complaint calls from residents,” a GNP lawmaker who participated in the meeting told the JoongAng Ilbo. “As far as we know, no GNP lawmaker in Busan is involved in the illegal withdrawal case but we’re viewed as potential suspects. This is a huge disaster ahead of the general election next year.”

The DP’s Ooh said yesterday that the Busan withdrawal case had a direct impact on the ruling party’s loss in the National Assembly by-election in Bundang this week.

“News of the alleged special treatment at Busan Savings Bank broke out days before the by-elections, and this inspired many salaried workers in Bundang to head to polling stations after work,” he said. “The lawmaker who’s responsible for this must resign on his own.”

Bundang had been a GNP stronghold, but the party’s former chairman, Kang Jae-sup, was defeated by DP Chairman Sohn Hak-kyu on Wednesday. Ooh said the savings bank case enraged Bundang’s educated, middle-class salary workers and prompted them to vote against the GNP.

Ooh also said the DP will push for a parliamentary probe into the case.

The GNP leadership was also worried by the JoongAng Ilbo report, and officials told the paper that GNP floor leader Kim Moo-sung phoned Justice Minister Lee Kwi-nam yesterday to ask him whether GNP lawmakers are on the prosecution’s investigation list.

“None of the members in the GNP leadership was informed in advance about the bank’s suspension from financial authorities,” a GNP official said. “They learned about the suspension through news reports.”

Prosecutors are also investigating whether the bank withdrew deposits for two of its VIP customers on Feb. 18, the day after the suspension.

Prosecutors obtained testimony from Kim Ok-ju, head of an emergency committee representing Busan Savings Bank customers, saying that she saw two people withdraw money at 1 p.m. at the bank’s Hwamyeong branch on Feb. 18. She reported it to the police and says officers came to the scene and identified the two VIPs.

The VIPs were also captured on security camera footage, Kim said.

부산저축은행의 예금 특혜 인출에 부산 지역 국회의원이 개입했다는 의혹이 제기되자 4·27 재·보선에서 패배한 한나라당은 곤혹감을 감추지 못했다. 민주당은 특혜 인출과 관련된 의원이 있다면 사퇴해야 한다며 공세를 폈다. 부산 출신 의원 18명 중 한나라당 소속은 17명, 민주당 소속은 1명이다. 저축은행의 VIP 고객 등이 국회의원을 통해 사전에 영업정지 정보를 듣고 예금을 빼낸 의혹이 검찰 수사에서 확인될 경우 피해를 본 다른 고객들의 분노는 정치권으로 향할 수 있다.

　저축은행 부정 인출에 부산 의원이 관련된 의혹이 있다는 보도에 부산 지역구를 둔 한나라당 의원들은 “나는 아니다”고 해명했다. 오후엔 부산 지역구 의원 10여 명이 국회에 모여 “부산저축은행 영업정지 정보를 사전에 알고 유출한 사람이 있느냐”며 서로 확인하는 등 긴급대책회의까지 했다. 이 자리에 참석했던 한 의원은 “의원실마다 지역 주민들의 항의 전화가 수백 통씩 걸려오고 있다”며 “ 우리 모두가 잠재적 피의자처럼 비치고 있어 여간 난처한 게 아니다”고 말했다. 당 지도부도 곤혹스러워했다. 김무성 원내대표는 ＂오전에 이귀남 법무부 장관에게 직접 전화로 확인했더니, ‘한나라당 의원 중 정보를 유출했다고 파악된 사람은 없다’고 하더라”고 말했다. 이에 따라 검찰이 수사중인 예민한 국회의원 연루 의혹 사건을 놓고 법무부 장관이 집권당 실세에게 수사내용을 흘렸다는 지적이 나오고 있다. 이를 통해 검찰 수사에 부적절한 영향을 받을 수 있다는 게 검찰 내부의 얘기다.

　김정훈 부산시당 위원장은 “대검찰청에 직접 확인한 결과 부산 의원이 연루된 사실은 없었다는 얘기를 들었다”며 “그런데도 일부 의원이 금융감독원을 담당하는 국회 정무위 에 소속돼 있었거나 부산저축은행 지점이 지역구에 있다는 이유만으로 곤욕을 치르고 있다”고 말했다. 다른 부산 지역구 의원은 “만일 한나라당 의원이 관련된 걸로 나오면 내년 총선 때 한나라당 간판으로 부산에 출마하는 후보자 모두가 큰 어려움을 겪게 될 것”이라고 걱정했다.

민주당은 의혹을 규명해야 한다고 주장했다. 박지원 원내대표는 의원총회에서 “국회의원이 관련됐다면 누구인지 여야를 가릴 것 없이 밝혀져야 한다”며 “‘백’ 있고 권력을 가진 사람들이 사전에 예금 인출이 가능했었던 것은 서민을 무시하는 정책으로 당 차원에서 적극 대처할 것”이라고 말했다. 국회 정무위의 민주당 간사인 우제창 의원은 “(불법 인출에) 국회의원이 연루돼 있다면 관련 의원은 법 위반 여부를 떠나 의원직을 사퇴해야 한다”며 “국민 정서상 용납할 수 없는 수준의 범죄”라고 주장했다. 부산의 유일한 야당 의원인 민주당 조경태 의원은 “문제가 있는 정치인이 있다면 법적·정치적 책임을 져야 한다”고 요구했다.
