Taiwan rues severing of military swap program

Taiwan hopes to continue military cooperation with Korea even though Seoul is severing a military personnel exchange program, the de facto Taiwanese Embassy in Seoul told the JoongAng Ilbo yesterday.

Responding to a recent JoongAng Ilbo article about Seoul’s plan to suspend a military personnel exchange program with Taiwan to start a similar program with China, an official at the Taipei Mission in Korea said it was already aware of the plan.

“We got to know the situation after asking Taiwanese military officials,” the official said in a telephone interview.

“Taiwan cherishes its military exchanges with Korea,” the official said. “We are certain that exchanges between Taiwan and Korea will make an important contribution to peace and stability in Northeast Asia.”

Earlier this week, the JoongAng Ilbo reported that Korea and China will announce plans to strengthen bilateral military cooperation in August on the occasion of the 19th anniversary of diplomatic ties between the countries, including a military hotline and a military personnel exchange program.

In return, the Korean government agreed to suspend the existing military personnel exchange program with Taiwan at the request of China, it reported. Seoul and Taipei severed diplomatic relations in 1992 when Seoul-Beijing diplomatic relations began, but have continued the decades-long exchange program.

According to a Seoul official, the Korean government is planning to suspend the military exchanges with Taiwan, but is considering starting another exchange program with it through private channels.

The Ministry of National Defense has run a program in which major-level military officers from Taiwan study at a Korean military base in Daejeon for one year. A new exchange program, if implemented, could be organized by defense-related private institutes, the official said.

A diplomatic source in Seoul said China’s demand that Korea drop the program with Taiwan was based on its “One China” principle, and Seoul doesn’t think Beijing will object to Seoul’s private channel cooperation with Taipei.

김관진-량광례 합의 4년 만에…한·중 군사 핫라인 8월 개통

내달 초 베이징 회동서 확정키로

한국과 중국 군 당국 간 핫라인(Hot Line·직통 통신망)이 오는 8월께 개통된다. 김관진 국방부 장관은 6월 초 베이징을 방문해 량광례(梁光烈·양광렬) 중국 국방부장과 회담을 하고 한·중 수교일(8월 24일)을 기념한 군사 핫라인 개통에 합의할 예정이라고 정부 관계자가 5일 밝혔다. 이 관계자는 “군사 핫라인 구축은 2008년 5월 이명박 대통령과 후진타오(胡錦濤·호금도) 중국 국가주석이 양국 관계를 ‘전략적 협력 동반자 관계’로 격상한 이후 이어지고 있는 한·중 관계 업그레이드의 일환”이라고 말했다. 이어 “2007년 양국이 합의하고, 이듬해 11월 직통전화 설치·운영에 관한 양해각서까지 체결하고도 실현되지 않은 양국 군사 핫라인의 개통이 한·중 관계는 물론 한반도 정세에 주는 의미는 클 것”이라고 강조했다.

한·중 군사 핫라인은 양국 해·공군 간에 설치된다. 해군은 진해 해군 작전사령부 지휘통제실과 중국 칭다오(靑島) 중국군 북해함대사령부 작전처를, 공군은 대구의 제2 중앙방공통제소(MCRC)-산둥성 지난(濟南) 군구 공군지휘소를 연결하게 된다. 군 관계자는 “양국 간 핫라인이 개통되면 ▶서해상 우발적 충돌 방지 ▶미식별 항공기 정보 교환 ▶재해·재난 시 협력이 가능할 것”이라고 말했다. 김 장관과 량 부장은 2007년 5월 합참의장과 중국 인민해방군 총참모장으로 재직 시 서울에서 만나 그해 8월 군사 핫라인을 개통하기로 했다. 하지만 중국의 미온적인 태도로 개통은 계속 미뤄졌다. 두 사람이 4년 만에 양국의 국방장관이 돼 미완의 숙제를 완수하게 된 셈이다.

두 장관은 또 소령급 장교들이 양국의 육·해·공군 대학에서 1년간 공부하는 장교 상호 연수 프로그램에도 합의할 예정이라고 정부 관계자는 밝혔다. 정부는 이를 위해 대만과의 장교 교환 프로그램을 중단했다. 중국은 1992년 한·중 수교 당시 우리 정부가 ‘대만과 모든 공식관계를 단절한다’는 데 합의한 점을 들어 단교 후에도 비공식적으로 이어온 한·대만 장교 교류에 대해 문제를 제기해 왔다고 한다.

정부의 대중 군사 외교 강화는 지난해 3월 천안함 사건 당시 중국의 북한 편들기로 한계를 드러낸 한·중 관계의 폭과 깊이를 확대하려는 전략적 선택이라는 측면이 강하다. 하지만 다른 축의 외교적 손실은 부담이다. 대만의 반발이 그것이다. 대만 국방부의 뤄사오허 대변인은 4일 “중국이 한·중 군사 교류를 구실로 한·대만 군사 유학생 교류를 중단하라고 한국에 압력을 가하고 있지만 한국은 그럴 필요 없다”고 밝혔다. 미국도 촉각을 곤두세우는 것으로 알려졌다. 외교 소식통은 “미국은 ‘중국군 장교의 한국 연수로 한·미 전력 정보가 노출될 수 있다’ ‘싱가포르처럼 한국이 대만과 중국 모두와 교류 프로그램을 할 수 있지 않느냐’며 우리 군에 민감하게 반응한 것으로 안다”고 말했다.
