Sources: Clinton rebukes Carter

After not being able to meet with South Korean President Lee Myung-bak or North Korean leader Kim Jong-il during his trip to the Korean Peninsula last month, it seems that former U.S. President Jimmy Carter will also not be able to debrief U.S. Secretary of State Hillary Clinton in person, South Korean diplomatic officials reported yesterday.

According to the officials, when Clinton was asked on April 29 whether she planned to meet with Carter to discuss his recent trip to North Korea, she gave a tentative no. After some consideration, she reportedly said, “Hell, no!”

Security analysts had expected Clinton to meet with Carter after his return to the United States. Carter had met with Clinton last year after his previous visit to Pyongyang in August. During that trip, Carter had succeeded in bringing home an American that had been detained in North Korea. In last month’s trip, however, Carter and members of the Council of Elders that accompanied him failed to return home with Jun Young-su, a Korean-American currently held in North Korea. The Council of Elders is an international nonprofit consisting of 12 elder statesmen and peace activists. Three members of the council, all former European leaders, joined Carter on his trip.

Officials speculate that Clinton’s refusal to meet with Carter is due to his criticism of South Korean and U.S. policies toward the North, specifically when it comes to human rights and food aid.

“Clinton firmly stated the U.S. government’s regret over Carter, who sided with North Korea and accused the U.S. and South Korea of depriving North Korean citizens of their human rights,” said a South Korean diplomatic official who wished to remain anonymous. “Carter was unable to meet with Kim Jong-il in North Korea and now he’s lost face, failing to meet with Clinton.”

South Korean President Lee Myung-bak did not meet with Carter in Seoul last month because of supposed scheduling conflicts. It is unclear as to why North Korean leader Kim Jong-il refused to meet with Carter during his trip to Pyongyang.

The South Korean diplomatic source added that the former European leaders who joined Carter on the trip also are being criticized by their respective governments. At an ambassadorial event held in Seoul, European diplomats allegedly grilled the former European leaders for not talking about human rights during their trip to Pyongyang. The diplomats also reportedly berated the European leaders for their support of food aid being sent to North Korea.

클린턴 “카터? 제기랄, 안 만나겠다”

체면 구긴 카터의 방북단

힐러리 클린턴(Hillary Clinton) 미 국무장관이 지난달 방북했다가 귀국한 지미 카터(Jimmy Carter) 전 미 대통령을 면담할 가능성에 대해 일축했다고 워싱턴 정가 소식지 ‘넬슨 리포트’와 외교 소식통들이 3일 전했다.

이에 따르면 클린턴 장관은 지난달 29일 오전 미 워싱턴 국무부 청사에서 열린 간부회의에서 한 당국자가 카터 전 대통령의 2박3일간 방북 행적을 보고하면서 “그를 만날 것인가”라고 묻자 잠시 고민하더니 “No(만나지 않겠다)”라고 답변했다. 이어 다시 잠시 생각하는 표정을 짓더니 “Hell, No!(제기랄, 안 만난다!)”라고 했다고 한다.

카터 전 대통령은 지난해 8월 방북한 뒤 클린턴 장관과 만나 방북 결과를 설명한 바 있다. 그는 이번에도 클린턴 장관 측에 방북 결과를 설명하려는 생각을 갖고 있었던 것 같다고 소식통들은 전했다. 이들은 “클린턴 장관이 면담 가능성을 강하게 일축함으로써 방북 과정에서 북한을 일방적으로 두둔하면서 ‘미국과 한국이 북한의 인권을 탄압하고 있다’는 궤변을 늘어놓은 카터 전 대통령에 대한 미 행정부의 유감을 분명히 했다”고 전했다. 소식통들은 “카터 전 대통령이 북한에서 김정일 국방위원장을 만나지 못한 데 이어 클린턴 장관과도 면담하지 못해 또다시 체면을 구긴 셈”이라고 덧붙였다.

카터 전 대통령과 함께 방북했던 엘더스(The Elders) 그룹의 전직 서방국가 정상 3명도 서울에서 주 한국과 북한 대사를 겸임 중인 유럽 국가 대사들로부터 비판을 받았다고 외교 소식통이 전했다. 메리 로빈슨 전 아일랜드 대통령과 마르티 아티사리 전 핀란드 대통령, 그로 브룬틀란 전 노르웨이 총리는 지난달 29일 서울의 한 식당에서 주한 네덜란드·스웨덴·덴마크 대사 등의 초대를 받아 오찬을 함께 했다. 이 자리에서 대사들은 “북한에 들어가서 왜 인권 문제는 한마디도 언급 않았느냐” “북한의 의도에 순진하게 휘말린 것 아니냐는 우려가 있다”고 전직 정상들을 비판했다고 소식통은 전했다. 대사들은 이들 정상이 전날 기자회견에서 한·미와 국제사회에 대북 식량 지원을 촉구한 것과 관련, “북한의 식량 부족은 외부의 지원 중단 때문이라기보다는 체제 자체의 구조적인 문제로 발생한 측면이 크다”고 반박했다고 한다. 특히 대사들은 유엔 인권고등판무관을 역임한 로빈슨 전 대통령을 겨냥해 “유엔에서 인권 관련 중책을 맡았던 분이 어떻게 북한에서 인권 문제를 전혀 거론하지 않을 수 있느냐”고 집중적으로 따졌다고 소식통은 전했다. 이에 대해 전직 정상들은 “어디서 누구에게 그런 비판을 하느냐”고 맞받아 양측 간에 논쟁이 벌어졌다고 소식통은 밝혔다. 카터 전 대통령은 이날 귀국길에 올라 이 오찬엔 불참했다.
