Arrested KBO boss resigns

You Young-koo, the second elected chairman of the Korea Baseball Organization, resigned Monday after the Seoul Central Prosecutors’ Office arrested him Tuesday on charges of embezzlement and breach of trust, the KBO said yesterday.

On Monday, a day before the Seoul Central Court issued an arrest warrant for him, You visited the KBO office and submitted a letter of resignation, Lee Sang-il, secretary general of the KBO said yesterday.

“You said he was worried that if he was arrested, it would have a negative affect on Korean baseball.”

According to the KBO, You told executives who visited him in jail yesterday, “I apologize for causing trouble. I hope you make the effort to attract more than 6 million fans to baseball games this year.”

Prosecutors said when You was a Myongji Educational Foundation board member in 2006, before he became KBO chairman in 2009, he embezzled 10 billion won ($9.3 million) of the foundation’s budget to help repay 150 billion won in debts owed by Myongji Construction Co., which he had guaranteed.

You was a valuable leader for KBO officials after he became the second chairman elected by KBO board members and baseball club owners, following Park Yong-oh, who served as the 12th, 13th and 14th KBO chairman. Except for those two, all former KBO chairmen were central-government political appointments with no connections to baseball.

You, however, had experience, serving as a senior advisor for the KBO in 2003 and vice president of the Korean Olympic Committee in 2005.

You also became the third chairman to step down after having been arrested by prosecutors, following Lee Sang-hoon, the fifth KBO chairman and former National Defense Minister, who resigned in 1993 on charges of embezzling military money. Chyung Dai-chul, a former Open Uri Pary lawmaker who became 11th KBO chairman in 1998, also stepped down after being involved in a loan scandal in 1996.

You was respected for helping to spark construction of two baseball stadiums in Daegu and Gwangju. His plan to build two other stadiums in Daejeon and Jeonju is in limbo, KBO officials said.

You’s term was to expire in March 2012.

‘구속’ 유영구 KBO 총재 전격 사퇴

유영구(65) 한국야구위원회(KBO) 총재가 사퇴했다. 이에 따라 프로야구는 당분간 수장 공백 사태를 맞게 됐다.

이상일 KBO 사무총장은 4일 "유 총재가 서울중앙지법 영장실질심사 전인 지난 2일 KBO 사무실에 들러 사직서를 제출했다"고 말했다. 이 총장은 "유 총재가 자신이 구속될 경우에 대비해 미리 사직서를 제출한 것"이라고 설명했다.

유 총재는 3일 영장이 발부됨에 따라 서울중앙지검에 의해 구속 수감됐다. 유 총재는 명지학원 이사장으로 재직하던 2006년 명지건설 부채를 명지학원 교비로 갚은 등의 혐의(배임·횡령 등)를 받고 있다. 유 총재는 4일 자신을 면회한 KBO 임원들에게 "야구계에 누를 끼쳐 죄송하다. 600만 관중 돌파를 위해 최선을 다해 달라"고 말한 것으로 전해졌다.

KBO는 조만간 8개 구단 사장단 모임인 이사회를 소집해 후임 총재 인선을 논의할 예정이다. KBO 정관은 총재 궐위 시 1개월 안에 후임자를 뽑도록 하고 있다. 이사회에서 후보를 추천하고 구단주 총회에서 4분의 3 이상 찬성으로 선출한다.

사장단 간사인 신영철 SK 사장은 "한국프로야구가 긍정적인 방향으로 나아가는 상황에서 이런 일이 불거져 안타깝다"며 "사장단에서 후속 조치에 대한 논의를 시작할 것"이라고 말했다. KBO 관계자는 "민선인 유 총재 선출은 좋은 선례였다. 이 선례를 이어가야 할 것"이라고 밝혔다.

유 총재는 2009년 2월24일 KBO의 제17대 총재에 취임했다. 전임 신상우 총재가 사퇴한 2008년 12월 구단들에 의해 추대됐으나 주무관청인 문화체육관광부와의 갈등으로 취임이 미뤄지기도 했다. 2009년 4월1일 제18대 총재(3년 임기)에 선임돼 내년 3월 말까지 임기가 남아 있었다. 유 총재는 재임 기간 제9구단 창단 승인과 대구 및 광주구장 신축을 이끌어내는 등 성과를 냈다는 평가를 받고 있다. 역대 KBO 총재 중 임기 중 구속돼 자리에서 물러난 사례는 1993년 이상훈·98년 정대철 총재에 이어 유 총재가 세 번째다.
