Chinese paper hits out at JoongAng’s arms report

A Chinese tabloid reported yesterday that “it is not strange for North Korea to try and guarantee its safety through the import of arms,” in response to a JoongAng Ilbo article on Monday about China’s refusal to export arms to the North.
The Global Times, which is owned by the People’s Daily, the official Chinese Communist Party newspaper, quoted Lu Chao, a researcher with the Liaoning Academy of Social Sciences, as saying that China should be “wary of the South Korean media driving a wedge” between the North and China.
The article also said that the North has repeatedly told Chinese officials it had no involvement in the March 2010 sinking of the Cheonan, which Seoul has been demanding North Korea apologize for.
Quoting the same expert, the paper accused the South of increasing the “use of total alienation to isolate North Korea” in an attempt to influence relations between China and North Korea. It also said that South Korea has been importing “massive” numbers of “high-end weapons.”
Lu, who has frequently been quoted in articles about South Korea, said that the JoongAng Ilbo report focused more on the discord between China and North Korea and not China’s refusal to export weapons to North Korea.
The JoongAng Ilbo reported Monday that North Korean leader Kim Jong-il had been rebuffed by China during a trip to the country last May.
Kim had asked for state of the art weaponry to fight off possible attacks from South Korea and the U.S. following the sinking of the warship Cheonan. It reported that China had refused.
In response to the report, the Global Times said Chinese Internet users have been debating whether North Korea deserves arms from China or not.
“Give North Korea weapons to strike South Korea and the U.S.,” wrote one user.
Another wrote: “If we give Kim Jong-il weapons, we will become an international laughingstock.”

신문은 랴오닝(遼寧)성 사회과학원 남북연구센터 뤼차오(呂超) 주임의 분석을 빌려 “한국과 미국이 걸핏하면 군사훈련으로 북한을 위협하고 한국이 첨단 무기를 대규모로 수입하는 상황에서 북한이 각국으로부터 무기를 수입해 안보 심리를 강화하는 것은 전혀 이상하지 않다”고 주장했다. 식량 부족으로 주민들이 굶주리는 북한이 해외에서 식량이 아닌 무기를 도입해도 문제될 게 없다는 주장이다. 뤼 주임은 “한반도 정세가 계속 긴장된 상황에서 한국이 갈수록 많은 이간계(離間計)를 사용해 북한을 고립시키고 중국과 북한의 모순을 조장해 중·북 관계에 영향을 주려 한다”고 해석했다.
환구시보의 보도에 중국 네티즌들은 찬반이 엇갈리면서 큰 관심을 보였다. 한 네티즌은 “세습 김씨 왕조에 무기를 지원하면 (중국이) 천하의 웃음거리가 될 것”이라고 주장했다. 다른 네티즌은 “북한은 (중국에 무기 지원을 요청하면서) 순망치한(脣亡齒寒·입술이 없으면 이가 시림) 논리를 폈지만 (중국이 무기를 지원하면) 양호위환(養虎爲患·호랑이를 길러 화근이 됨)이 될 수 있으므로 무기 지원에 반대한다”고 했다. “북한이 현금을 들고 오면 중국이 무기를 팔아야 한다”며 무기를 팔아야 한다는 의견도 있었다.
