Tokyo’s 6-party road map

Tokyo yesterday agreed on a step-by-step process for the resumption of the six-party talks on the denuclearization of North Korea, a move expected to put more pressure on Pyongyang to respond to Seoul’s proposal for inter-Korean talks.

Shinsuke Sugiyama, Japan’s envoy to the six-party talks, told reporters after a meeting with South Korean counterpart Wi Sung-lac in Seoul that Japan and South Korea agreed on a three-stage approach to the resumption of the talks.

The three-stage formula -- inter-Korean talks first, followed by North Korea-U.S. talks, and then six-party talks -- was proposed by China last month, reflecting hopes by Seoul and Washington to have bilateral meetings with the North before the six-way talks resume.

The talks, stalled since 2009, involve North and South Korea, the U.S., Japan, China and Russia.

South Korea’s Unification Ministry proposed inter-Korean nuclear talks in January but the North didn’t respond.

Sugiyama reiterated Japan’s stance that the talks cannot resume unless the North takes five steps toward denuclearization, including the suspension of nuclear activities and the return of international inspectors to the North’s nuclear sites.

Sugiyama said the North should also make progress on the issue of the abduction of Japanese.

“It should not be talking for the sake of the talks,” Sugiyama said.

Regarding the North’s recently disclosed uranium enrichment program, Sugiyama said it should be dealt with at the UN Security Council.

The uranium enrichment program, shown to a visiting U.S. scientist last November, is suspected to be a second route for the North to produce nuclear weapons in addition to its plutonium-based program.

North Korea has said it is willing to discuss the issue at the six-party talks. China opposes discussing the uranium program at the UN.

북핵 6자회담 일본측 수석대표인 스기야마 신스케(杉山晋輔) 외무성 아시아ㆍ대양주 국장은 11일 "6자회담 재개를 위한 3단계 접근안에 대해 한ㆍ일 양국이 합의했다"고 밝혔다.

스기야마 국장은 이날 오전 서울 도렴동 외교통상부 청사에서 위성락 외교통상부 한반도평화교섭본부장과 회동한 뒤 약식 기자회견을 열어 이같이 밝히고 "다만 대화를 위한 대화는 안된다"고 말했다.

스기야마 국장은 특히 "비핵화 사전조치 5개항이 충족되지 않으면 6자회담이 재개될 수 없다는 입장에 변함이 없다"고 강조했다.

그는 이어 "북핵 문제와 함께 납치문제 등에 대해 성과가 있어야만 6자회담으로 갈 수 있다"고 덧붙였다.


그는 북한 우라늄 농축 프로그램(UEP) 문제와 관련해 "유엔 안전보장이사회 등에서 다뤄져야 한다는게 기본 입장"이라고 '선(先) 안보리 대응' 기조를 확인했다.

그는 이밖에 오는 21~22일 일본에서 개최되는 한중일 정상회의 개최장소에 대해서는 "이 자리에서 언급하는게 적절치 않다"고 답변을 피했다.
