Drunk opens door on moving KTX

The safety of the nation’s KTX bullet trains became an issue once again Wednesday when a drunken passenger opened the exit door in a Busan-bound train running at 300 kilometers (186.4 miles) per hour. Wind from the open door made the train car rattle, frightening some passengers. No policeman assisted during the incident.

The Busan Korea Railroad Police said Wednesday that the train, which had departed from Seoul Station, was near Gimcheon-Gumi Station, North Gyeongsang, at about 12:15 a.m., when a 44-year-old passenger only identified as Park forced open the door.

A train attendant who finally saw the open door called the train safety manager, who immediately reported the incident to the driver. The driver slowed the speed of the train to 100 kilometers per hour and the train safety manager closed the door manually. It took about 10 minutes before the door was closed.

“For those 10 minutes, a strong wind entered the car and shook the train,” one 42-year-old passenger said. “I can hardly explain how horrified I felt at the time.”

According to Korea Railroad Corp., the newly acquired KTX Sancheon model automatically stops when someone opens an exit door. But the one on Wednesday was designed before the KTX Sancheon and didn’t have an automatic sensor.

Passengers protested when train officials didn’t take any measures against the drunken man and allowed him to continue on the train to the destination station, Busan.

But officials decided to hand him over to authorities a railroad police center in Dongdaegu Station, Daegu.

According to Busan railroad police, Korail’s rules call for two policemen to be onboard each KTX train, but only 20 percent of the bullet trains currently follow the rule because of an insufficient workforce.

“I felt too suffocated being inside the car,” Park told railroad police in Daegu.

Police are determining whether to charge Park with violating railroad safety laws.

KTX, 문 연 채 10분간 ‘공포의 질주’

취객이 비상레버로 출입문 열어
시속 300~100㎞로 한동안 운행
강풍 불어 객차 크게 흔들려

술에 취한 승객이 승강대 출입문을 열어 놓은 상태에서 서울발 부산행 KTX가 10여 분 동안 달리는 사고가 일어났다. 그런데도 열차 안에는 철도경찰이 없어 이 승객을 제지하지 못했다.

4일 부산지방철도경찰대에 따르면 서울역에서 출발해 이날 0시15분쯤 경북 김천구미역 인근을 지나던 KTX 제173열차에서 만취한 승객 박모(44·회사원)씨가 5호 차와 6호 차 사이에 설치된 승강대 계단의 비상레버를 잡아당겨 출입문을 열었다. 열린 문틈을 통해 6호 차 안으로 강한 바람이 불어치자 시속 300㎞로 달리던 KTX가 흔들렸다. 그 순간 승무원은 열차팀장을 6호 차로 다급하게 불렀다. 승무원의 당황한 목소리에 6호 차 승객들은 술렁거렸다.

KTX 산천의 경우 비상레버를 당기면 열차가 비상 정지하도록 설계돼 있지만 구형 KTX는 비상레버를 당겨 출입문을 열더라도 계속 달리게 설계돼 있다.

KTX는 곧바로 속도를 줄이지 못했다. 기관실 기장은 출입문이 열렸다는 사실을 파악하지 못해 속도를 줄이지 않았다. 황급하게 도착한 열차팀장이 무전기로 기관실에 속도를 줄일 것을 요청하자 그때서야 속도가 줄었다. 속도가 시속 100㎞ 정도로 떨어지자 열차팀장은 출입문을 수동으로 닫을 수 있었다. 열차팀장이 손으로 출입문을 닫을 때까지 열차의 질주는 10여 분 동안 지속돼 승객들이 공포에 떨었다.

이 열차에 탔던 승객 김모(42)씨는 “10여 분 동안 객차 안으로 강한 바람이 불고 흔들려 공포감은 말로 표현하기 힘들 정도였다”고 말했다.

승무원들은 박씨를 붙잡아 동대구역에 있는 부산지방철도경찰대 동대구센터에 넘겼다. 코레일은 이 과정에서 처음에는 사고를 낸 박씨를 별다른 조치 없이 부산까지 태우고 가려 해 승객들의 분노를 샀다. 승객들은 강하게 항의하며 열차 출발을 3∼4분 지연시켰고 그제야 코레일은 박씨를 동대구센터에 인계했다.

문제는 또 있었다. 열차 안에 동승하도록 돼 있는 철도경찰이 없었다. 열차 운행 때 2인1조로 철도경찰이 동승하도록 돼 있지만 거의 지켜지지 않는다는 것이다. 철도경찰대 측은 인력이 부족해 2인1조가 아니라 1명씩 탑승하고 있으며 그나마 전체 운행 열차 중 20% 정도에만 경찰이 탄다고 설명했다.

승강대 출입문을 연 박씨는 철도경찰대 조사에서 “술에 취해 열차 안에 있으려니 너무 답답해 이런 짓을 했다”라고 진술한 것으로 알려졌다. 철도경찰대 측은 조만간 박씨를 철도안전법상의 금지행위 위반 혐의로 입건할 방침이다.
