North policy unchanged post-shuffle

A high-ranking government official in Seoul told the JoongAng Ilbo yesterday that the resumption of talks between the North and South is unrelated to last week’s Cabinet reshuffle and entirely up to Pyongyang, the theme that has been repeated by Seoul officials during the past few weeks.

“[The resumption of talks] is unrelated to the replacement of the unification minister position,” said the source.

Among the surprises in last week’s Cabinet reshuffle was the fact that the minister of unification was not replaced.

Minister Hyun In-taek has been in the position since 2009, which is relatively long, and he was widely expected to be replaced.

The Blue House explained after the shuffle that the decision had been made to “keep consistency” in the government’s policies regarding North Korea. The former South Korean ambassador to China, Yu Woo-ik, had been the most likely candidate for the position, but Seoul didn’t want to send any messages that suggest a change in its North Korea policy.

Keeping Hyun in the job is also a signal that Seoul isn’t getting softer on its demands of the North, specifically to go back to six-party talks on ending its nuclear weapons program.

The high-ranking official said, “North Korea is paying a fine of $300 million every year [from international sanctions on the country] because they are delaying [denuclearization].”

“During past inter-Korean talks, North Korea would rant, ‘Is this all you can give us when we are protecting you with our nuclear weapons?’ But now, we have the upper hand,” the source said.

As of last week, North Korea had not responded to any of the requests made by the South for working level Red Cross talks or an academic forum to discuss Mount Baekdu.

Because of the North’s intransigent attitude, the Blue House decided to let the incumbent minister stay on for a while longer. Minister Hyun is expected to continue demanding certain conditions from the North in order to resume the six-party talks.

The Ministry of Unification has emphasized that Pyongyang take responsibility and apologize for the sinking of the Cheonan warship last year and the shelling of Yeonpyeong Island several months later.

“We agonized over the reshuffle decisions,” said Yim Tae-hee, Blue House chief of staff last Friday after the reshuffle announcements.

“In the case of the Unification Ministry, there was a chance the decision would have been misunderstood [if the minister was replaced],” he said. “The position was excluded from the reshuffle in order to maintain the current policies.”

현인택 통일부장관이 6일 개각에서 유임된 것은 정부가 대북정책 기조를 유지하겠다는 의지를 확고히 한 것으로 풀이된다.

현 정부 초대 통일장관인 김하중 전 장관에 이어 2009년 2월 취임한 현 장관은 재임기간 2년3개월로 현 내각 중에서 최장수 각료다.

막판까지 '류우익 통일장관' 카드가 흘러나오면서 대통령의 핵심 측근으로 알려진 류 중국 주재대사가 기존 원칙을 유지하면서도 더욱 유연한 접근으로 북한의 태도변화를 이끌어 내는 것 아니냐는 전망이 나왔었다.

현 장관이 이 대통령으로부터 '신임'을 다시 한번 확인받음에 따라 기존 대북정책은 흔들림없이 추진될 것으로 보인다.

정부는 천안함 폭침과 연평도 포격도발에 대한 책임 있는 조치, 비핵화 진정성을 남북관계 개선을 위한 사실상의 전제조건으로 내세우고 있다.

현 장관 유임에는 기존 정책을 유지하겠다는 의지 표명과 함께 장관 교체가 북측에 잘못된 메시지를 줄 수 있다는 우려가 고려된 것으로 보인다.

또 대북정책의 틀을 바꿀 생각이 없는 상황에서 장관교체에 따른 불필요한 논란을 배제하기 위한 것 아니냐는 분석도 나오고 있다.

남북관계 개선을 위해서는 북한의 태도변화가 우선돼야 한다는 보수층의 여론도 고려된 것으로 관측된다.

양무진 북한대학원대학교 교수는 "내부적으로는 보수층을 결집하고 북한에 대해서는 천안함ㆍ연평도 사건에 대한 책임 있는 조치와 비핵화 진정성을 먼저 보이라는 메시지로 해석된다"고 말했다.

이에따라 그동안 줄기차게 현 장관의 교체를 주장해온 북한의 반응이 주목된다.

최근 북측이 백두산 화산이나 동해표기 협력, 귀순자 자유의사 확인을 위한 적십자 실무접촉 등에 침묵을 지키는 배경으로 남측의 개각을 지켜본 것 아니냐는 해석도 있었다.

'남북 비핵화 회담→북미대화→6자회담'으로 가는 3단계 접근 안에 대한 북측의 공식 반응이 기대되고 있는 가운데 비핵화 회담에 영향을 줄지도 주목된다.

전문가들 가운데에서는 최근 민간차원의 남북 간 회의에 북측이 반응을 보이지 않는 이유가 지미 카터 전 미국대통령 일행의 방북 이후 대화를 계속할지 전략적 검토에 들어간 것 아니냐는 관측이 나오고 있다.

김정일 국방위원장이 카터 전 대통령을 통해 정상회담을 제의했는데 남측에서 반응이 시큰둥하자 그동안의 대화공세에서 방향전환을 모색하는 것 아니냐는 분석이다.

그러나 미국과 중국의 적극적 역할을 배경으로 북한이 남북 비핵화 회담에 대해 긍정적 메시지를 내놓을 가능성은 여전히 살아있다.

정부 당국자들은 최근 방한했던 우다웨이(武大偉) 중국 한반도문제 특별대표가 평양을 방북할 예정이며, 방북 이후 비핵화 회담을 둘러싼 윤곽이 나올 것으로 기대하고 있다.

이 대통령 특사로 유럽 3개국을 순방중인 박근혜 전 한나라당 대표가 남북관계를 풀어갈 복안에 대해 "정부에서도 뭔가 모색 중에 있지 않나 그런 얘기를 들었다"면서 "정부가 뭔가 풀어가려고 모색하는 것 같으니 나중에 기회가 되면 더 말씀드리겠다"고 답변한 것도 주목된다.

이 대통령이 오는 8일 시작하는 유럽 3개국 순방 첫 방문국인 독일에서 대북 메시지를 내놓을지도 관심거리다.
