Japan proposes Fukushima summit

Japanese Prime Minister Naoto Kan has suggested holding the opening ceremony of the annual East Asia Summit slated for later this month in Fukushima City, a northeastern Japanese city 40 kilometers away from the crippled Fukushima Daiichi nuclear plant, Japanese media reported yesterday.

The purpose is to focus international attention on how the region has recovered and the radiation risk has receded, according to the Mainichi Shimbun.

The idea may backfire, according to the Mainichi, because Chinese authorities are saying they’re concerned about possible radiation risks to Chinese Premier Wen Jiabao.

The Mainichi said Kan requested through diplomatic channels to Seoul and Beijing that the opening ceremony should be held in Fukushima City for the Korea-Japan-China summit that will take place May 21-22.

Under Kan’s proposal, Wen and President Lee Myung-bak would fly to the airport at Sendai, which sustained major damage in the March 11 tsunami, and conduct the opening meeting of the summit at the Fukushima Prefectural Office in Fukushima City.

Afterwards, the three leaders would travel to Tokyo for the rest of the summit.

The plan, however, is not likely to go ahead because China expressed reluctance, saying the accident at the nuclear plant has not been resolved and Wen doesn’t want to risk his health, the Mainichi said.

According to Korean diplomatic sources, Seoul suggested an alternate idea of having the meeting in Sendai, which is 110 kilometer away from the Fukushima plant. Sendai also has a Korean consulate office.

“The three countries are discussing various plans and nothing has been decided yet,” said an official of the Ministry of Foreign Affairs and Trade.

일본 마이니치신문은 간 총리가 유언비어 때문에 도쿄전력 후쿠시마 제1원전사고에 의한 피해가 확대해석되고 있어 이를 불식시키기 위해 이런 방안을 두 나라에 제안했다고 11일 보도했다.

그러나 중국측은 "원전사고가 아직 수습되지 않았다. 원자바오 총리에게 위험을 감수하게 할 수 없다"며 거부의사를 표시했다.

일본 정부 관계자는 "실무차원에서 타진했던 이야기로 아직 두 정부로부터 답변을 얻지 못했다"고 말했다.

일본 정부는 간 총리가 이런 제안을 하자 이를 구체화하기 위해 일정표까지 마련했던 것으로 전해졌다. 이에 따르면 이명박 대통령과 원자바오 총리의 일본 입국 공항을 센다이 공항으로 바꾸고, 이 곳에서 곧바로 후쿠시마 시내로 들어오도록 계획을 짰다. 이후 후쿠시마 현청에서 정상회담 개회식을 하고 도쿄로 이동해 회담을 진행하는 일정이다.

이에 대해 중국 외교부 관계자는 "외교 상식 면에서 있을 수 없는 일"이라며 불만을 나타냈다고 마이니치신문은 전했다.

네티즌들은 "외국의 국가원수를 자국의 재난 수습 홍보용으로 동원하려는 결례를 저지르는 저의를 모르겠다"는 반응이다.

이와 별도로 간 총리는 이날 요미우리신문과의 인터뷰에서 "원자로 추가 증설계획을 백지상태에서 다시 검토하겠다"고 밝혔다. 그러면서 "태양광이나 재생에너지가 새로운 일본의 에너지원이 될 것"이라고 말했다. 아사히신문 등은 "사실상 원전 증설 백지화를 선언한 것"이라고 해석했다.
