Lee meets with top military men over reform plan

While President Lee Myung-bak was having a luncheon with high-ranking military officials, including Minister of National Defense Kim Kwan-jin, to discuss “The 307 National Defense Reform Plan” yesterday, a dozen retired Navy and Air Force generals protested the plan.

Lee invited about 100 top brass of the Armed Forces and National Defense Ministry to the Blue House for a top-level meeting about military reform.

“For a long time, we have discussed military reform but always lost a chance to implement it,” Lee said. “In this sense, it is not right to say the reform is too ‘early a decision’ to be made, and I think the sooner we put it into action, the better it would be.

“If we don’t strengthen the unity and effectiveness of the Korean forces, in the aftermath of the sinking of the Cheonan and the shelling of Yeonpyeong Island, there will be no chance [to reform the military] at all,” Lee stressed.

Supporting Kim’s attempt to change the Korean military into a combat-oriented one, Lee said, “the Israeli military says the first enemy is not the Arab world, but the administration of its own military.”

Meanwhile, 12 retired generals held a meeting at the Office of Republic of Korea Air Force Veterans Association in Daebang-dong, Seoul, and formed a task force opposing the 307 reform plan. The generals also decided they would hold a rally against any bill related to military reform, which the National Defense Ministry is now pushing ahead.

Some retired generals who had been involved in previous military reforms also participated in the meeting, said Lee Han-ho, the former Air Force commander of Korea. “We will set up plans protesting the National Defense Ministry’s plans for reshuffling the top military organization and reforming the military organization law.”

Lee Han-ho added, “The 307 plan is worrisome because it boosts the authority of the Joint Chiefs of Staff. We will also seek cooperation from retired Army generals.”

李대통령, 軍에 차질없는 국방개혁 당부

전군 지휘관 소집…307계획 추진 상황 점검

이명박 대통령은 6일 전군 주요 지휘관을 청와대로 불러 국방개혁의 차질 없는 추진을 당부할 것으로 알려졌다.

이 대통령은 이날 오전 김관진 국방장관과 한민구 합참의장, 각군 참모총장 등 전군 주요 지휘관 100여명이 참석한 가운데 군 상부지휘구조 개편을 주요 내용으로 하는 `국방개혁 307계획`의 추진 상황 등을 보고받고 오찬 간담회도 개최한다.

이날 간담회는 국방개혁의 핵심인 지휘구조개편에 대해 예비역 장성을 비롯해 군 안팎에서 해군과 공군의 의견이 제대로 반영되지 않았다는 이유 등으로 반발하는 가운데 열려 주목된다.

이에 따라 이 대통령은 오는 2015년 전시작전권 전환과 함께 완성될 국방개혁안이 추진 계획대로 마무리될 수 있도록 당부할 방침인 것으로 전해졌다.

특히 이 대통령은 최근 첨단 과학기술의 발전으로 전쟁 패러다임이 완전히 바뀐 상황을 설명하면서 자군 중심의 이기주의를 버리고 군 합동성 강화를 주문할 예정이다.

이 대통령은 지난해 3월 천안함 사태에서 우리 군의 합동 체계에 허술함이 드러나면서 허점이 노출돼 이 같은 개혁이 필요하다는 인식을 강하게 갖고 있는 것으로 전해졌다.

앞서 이 대통령은 지난 4일 김 장관으로부터 육ㆍ해ㆍ공군 참모총장이 내년 말까지 합참의장의 작전지휘(군령) 계선 안에 포함하고, 각군 본부와 작전사령부는 2014년 말까지 통합하는 국방개혁안 추진에 대한 중간보고를 받았다.

오찬 간담회에는 임태희 대통령실장과 이희원 안보특보, 정진석 정무수석, 안광찬 국가위기관리실장 등도 배석했다.
