Private eyes enjoy boom as bad guys flee abroad

The private detective business is booming in South Korea because police aren’t able to pursue criminal suspects who flee overseas.

The recent hacker attack against Hyundai Capital remains unsolved after a month because some of the prime suspects wanted by the police are in China and the Philippines.

“We requested the extradition of the prime suspects in the countries where they’re staying and our officers already traveled abroad to find them, but their whereabouts are still unknown,” a police official said.

According to a police document obtained by Grand National Party Representative Lee Eun-jae, there are a total of 2,415 criminal suspects staying overseas to avoid being charged and tried for such crimes as fraud, embezzlement and misappropriation of funds as of the first half of 2010. Only 52 of them were extradited to Korea.

The data said the Philippines, Vietnam and the United States are the favored safe havens for criminal suspects.

Columbo, a local private investigation company, said the number of requests for investigations of criminals abroad is always going up. It received 90 such requests last year, 44 percent up from 50 cases in 2008.

The company said it has 1,500 detectives, mostly former military personnel, police and prosecutors.

“We have detectives operating overseas and they search for crime suspects overseas, just like the U.S. found the whereabouts of Osama bin Laden,” a Columbo official said. “Regardless of where they are, we can find 80 to 90 percent of them within two weeks.”

A detective at the company said they can track down suspects “even if they’re hiding in the jungles of Papua New Guinea.”

He said private detectives normally check the immigration records of suspects to see whether they left Korea, because some of them tell friends they’re leaving but actually they don’t. When detectives find the suspect has fled overseas, their colleagues in those countries disseminate flyers with a picture of the suspect at bars, casinos and in Korean neighborhoods.

When detectives find the whereabouts of the suspects, they tell either police or ask their clients to come to the overseas country.

The fee to find suspects overseas starts at five million won ($4,547), and two million won for suspects in South Korea.

사기 전과 5범인 A씨(37)는 2005년 겨울, 한 대학의 최고경영자 과정에서 만난 부품업체 사장 B씨에게 “좋은 (주식투자) 종목이 있다. 5억원을 맡기면 세 배로 불려주겠다”고 제안했다. B씨는 자신을 유명 펀드매니저라고 소개한 A씨의 화려한 언변에 속아 돈을 맡겼다. 그러나 A씨는 2006년 미국으로 도망갔다. B씨는 경찰에 신고했지만 해외로 도망간 탓에 1년이 넘도록 수사는 진척이 없었다. 애태우던 B씨는 민간 조사업체에 A씨를 찾아달라며 1000만원을 줬다. 업체는 통화내역 등을 추적해 보름 만에 LA에서 사업가로 행세하던 A씨를 찾아 2억원을 받아냈다.

　해외도피범을 찾아주는 사설업체가 늘고 있다. 인터넷 포털에서 ‘사람찾기’나 ‘해외 도피’ 등으로 검색되는 업체는 20여 개에 달한다. 조사원은 1500여 명으로 추정된다. 대부분 군이나 검찰·경찰 출신이다. K업체 대표 박모씨는 “CIA가 오사마 빈 라덴을 찾아냈듯 우리도 현지에 정보원을 심어놓고 주변을 뒤져 범죄자를 찾는다”고 말했다. 또 “세계 어느 곳에 있더라도 2주 정도면 80~90%는 찾을 수 있다”고 자신했다.

　찾는 방식은 수사기관과 비슷하다. 의뢰가 들어오면 먼저 출입국 기록을 조회한다. 출국 사실이 확인되면 현지 유흥업소나 한인 커뮤니티, 카지노 등에 사진을 뿌린다. 경찰 출신의 H업체 조사원 김모씨는 “범죄자들이 가는 곳은 뻔하다. 파푸아뉴기니 밀림 속에 숨어도 우리 정보망에 걸린다”고 말했다. 큰 업체는 중국 베이징·상하이·홍콩이나 베트남 하노이 등 대도시마다 지사를 두기도 한다. 탐문이나 잠복도 한다. 우편물과 쓰레기통을 뒤지고 미행도 한다. 소재가 확인되면 현지 경찰에 신고하거나 의뢰인이 직접 찾아오도록 한다. 착수금은 해외의 경우 500만원부터, 국내의 경우 200만원부터다. 성공하면 사례비로 착수금의 100~200%를 더 받는다.

　그러나 업체 중에는 청부폭력 등 불법을 쓰는 곳도 있다. 기자가 “10억원을 떼먹고 도망간 사기범에게 보복하고 싶다”고 하자 “죽이는 건 불가능해도 강도로 위장해 돈을 뺏거나 혼을 내주는 건 가능하다”는 답이 돌아왔다. “경호원 세 명을 붙여 직접 보복해 줄 수도 있다”는 업체도 있었다. 해킹도 서슴지 않는다. 한 업체 직원은 “신용카드로 주문한 물건의 배송지를 알아내면 거주지를 알 수 있다”고 말했다.

　이처럼 사설업체가 늘어나는 이유는 범죄인 인도 조약이나 강제송환 요청 등 공식 루트로는 해외도피범을 잡을 수 없기 때문이다. 2005년부터 지난해 상반기까지 해외로 도피한 범죄자는 2415명이었지만 국내로 송환된 범죄자는 2% 수준인 52명에 불과했다. 지난달 8일 경찰이 수사에 착수한 현대캐피탈 고객정보 해킹 사건 역시 빠르게 수사망을 좁혀갔지만 해커 신운선(37)씨 등 주모자들이 이미 중국과 필리핀 등지로 출국한 사실이 알려지면서 난항에 빠졌다.

　‘풍선 효과’ 때문이라는 분석도 있다. 국내에선 민간 정보수집 활동이 전면 금지돼 관련 업체들이 해외로 눈을 돌리고 있다는 것이다. 정진근 대한민간조사원연합회 이사는 ＂OECD 국가 중 사설탐정이 불법인 나라는 한국뿐이다. 주요 수배자 등에 대한 민간 탐지활동은 합법화해야 한다”며 “그러나 불법적인 ‘신상털기’ 등은 막아야 하며 관계기관의 감시가 필요하다”고 말했다.
