Lee invites Kim to nuclear summit

President Lee Myung-bak will invite North Korean leader Kim Jong-il to next year’s nuclear summit in Seoul if Pyongyang pledges to the international community to give up its atomic weapons program, a Blue House official said yesterday.

이명박 대통령은 만약 북한이 핵무기 개발프로그램을 포기한다고 국제사회에 약속한다면 내년 서울에서 열리는 핵정상회의에 김정일 국방위원장을 초대할 것이라고 청와대 관계자가 어제 밝혔다.
Lee was scheduled to make the announcement yesterday in Berlin after a summit with German Chancellor Angela Merkel, the official said. The summit was to end around midnight Seoul time.

이 대통령은 베를린에서 앙겔라 메르켈 독일 총리와 정상회담을 한 다음 이같이 발표할 예정이라고 이 관계자는 말했다. 정상회담은 한국시각으로 어젯밤 자정 무렵에 끝나기로 돼 있다.
South Korea will host the nuclear summit, at which leaders of about 50 countries will gather to discuss a nuclear-free world, next spring. The summit, following an initial meeting in the United States in 2009, will be the second of its kind.

한국은 내년 봄에 핵 없는 세계를 논의하기 위해 50여 개국 정상들이 모이는 핵정상회의를 개최한다. 2009년 미국에서 첫 회의를 가진 이후 두 번째 핵정상회의다.
“If North Korea firmly agrees to denuclearization with the international community, Lee intends to invite Kim to the next nuclear summit,” the official said. “If that happens, it will be an opportunity for North Korea to be guaranteed of a bright future.”

“만약 북한이 국제사회에 비핵화에 대해 확고하게 합의한다면, 이 대통령은 김 국방위원장을 내년 핵정상회의에 초대할 의도를 갖고 있다”고 이 관계자는 말했다. “만약 그렇게 된다면, 북한에게는 밝은 미래가 약속되는 기회가 될 것이다.”
According to the official, Seoul had not tipped off Pyongyang to Lee’s proposition. “But we had a casual discussion on the issue with the White House,” he said.

이 관계자에 따르면, 남한은 북한에게 이 대통령의 제안을 미리 알려주지 않았다. “그러나 백악관과는 이 문제에 대해 자주 논의했다”고 그는 말했다.
For Kim to be invited, North Korea must clearly and publicly state its intention to end its nuclear arms programs. “The precondition is not to present a specific action plan because it will have to be materialized through six-party talks and other discussions,” he said. “What the North should do is to make a pledge to the international community on its denuclearization goal in general.”

김정일 국방위원장이 초대되기 위해서는 북한이 공개적으로 분명하게 핵무기 개발프로그램을 중단하겠다는 의도를 천명해야 한다. 그는 “이 전제 조건은 구체적인 실행계획을 제시하라는 게 아니다. 실행계획은 6자 회담과 다른 회담들을 통해서 구제적으로 실현될 것이기 때문이다.”고 말했다. “북한에게 요구하는 것은 북한의 전반적인 비핵화 목표를 국제사회에 천명하는 것이다.”
