U.S., Korea nuke envoys discuss 2012 Seoul summit

White House coordinator for arms control and nonproliferation, Gary Samore, met with Kim Bong-hyun, Seoul’s deputy foreign minister for multilateral and global affairs yesterday to discuss the Seoul nuclear security summit to be held in 2012. The meeting came as British officials arrested five suspected terrorists outside a nuclear reprocessing plant in northwest England, according to Reuters.

During the meeting, Samore and Kim hashed out the 2012 Seoul summit agenda, the desired summit outcomes and invited parties, Seoul’s Ministry of Foreign Affairs and Trade said.

The United States hosted the first nuclear security summit last year, and agreed to advise Seoul on how to host the upcoming summit. One of the main goals of the summits is to coordinate global efforts to prevent terrorists from obtaining and using nuclear weapons. U.S. President Barack Obama suggested the creation of the summit in a speech in Prague in April 2009, with a goal of securing the most vulnerable nuclear material from terrorists within four years. Forty seven states attending the first summit in Washington in April 2010 committed to accelerate efforts to reach that goal.

The killing of Osama bin Laden this week by U.S. forces has prompted fear of reprisals by terrorist groups, including possible attacks on nuclear facilities around the world. Before bin Laden’s death, Al Qaeda had warned of a terrorist attack using nuclear weapons if their leader was ever arrested or killed.

British police arrested five men near a Sellafield nuclear reprocessing plant on Tuesday. Authorities suspect the men of planning a terrorist attack, Reuters reported.

According to a U.S. report released in April last year, around 2,000 tons of plutonium and highly-enriched uranium - materials used in nuclear weapons - were scattered across dozens of countries. Many of those countries’ nuclear facilities are vulnerable to capture or sabotage.

Nuclear experts say the Seoul nuclear security summit will be an important venue for discussing ways to strengthen security and prevent terrorist acts.

Another meeting between Kim and Samore is slated for October in Finland, the ministry said.

내년 핵안보회의 ‘日원전사고’ 핵심화두

21일 빈에 47개국 교섭부대표 소집
외교가 ‘원자력 빙하기 초래할 수도’ 우려

일본 후쿠시마 방사성 물질 누출 사태가 내년 초 한국에서 열리는 제2차 핵안보정상회의의 핵심화두로 대두될 전망이다.

이번 사태가 `제2의 체르노빌 사고`로 비화될 조짐을 보이면서 핵과 관련된 모든 의제를 삼키는 메가톤급 이슈가 되고 있기 때문이다.

당장 정부가 오는 21일 오스트리아 빈에서 주최하는 핵안보정상회의 교섭부대표(sous-sherpa) 회의에서는 일본 후쿠시마 사태가 긴급 의제로 오를 것으로 보인다.

47개국 부대표가 참석하는 이번 회의는 당초 지난해 4월 핵 테러리즘의 원천적 차단이 초점이었던 제1차 핵안보정상회의 공동성명의 후속 이행문제(Work Plan)가 주된 논의대상이었다.

그러나 일본 대지진 이후에는 후쿠시마 사태에 따른 `핵 안전(Nuclear Safety)`이 최우선 의제로 치환되는 분위기라는 게 외교소식통들의 설명이다.

물론 이번 사태는 자연재해에 의해 촉발된 것이어서 핵 테러를 차단하는 데 목표를 두고 있는 `핵 안보(Nuclear Security)`와는 다른 개념이다. 그러나 그 후과는 핵 테러 이상으로 국제안보와 세계 경제, 원자력 산업에 어마어마한 후폭풍을 몰고 올 것이라는 전문가들의 분석이다.

외교소식통은 18일 "미국 스리마일 아일랜드 원전사고(1979년)와 체르노빌 원전사고(1986년)에 버금가는 수준의 `원자력 빙하기`를 초래할 수 있다"고 우려했다.

이에 따라 이번 회의에서는 이번 사태에 대한 국제사회의 대처와 협력방안이 중심적 논의대상이 될 것으로 예상된다.

특히 제1차 핵안보정상회의는 공동선언문을 채택하면서 "핵물질 안보를 위한 조치가 방사성물질의 안보에 있어서도 의미가 있음을 인정하고, 이러한 물질을 방호하기 위한 노력을 장려한다"는 내용을 적시한 바 있어 이를 토대로 구체적 이행방안이 논의될 것으로 관측된다.

이런 가운데 이번 원전사고로 인해 내년 핵안보정상회의에 쏠리는 관심도가 부쩍 높아진 분위기다.

핵안보정상회의는 미국 버락 오바마 대통령이 2009년 4월 `핵무기없는 세상`을 주창한 프라하 연설에서 "4년내 모든 취약 핵물질의 안전 확보"를 목표로 제시하면서 창설됐다.

이에 따라 2009년 4월 미국 워싱턴 D.C에서 열린 제1차 핵안보정상회의는 핵안보 문제에 대한 정상 차원의 공감대와 공약을 확보하는 성과를 거뒀다.

그러나 각국의 안보이해 차이와 비용부담 문제 등으로 인해 핵물질 관리의 기본적 책임을 진 개별국가 차원의 이행 확약을 끌어내는 데는 어려움이 있었다. 특히 핵안보 불이행 또는 위반국가에 대한 강제수단이 미비한 상황에서 합의사항은 `권고`에 그쳤다.

하지만 이번 사태로 인해 핵안보정상회의는 핵안전을 포함하는 핵안보 문제에 대처하는 국제사회의 명실상부한 메커니즘으로 부상할 가능성이 커졌다. 핵물질의 안전한 관리와 개별국가의 실천을 강조하는 국제사회의 여론이 강한 추동력을 제공할 것으로 예상된다.

한편 정부는 지난 9일 김황식 국무총리를 위원장으로 하는 2012년 서울 핵안보정상회의 준비위원회를 출범시켰으며 외교부는 준비위 산하에 관계부처 실무자 20여 명으로 구성된 준비기획단을 발족시킨 바 있다. 우리측 교섭대표는 김봉현 외교부 다자외교조정관이 맡는다.
