Ex-FSS bigwig bribed: Prosecutors

Prosecutors have uncovered evidence that a former high-ranking official at the Financial Supervisory Service allegedly received monthly bribes from Busan Savings Bank Group in return for favors, including overlooking the bank’s illegitimate practices.

The Central Investigation Division at the Supreme Prosecutors’ Office, which has been investigating the snowballing Busan Savings Bank scandal, said yesterday it has evidence that Yoo Byeong-tae, 61, the former head of the nonbank investigation bureau at the FSS, allegedly accepted bribes from the group.

It launched an investigation into Yoo after receiving testimony from Kim Min-young, director of Busan Savings Bank and its affiliate Busan II Savings Bank. Kim told prosecutors that he and other board members sent 3 million won ($2,760) to Yoo every month after his retirement in June 2007.

According to prosecutors, Yoo, who is currently an adviser to Tomato Savings Bank, used a bank account in his brother-in-law’s name to deposit the alleged bribes paid for more than three years and totaling 210 million won. Kim told prosecutors that the bank’s board agreed to bribe Yoo and that he personally traveled to Seoul to deliver the money, according to prosecutors. Allegations of Busan Savings Bank Group being involved in bribing former FSS officials by employing them as advisers had already been described by prosecutors; however, this is the first case in which a monthly payment was involved, they said.

During the investigation, prosecutors learned that Yoo had been overlooking Busan Savings Bank’s illegal practices since he conducted a special investigation of the bank in July 2003, according to prosecutors. Prosecutors said Yoo got involved in inspections of Busan Savings Bank Group affiliates 15 times, and said he requested the inspectors “not to conduct tight inspections.”

Yoo served as head of the nonbank investigation bureau at FSS from 2003 until 2007, when he retired from the post. Prosecutors said Yoo admitted taking bribes of 3 million won per month but denied giving favors in return. Yoo told prosecutors that he “didn’t exert any form of influence over juniors at the FSS nor overlooked any illegal practices,” said prosecutors.

The prosecutors yesterday requested an arrest warrant for Yoo, who was taken into custody on Friday. Prosecutors also said they have decided to widen the scope of the investigation into corruption by top-level FSS executives.

Prosecutors said they will launch an investigation this week into two or three more former and incumbent high-ranking officials above the director level. Prosecutors said some time this week they will summon Lee Cheol-jung, a former high-ranking FSS inspector suspected of taking a 300 million won bribe from Bohae Mutual Savings Bank to delay the financial regulator’s inspection of the bank.

According to prosecutors, four out of five wanted or arrested FSS officials involved in corruption had been or are working at the country’s savings bank investigation bureau since 1999. They include an official surnamed Kim, who allegedly demanded a Hyundai Grandeur sedan, worth 40 million won, from Bohae Savings Bank and urged 56 bank employees to buy insurance products of a company his wife works for.

금감원 퇴직 뒤 월 300만원씩 받아

대검찰청 중앙수사부는 15일 부산저축은행으로부터 약 2억원을 받은 혐의로 유병태(61) 전 금융감독원 국장을 구속했다. 서울중앙지법 이완형 영장전담 판사는 “증거인멸 및 도주 우려가 있다”며 구속영장을 발부했다. 유 전 국장은 특히 이 돈의 ‘세탁’을 위해 자신의 처남 명의 계좌를 이용했던 것으로 조사됐다.

검찰에 따르면 2003~2004년 저축은행 검사를 총괄하는 비은행검사국장을 지낸 유 전 국장은 2007년 6월 금감원에서 퇴직할 즈음부터 김민영(65·구속) 부산저축은행장에게서 각종 청탁과 함께 월 300만원씩 모두 2억1000만원을 받은 혐의(알선수재)를 받고 있다. 김 행장은 매달 서울로 올라올 때마다 직접 유 전 국장에게 돈을 전달한 것으로 조사됐다. 김 행장이 서울에 올라오지 않아 돈을 주지 못하면 한두 달 뒤 600만원이나 900만원을 한꺼번에 건네기도 했다고 검찰은 설명했다. 월급을 주는 형식으로 유 전 국장을 관리해 왔다는 것이다.

검찰은 유 전 국장에 대한 계좌 추적을 통해 이 돈이 처남 명의의 차명계좌로 관리된 사실을 확인했다. 검찰은 또 유 전 국장이 과거 부산저축은행그룹 계열은행에 대한 금감원 검사 당시 담당 간부에게 “검사를 세게 하면 안 된다”는 취지의 청탁을 하는 등 모두 약 15차례에 걸쳐 검사에 개입한 정황을 확보했다. 또 유 전 국장이 받은 돈이 처남 계좌에 입금된 시기와 은행 이자 납부 등 정기 금융 거래 시기가 일치한다는 점을 확인했다.

대검의 한 수사 관계자는 “그동안 부산저축은행그룹이 금감원 출신 인사를 계열은행 감사 등으로 채용해 로비에 이용한 정황은 드러났지만 금감원 전직 간부에게 ‘월급 형태’로 장기간 금품을 준 사실이 확인된 것은 처음”이라고 말했다. 이 관계자는 “유 전 국장이 부동산 관련 대출금 거래를 가장해 처남 명의의 계좌로 따로 관리한 것으로 볼 때 대가성이 충분히 인정된다”고 덧붙였다.

이에 대해 유 전 국장은 이날 영장실질심사에서 대가성을 전면 부인한 것으로 알려졌다. 그는 “김 행장과는 같은 불교 신자로서 형님·동생 하는 사이”라며 “개인적인 친분 때문에 김 행장이 ‘퇴직 후 살림에 보태 쓰라’며 줘 받은 것뿐”이라고 주장했다는 것이다.

앞서 검찰은 부산저축은행 임직원에 대한 조사에서 “2003년 7월 저축은행 시세조종 의혹에 대한 특별감사 때부터 유씨가 편의를 봐줬다”는 취지의 진술을 확보해 수사에 착수했다. 이어 지난 13일 유 전 국장이 고문으로 재직 중인 모 저축은행 사무실에서 그를 체포했다. 검찰은 부산저축은행그룹이 유 전 국장 외에 다른 금감원 전·현직 간부에게 정기적으로 금품을 건넨 단서를 잡고 수사를 확대하고 있다.
