Science, research talks with the U.S.

Ministerial talks to discuss ways to exchange science and technology research between Korea and the United States are scheduled to take place beginning Wednesday for three days in Washington.

The Ministry of Education, Science and Technology said yesterday that top education and science policy makers from the two countries - including Education Minister Lee Ju-ho, U.S. Secretary of Education Arne Duncan, U.S. Energy Secretary Steven Chu and Director of the White House Office of Science and Technology Policy John Holdren, who is also an adviser to the president for science and technology - will hold a series of two-party talks, which is seen as “a sign of growing partnership in the fields between the longtime allies.”

These will be the first formal talks between the two countries’ education ministers in 30 years.

The ministry said that “the two parties will mainly talk about strengthening public education, while seeking a detailed collaboration model to cooperate in research, including Korea’s Science, Technology, Engineering, Art and Mathematics (STEAM) education and the U.S.’s Science, Technology, Engineering and Mathematics (STEM) education.” Issues such as producing superlative teachers and quality control in advanced education will also be discussed.

According to the ministry, Lee will first meet with Energy Secretary Chu and sign an enforcement contract in the field of high-energy and nuclear physics and discuss research cooperation on Heavy Ion Linear Accelerators and nuclear fusion energy. With Holdren, Lee will examine the current status of joint research that has been agreed to before.

Lee is also scheduled to visit the National Science Foundation.

韓美 교육·과학 장관급 회담…교육은 30년만에

교사교류 등 협력모델 논의..핵융합 등 과학협력도 강화
교육분야에서의 인적 교류와 핵융합 등 과학기술에 대한 연구교류 방안 등을 논의하기 위한 한국과 미국의 교육ㆍ과학 장관급 회담이 열린다.

교육과학기술부는 11∼13일 미국 워싱턴에서 이주호 교과부 장관이 미국 안 던컨 교육부, 스티븐 추 에너지부 장관, 존 홀드렌 대통령 과학고문 겸 백악관 과학기술정책실장과 잇따라 양자 회담을 갖는다고 8일 밝혔다.

우선 양국 교육장관 회담으로는 30여 년 만에 성사된 던컨 장관과의 회담에서는 공교육 강화, 우수교사 확보, 글로벌 교사 양성, 고등교육의 질 관리 방안 등 양국의 교육 현안이 의제에 오른다.

교과부는 "일단 공교육 강화 등을 큰 틀에서 논의하고 한국의 과학예술융합(STEAM) 교육과 미국의 이공계 교육정책(STEM)을 공동 연구하는 방안, 교사 교류 강화 방안 등 구체적인 협력 모델을 찾아나갈 예정"이라고 말했다.

이 장관은 스티븐 추 장관과의 회담에선 '고에너지 및 핵물리학 분야에 대한 시행약정'을 체결한 뒤 중이온가속기, 핵융합에너지를 함께 연구하는 방안을 논의하고 존 홀드렌 정책실장과의 면담에서는 양국 간 합의된 나노ㆍ표준연구 등의 이행 상황을 점검한다.

이 장관은 미국 국립과학재단(NSF)을 찾아 한국연구재단(NRF)과 추진해오고 있는 '한미 과학기술특별협력사업'이나 로봇공학, 뇌공학 등에 대한 연구 협력을 확대ㆍ강화하는 방안도 논의할 예정이다.

교과부는 이번 한미 교육ㆍ과학 장관급 회담 등을 계기로 교육ㆍ과학기술 분야에 대한 외교협력을 획기적으로 강화키로 하고 'Post-G20 시대를 이끄는 교육과학기술 강국'을 모토로 한 교육과학기술 외교구상을 함께 발표했다.

교육협력, 인력교류, 공적개발원조, 과학기술협력 등을 종합 진단한 이번 구상에는 ▲장관급 협의 신설ㆍ정례화 ▲국제협력 전문인력 양성 ▲우수교사 해외 진출 지원강화 및 진출 국가 다변화 ▲정부초청 해외 유학생, 중국어 원어민 보조교사 확대 ▲세계적인 연구소 유치 지원 ▲해외 과학인재의 정착 지원 ▲개발도상국에 대한 교육과학기술 공적개발원조(ODA) 확대 등의 개선책이 담겼다.

이 장관은 이같은 외교구상을 적극 실천한다는 취지에서 이번 한미 장관급 회담 이외에도 9∼10일 덴마크 코펜하겐에서 열리는 제3차 ASEM(아시아유럽정상회의) 교육장관회의에 참석, 한국이 2017년 제6차 ASEM교육장관회의를 유치하겠다는 뜻을 밝힐 예정이다.
