Boozy pilot gets yanked off flight

A pilot was caught boarding a plane under the influence of alcohol in Busan Tuesday, forcing the flight to depart an hour late.

The captain of Asiana Airlines flight 8532 was caught in a spot breathalyzer test as he was boarding the aircraft at Gimhae International Airport.

The test carried out by an inspector from the Ministry of Land, Transport and Maritime Affairs revealed a blood alcohol content of 0.067 percent, which, if confirmed, would lead to a license suspension, the city’s airport officials said.

“The captain was dragged outside the gate after the test,” Lee Sang-gon, an official from the licensing division of the ministry said. “If he didn’t take the alcohol test, he would have caused a massive accident.”

The flight bound for Incheon took off an hour later than planned after the airline replaced the captain with a colleague who was scheduled to fly the next domestic flight. One hundred twenty one passengers took the flight.

The captain, identified only by his surname Oh, refused to accept the result of the spot test and demanded a blood test.

“It is true I drank with my colleagues last night during dinner, but I didn’t drink that much,” Oh insisted.

The ministry inspector and other airport officials took Oh to a hospital in downtown Busan, but the result was still too high.

“In the hospital test, Oh’s blood test showed less than 0.04 percent alcohol, which is acceptable to fly a plane, but we judged that was because some time passed while we were taking him to the hospital,” an official for the Busan regional aviation administration said.

“We will accuse Oh of breaking aviation laws and fine him,” the official said.

Suspension is also possible.

Lee, the ministry official, said: “Pilots, who spend most of their lives in different cities and countries, tend to drink too much the day before their flight.

“This is not the first time we’ve seen a drunk captain like Oh right before a flight.”

In October 2010, a drunk pilot who was supposed to fly from Gimhae to Incheon was also caught when a breathalyzer test was administered.

His license was suspended for a month and he paid about 20 million won ($18,674) in fines.

3일 부산 김해공항에서는 술에 만취한 항공기 조종사가 음주비행에 나서기 직전 불시단속에서 적발되는 아찔한 사태가 벌어졌다. 음주 측정은 이날 오전 6시50분쯤 인천행 아시아나항공기(OZ 8532)에 탑승하려던 승무원 6명에 대해 불시에 실시됐다. 탑승교에 대기 중이던 부산지방항공청 운항감독관 2명이 오모(41) 기장과 부기장을 멈춰 세운 뒤 음주측정기를 내민 것이다.

오 기장이 음주측정기에 입김을 내뿜는 순간 계기판에는 0.067%의 혈중 알코올 농도가 표시됐다. 항공법은 혈중 알코올 농도가 0.04% 이상이면 음주비행으로 간주해 조종사 자격을 정지한다. 오 기장은 게이트 밖으로 이끌려 나왔고, 112명이 탑승한 항공기는 대체 기장이 투입돼 예정보다 한 시간가량 늦게 인천공항으로 출발할 수 있었다. 항공기 출발 직전 수백 명을 태운 항공기 조종사의 음주가 적발된 것은 국토해양부가 2009년 단속에 직접 나선 이후 두 번째다. 지난해 10월 김해공항에서 출발 예정이던 대한항공기 조종사가 음주 단속에 적발된 지 7개월 만이다.

국토부 이상곤 항공자격과장은 “음주비행을 하면 음주운전과 똑같이 판단력이 떨어져 대형사고를 부를 수 있다”고 말했다. 본인과 상대 차량에 피해를 주는 음주운전과 달리 음주비행은 수백 명에 달하는 승객을 위험에 빠뜨릴 수 있다는 것이다.

항공기 기장의 음주비행 시도가 1년 사이에 두 번이나 적발된 것은 이들에 대한 관리감독이 허술하다는 점을 여실히 드러낸다. 한 항공사 관계자는 “객지생활이 많은 기장들이 전날 밤 마신 술이 덜 깬 상태에서 새벽에 운항에 나서는 경우가 더러 있다”고 말했다. 하지만 이 관계자는 “국내의 조종사 수가 부족하다 보니 조종사 눈치를 봐야 해 법에 명시돼 있는 운항 전 마약이나 알코올 복용 등에 대한 검사를 제대로 못한다”고 말했다.

오 기장은 “전날 밤 동료와 저녁 식사를 하며 반주를 한 잔 했을 뿐 과음을 하지 않았다”고 주장했다. 음주측정에 대한 조종사들의 반발도 있다. 아시아나항공 조종사 노조는 2005년 파업에서 자체 음주측정 폐지를 요구 사안으로 내걸어 논란을 빚기도 했다. 항공법은 승무원이 항공운항 업무 중 알코올을 섭취하면 2년 이하의 징역이나 1000만원 이하의 벌금에 처하도록 하고 있다. 하지만 음주측정에서 적발됐을 때는 별다른 처벌 조항이 명시돼 있지 않다. 이렇다 보니 ‘안 걸리면 그만’이라는 의식이 승무원들 사이에 만연해 있다고 한다.
