Relocation of LH Corp. sparks regional dispute

The Lee Myung-bak administration has decided to relocate the headquarters of Korea Land and Housing Corporation to the South Gyeongsang city of Jinju, prompting protests from the opposition Democratic Party and the North Jeolla city of Jeonju, which had expected to house some of the administrative offices of the debt-ridden state property company.

The National Pension Service, which had been scheduled to Jinju as well, will be moved to Jeonju in what appeared to be a compromise decision by the government to appease Jeolla interests.

The Ministry of Land, Transport and Maritime Affairs was scheduled to brief the National Assembly’s Land, Transport and Maritime Affairs Committee yesterday afternoon on the decision to relocate LH to Jinju. The session, however, failed to take place due to DP protests.

As soon as Land Minister Chung Jong-hwan stepped into the meeting room, DP lawmakers on the committee, including Representative Choi Kyu-sung, surrounded him and condemned the government for making “a high-handed, unilateral decision.”

“You are giving LH to Jinju, while giving the pension service to Jeonju. Do you think we are a beggar?” Choi yelled at Chung.

The minister faced yelling from DP lawmakers for about a hour before the session was adjourned.

Regional divisions have grown over major government projects. Jinju and Jeonju had both sought to become the new site for Korea Land and Housing Corporation, known as LH, which is now located in Seongnam, Gyeonggi.

During the Roh Moo-hyun administration, it was decided in 2005 that the former Korea Land Corporation would be moved to Jeonju, North Jeolla, a DP political stronghold, while the Korea Housing Corporation would be relocated to Jinju, South Gyeongsang.

The two state companies, however, merged in 2009 to form LH Corp., delaying the proposed relocation move under the Lee Myung-bak administration. Land Minister Chung Jong-hwan said in 2009 that LH Corp.’s administrative offices would be split between the two contending cities. But then-Prime Minister Chung Un-chan said in 2010 that it was desirable to pick a single host city.

“No plan will satisfy both cities,” Vice Land Minister Jeong Jang-su said yesterday. “But we tried our best to come up with the best win-win plan.”

He said relocating LH to Jinju, rather than splitting it up into two and giving one half to Jeonju, was inevitable since it was needed to improve the efficiency and supervision of the troubled state company.

The government will soon select a site in Jinju for the headquarters, with construction expected to take about three years.

Although Jeonju will be the home of the National Pension Service, the plan won’t likely satisfy North Jeolla residents. While 1,432 officials of the LH will move to Jinju, the National Pension Service has only 573 workers.

LH paid 26.2 billion won ($24.1 million) in regional taxes to the provincial government last year, about 40 times more than the 670 million won paid by the National Pension Service.

The Democratic Party and North Jeolla said they won’t accept the government’s decision.

“Until now, the administration promoted a fair society campaign and promised that LH would be divided and then relocated to the two cities,” North Jeolla Governor Kim Wan-joo said. “But the government betrayed us and gave it to South Gyeongsang.” He said the principle of balanced regional development was damaged as a result of the decision.

전북과 경남으로 각각 옮기려던 한국토지공사와 대한주택공사. 이명박 정부 들어 한국토지주택공사(LH)로 통합되며 꼬일 대로 꼬였던 전주 대 진주의 본사 유치전이 13일 새로운 국면에 접어들었다.

정부는 이날 LH를 경남의 진주혁신도시로 일괄 이전하겠다고 밝혔다. 하지만 정치권과 지자체 양쪽 모두 강력히 반발하고 있어 후유증이 불가피할 전망이다.

 정창수 국토해양부 제1차관은 이날 오후 브리핑에서 “LH 본사를 경남으로 일괄 이전하고 경남으로 가려던 국민연금관리공단을 전북 혁신도시에 재배치하는 것이 두 도시의 핵심 기능을 유지하면서 혁신도시 건설도 정상적으로 추진할 수 있는 방안으로 판단했다”고 말했다.

 당초 전북이 요구한 LH 본사 분산 배치안은 재무건전성 악화로 어려움을 겪고 있는 LH에 경영 비효율을 더한다는 이유로 배제됐다.


국토부는 LH를 전북으로 일괄적으로 옮기고 전북으로 가려던 농업 관련 기관과 경남 이전 예정인 주택건설 관련 기관을 맞바꾸는 방안도 검토했다. 하지만 경남의 부지 확보가 여의치 않고, 당초 정했던 핵심 기능이 훼손되기 때문에 부적절하다고 판단했다. ‘새만금건설청’을 전북에 신설하거나 전북에서 새로운 국책사업을 추진하는 방안 같은 것도 모두 제외됐다. 다만 토지공사 이전이 무산되면서 생기는 세수 부족분에 대해서는 중앙정부가 지원하기로 했다. 지원 방안은 14일 열리는 지방이전협의회에서 마지막 의견수렴을 거쳐 16일 지역발전위원회에서 최종 결정될 예정이다.

 정부는 막판까지 고심했다지만 어느 쪽도 만족시키지 못했다. 국토부는 당초 이날 오후 정부안을 국회 국토해양위원회에 보고할 예정이었다. 그러나 민주당의 거센 항의로 회의가 무산됐다. 이날 오후 2시 정종환 국토부 장관이 회의장에 들어서자 국토위 민주당 간사 최규성 의원과 전주 출신 정동영 최고위원 등은 정 장관을 둘러쌌다. 이들은 “국토부의 독단적인 이전 결정에 반대한다”며 거세게 항의했다.

 전북의 반발은 더 거셌다. 혁신도시를 반납하고, 불복종 운동을 전개하겠다는 선언까지 했다. 김완주 전북지사는 “정부는 그동안 기회가 있을 때마다 LH 분산 배치 원칙을 강조하고, 전북·경남 양측에 분산 배치안까지 내도록 요구해 왔다”며 “정부가 이제 와 이 같은 원칙을 스스로 무시하고, 200만 전북도민을 철저히 우롱하고 있다”고 말했다. 전북 출신 국회의원과 시장·군수·지방의원 등 200여 명은 해외 순방 중인 이명박 대통령의 귀국일(16일)에 맞춰 청와대 앞에서 ‘LH 일괄 배치 철회, 분산 배치 관철’을 위한 항의 시위를 벌이고 대통령 면담을 추진키로 했다.

 경남은 일단 긍정적이라는 평가를 내놨다. 하지만 반발하는 모양새도 갖췄다. 표정관리 성격이 짙다. 김두관 경남지사는 “국민연금공단의 전북 조정 배치는 받아들이기 어렵다”고 말했다. 이창희 진주시장은 “국민연금공단을 빼가는 것은 진주혁신도시를 건설하지 말라는 것과 다름 없다”고 주장했다.
