Cabinet members AWOL, PM gives them scolding

The tardiness of ministers almost led to a cancelation of a cabinet meeting this week, prompting the prime minister to lecture the government’s top officials about slack discipline.

This week’s cabinet meeting, scheduled for 8 a.m. Wednesday at the main government complex in central Seoul, did not start on time because not enough ministers showed up. President Lee Myung-bak was out of the country on a Europen trip, and Prime Minister Kim Hwang-sik, who presided on Lee’s behalf, was kept waiting.

By 8 a.m., only nine members of the cabinet including the prime minister showed up. The cabinet, the highest policy-making body of the government, has 18 members including the president and prime minister. The quorum to open a cabinet meeting is 10 ministers.

“It is unprecedented that ministers failed to show up in time to establish a quorum,” said a source from the Prime Minister’s Office. “Some ministers miss meetings because of their other schedules, of course. Although we didn’t confirm it officially, to my knowledge cabinet meetings have been continuously held except during the Korean War.”

To start the meeting, the Prime Minister’s Office rushed to contact Agriculture Minister Yoo Jeong-bok and Public Administration and Security Minister Maeng Hyung-kyu, who had previously confirmed they would attend. Around 8:07 a.m., Yoo showed up, and the meeting was able to begin.

The cabinet was scheduled to approve a bill to revise a law governing private attorneys. The reform is meant to end a tacit arrangement in the country’s legal system in which retired judges and prosecutors who return to private practice are given special treatment by their former colleagues on the bench and in the prosecution.

To stop that practice, the law will be changed to prevent judges, prosecutors, lawyers and military judicial officers from taking cases in jurisdictions where they sat on benches for one year after retirement.

Along with the revision bill, 68 other bills were to be reviewed and approved by the cabinet.

Seven ministers who failed to attend the meeting sent vice ministers in their steads, but vice ministers don’t have voting rights at cabinet meetings.

Of the seven ministers who didn’t attend, the foreign minister and knowledge minister were accompanying the president on his Europe tour. Education Minister Lee Joo-ho was also out of the country to attend an ASEM education ministerial meeting in Washington.

Maeng said he was caught in traffic. Three other ministers cited a conflict in schedule, such as a breakfast meeting with lawmakers.

After Wednesday’s meeting, Prime Minister Kim criticized the slack discipline of public servants. “Recently, an ambassador was busted for ivory smuggling, and a public servant was accused of receiving an illegal loan from funds earmarked to help farmers,” Kim said.

“Society is concerned about the inappropriate behavior of public servants,” he said. “I ask you to make sure such incidents don’t happen again.”

Sources at the Prime Minister’s Office said Kim’s lecture on discipline was meant to shake up the ministers. “Some ministers appeared to be slacking off as the president is not in the country, and the prime minister was trying to criticize them,” an official said.

11일 오전 8시 서울 세종로 정부 중앙청사 19층 국무회의장. 개회 시간인 오전 8시가 지나가도 국무회의는 열리지 않았다. 유럽 순방 중인 이명박 대통령을 대신해 국무회의를 주재해야 할 김황식 국무총리는 회의장 옆 대기실에 있었다. 국무회의장에 국무위원들이 없었기 때문이다. 회의가 열려야 할 8시에 출석한 국무위원들은 김 총리를 포함해 윤증현 기획재정부 장관 등 9명뿐이었다. 국무회의를 열 수 있는 정족수(10명 이상)를 못 채운 것이다.

　국무회의는 대통령과 총리, 각 부처 장관 16명 등 총 18명으로 구성된다. 국무회의는 헌법이 정한 최고 정책심의기관이다. 그런 국무회의가 자칫하면 무산될 뻔한 것이었다.

　총리실은 사전에 국무회의 참석 의사를 밝혔으나 모습이 보이지 않은 유정복 농림수산식품부 장관과 맹형규 행정안전부 장관의 소재지를 파악하느라 법석을 떨었다. 결국 오전 8시7분쯤 유 장관이 부랴부랴 입장하면서 가까스로 국무회의는 열릴 수 있었다. 총리실 관계자는 “공식 기록이 있는 건 아니지만 6·25전쟁 때 말곤 국무회의가 중단된 적이 없다”며 “장관 몇 명이 일정 때문에 빠진 적은 있어도 이렇게 국무위원들의 불참과 지각으로 정족수를 못 채울 뻔한 적은 거의 없었다”고 말했다.

　 이날 국무회의에는 법관·검사 출신 변호사에 대한 ‘전관예우’를 제한하는 내용의 변호사법 개정안을 비롯해 공포돼야 할 법률안이 69건 올라와 있었고, 심의·의결 대상인 법률안·대통령령이 7건이었다. 불참 장관들은 부처의 차관들을 대신 보냈으나 차관들은 국무회의 의결권이 없어 법안의 공포나 의결을 하지 못한다. 하마터면 이들 안건이 처리되지 못할 뻔한 것이었다. 가까스로 회의를 연 김 총리는 마무리 발언 중에 ‘공직기강’을 언급하기도 했다. 김 총리는 “최근 현직 대사가 상아를 들여오다 적발되고, 공무원이 정부의 농민지원금을 부당하게 대출받는 등 공직자의 처신이 사회문제가 되고 있다”며 “더 이상 공직사회에서 부적절한 처신이 발생하지 않도록 당부한다”고 했다. 총리실 주변에선 “김 총리가 최근 발생한 사건들을 빗대어 이 대통령 해외 순방 중 일부 장관이 나사가 풀린 듯한 모습을 보인 걸 보고 총리가 한마디 한 것 같다”는 얘기도 나왔다.
