Man probed over stealing gov’t secrets

SUWON, Gyeonggi - A South Korean man has been under investigation on charges of stealing military secrets after being employed by a company developing and managing computer programs for the government, prosecutors said yesterday.

The 43-year-old man was previously convicted of violating the National Security Law banning pro-North Korea activities.

But it is unclear whether the man, identified only by the initial K from his surname, handed over the acquired information to the North, according to the investigators.

“Police caught the man earlier this year on charges of stealing military secrets and sought an arrest warrant, but the court rejected it, saying he was unlikely to run away or destroy evidence,” said Park Kyung-ho, a senior prosecutor at the Suwon District Prosecutors’ Office. “We summoned him once for questioning without detention, but he used the right of silence.”

According to the prosecutors, K was employed by the unidentified subcontractor in charge of developing and managing computer programs for the government in March 2005. He took part in the Joint Chiefs of Staff’s (JSC) project to develop a system for sending real-time information on battlefield situations to military command centers the same year, they said.

He is suspected of leaking a large amount of confidential military information during the past six years before he was suspended from the job in March last year.

Among the information allegedly leaked was the JSC’s written proposal for the new system and IP addresses of key computers being used by the military.

According to prosecutors, K was hired by the company even though he was sentenced in 2002 to one year in prison, suspended for two years, for posting pro-Pyongyang material on the Internet.

국가보안법 위반 전력이 있는 40대가 정부기관의 전산 프로그램을 개발.관리하는 회사에 취직, 합동참모본부 등을 수시로 출입하며 군 관련 자료를 빼낸 혐의로 공안 당국의 수사를 받고 있는 것으로 드러났다.

피의자는 업체의 보안서약서 제출도 2번이나 거부했으며, 북한 대남공작부서에서 운영하는 인터넷사이트인 `려명` 관계자와 이메일을 통해 은밀하게 접촉해 온 것으로 드러났다.

2일 수원지검에 따르면 민주노동당원인 김 모(43.성남 거주)씨는 지난 2002년 2월 이적표현물 등을 인터넷에 올렸다가 국보법 위반 혐의로 구속돼 징역 1년에 집행유예 2년을 선고받았다.

이듬해 8월 민노당 게시판에는 "기회가 주어진다면 `간첩질` 할랍니다"라고 적었다.

이후 김 씨는 2005년 3월 정부.기업의 전산 정보를 관리하는 서울 강남 양재동의 N사에 취직해 그해 12월 합참의 KJCCS 통합관제시스템 구축 사업에 참여했다.

김 씨는 이 기간 동안 합참과 정부통합전산센터 등을 수시로 출입하며 지난 3월 정직시까지 각종 국가기밀을 빼낸 혐의를 받고 있다.

김 씨는 군사보호시설인 합참 전산센터에 여러차례 출입했고, 2007년 1월과 2008년 2월 두 차례 금강산을 방문하기도 했다고 검찰은 밝혔다.

또 김 씨가 지난 2008년 4월 북한 대남공작부서에서 운영하는 인터넷사이트인 `려명` 관계자와 이메일로 접촉한 사실을 확인했지만, 기밀을 북한에 넘겼다는 증거를 확보하지는 못한 것으로 알려졌다.

공안 당국이 압수한 김 씨 컴퓨터와 외장하드에는 5기가 분량의 정보가 들어있으며, `합참`, `금감원`, `대검` 등 10여개 정부기관과 `신협`, `포스코` 등의 10여개의 기업 전산 자료가 별도로 저장돼 있는 것으로 전해졌다.

특히 군사기밀과 관련된 자료로는 합참의 `통합지휘통제체계(KJCCS) 제안요청서`와 우리 군의 `노드 IP주소` 등 다수가 포함됐다.

경기지방경찰청은 김 씨를 국가보안법 및 군사기밀보호법 위반혐의로 조사를 벌여 지난 2월 구속영장을 신청했으나, 수원지방법원은 "증거인멸 및 도주우려가 없고 구속시 방어권을 지나치게 제한할 우려가 있다"며 기각했다. 검찰은 현재 경찰로부터 김 씨 사건을 송치받아 보강수사를 벌이고 있으나 김 씨가 묵비권을 행사, 수사에 어려움을 겪고 있다.

수원지검 관계자는 이날 브리핑에서 "김 씨가 북한과 접촉해 빼돌린 자료가 군에서는 상당히 중요하게 생각하는 자료라고 해 보강수사를 벌여 구속영장을 재청구할 계획"이라고 말했다.
