Lee names new officials

Following the sudden exodus of key vice ministers, President Lee Myung-bak yesterday named the first and second vice ministers of knowledge economy and the first vice minister of land, transport and maritime affairs.

Yoon Sang-jik, presidential secretary for industry and energy affairs, was named the first vice minister of knowledge economy, replacing Ahn Hyun-ho, who tendered his resignation last week. The first vice minister of knowledge economy is in charge of industry and technology, while the second vice minister oversees trade and energy policies.

Kim Jung-gwan, a senior energy resources official at the ministry, was also promoted to become the second vice minister, replacing Park Young-june. Park informed the Blue House on Sunday of his intention to step down to prepare for next year’s legislative election, sources have said.

Han Man-hee, head of the Multifunctional Administrative City Construction Agency in charge of the Sejong City project, was named the first vice minister of land, transport and maritime affairs to oversee land, water and construction.

Han’s predecessor, Jung Chang-soo, abruptly tendered his resignation on Monday. His departure came only days after the Lee Myung-bak administration announced the site selections of controversial development projects such as the international science and business belt and the Land and Housing Corporation relocation.

Both projects instantly caused fierce resistance from the regions that lost the bids.

Choi Min-ho, chief of the Public Administration and Security Ministry-affiliated Appeals Commission, was named Han’s successor to head the Sejong City project.

Lee also named Park Chan-woo, a senior official at the Ministry of Public Administration and Security, to succeed Choi.

Both Choi and Park’s new posts are vice ministerial positions.

Blue House spokeswoman Kim Hee-jung said the appointees were chosen based on their capabilities and qualifications for the jobs.

She said the presidential office deliberately made a decision to exclude their hometowns in the appointments announcement in order to highlight such an intention.

Yoon is a native of North Gyeongsang and Kim is from Busan.

Han, the vice land minister nominee, and Choi, the new Sejong city project head, are both from Daejeon, while Park is a native of South Chungcheong.

Although the Blue House tried to dodge criticism of regional favoritism by eliminating hometowns from the appointees’ profiles, Kim admitted that President Lee had considered the nominees’ regional and school backgrounds.

The Lee administration has been criticized by the public and opposition parties for favoring officials who have school, hometown and church ties to the president.

The three vice ministers’ predecessors also served very short terms. While Ahn served in the post for one year and two months, Park and Jung only stayed nine and 10 months, respectively.

‘5중털’ 이어 인사카드…MB 집권 후반 공직 휘어잡는다

‘속전속결’ 차관급 5명 교체

이명박 대통령은 그간 국정운영에 부담을 줬던 3대 국책사업 문제를 매듭지었다. 3월 31일 동남권 신공항 건설을 백지화했고, 얼마 전엔 한국토지주택공사(LH) 이전 결정을 끝냈으며, 16일엔 과학비즈니스벨트 입지를 최종 선정했다. 이른바 ‘5중털’(국정에 부담을 주는 대형 사업을 5월 중순까지 털기) 계획을 완수한 것이다. 그런 이 대통령이 17일 차관 인사를 했다.

지식경제부 1차관에 윤상직 청와대 지식경제비서관을, 2차관에 김정관 지경부 에너지자원실장을 임명했다. 또 국토해양부 1차관에 한만희 행정중심복합도시건설청장을, 행정복합도시건설청장에 최민호 행정안전부 소청심사위원장을, 소청심사위원장에 박찬우 행안부 기획조정실장을 발탁했다.

이 대통령은 정권의 실세 박영준 지경부 2차관이 16일 청와대에 사의를 밝힌 다음날 후임(김정관)을 뜸들이지 않고 임명했다. 이와 함께 차관 4명도 새로 앉혔다. 인사 앞에서 장고를 거듭하던 예전의 이 대통령과 좀 다른 모습이다.

이에 대해 청와대 관계자들은 “이 대통령이 ‘끝까지 열심히 일할 사람’만 정부에 남기겠다는 메시지를 공직사회에 보낸 것”이라며 “앞으로 공직기강의 고삐를 더욱 조이겠다는 뜻”이라고 설명하고 있다. 이 대통령은 지난달 말 청와대 참모들에게 “자기 볼일이 있는 사람은 5월 중으로 떠나라”고 했었다. 박 전 차관은 내년 총선 때 대구 지역에 출마하겠다는 뜻을 밝혀 왔다.

청와대 안팎에선 “이 대통령이 인사 카드로 국면의 전환을 꾀하려는 것 같다”라거나 “차관 인사 때 청와대 비서관 출신들이 가서 국정에 대한 대통령의 장악력을 높이는 데 역할을 할 수도 있다”는 등의 관측이 나오고 있다. 김동연(전 청와대 국정과제비서관) 재정부 예산실장, 오정규(전 청와대 지역발전비서관) 지역발전위원회 단장 등이 차관직을 맡을 것이란 얘기가 나오는 건 이런 이유에서다.

앞으로 연쇄적으로 이뤄질 공기업 사장 인사도 이런 맥락에서 진행될 가능성이 크다고 한다. 청와대 핵심 참모는 “전체 공기업 사장 300여 명 중 200명 안팎의 임기가 5~7월에 끝나게 돼 있는 만큼 이쪽에도 인사를 통해 긴장감을 불어넣는 방안을 검토하고 있다”고 밝혔다.

이와 함께 이 대통령은 공직사회에 대한 사정(司正)도 강화할 계획이다. 양건 감사원장은 16일 “정권 후반기의 고질적인 공직기강 해이와 각종 비리를 차단하는 데 감사 역량을 모으겠다”고 밝혔다. 이는 청와대와 조율을 거쳐 나온 입장이라고 한다.

◆“장관들 마지막날까지 최선 다해달라”=이 대통령은 17일 국무회의에서 “곧 퇴임하는 부처 장관들은 마지막 날까지 업무에 최선을 다해 달라. 어려운 때일수록 더 열심히 하는 모습을 국민에게 보여야 한다”고 강조했다. 자신이 유럽에 나가 있던 11일 열린 국무회의에 불참한 장관들을 겨냥해 뼈 있는 말을 한 것이다. 당시 국무회의엔 7명의 장관이 불참했었으나 이 대통령이 주재한 이날 국무회의엔 해외 출장 중인 3명을 뺀 국무위원 전원이 참석했다.

이 대통령의 ‘공직사회 군기잡기’에 대해 강원택(정치학) 서울대 교수는 “한나라당이 말을 안 들으니 공무원들을 휘어잡고 가는 것 말고는 이 대통령이 달리 할 수 있는 게 없을 것”이라며 “그러나 집권 말기 때마다 공무원들이 보인 복지부동(伏地不動·아무 일도 하지 않고 엎드려 있는 태도)이 개선될 수 있을지 의문”이라고 말했다.

한편 청와대는 이번 차관 인사 발표자료에 출생지와 출신고를 포함시키지 않았다. 김희정 청와대 대변인은 “지연이나 학연 문제를 불러일으키지 않고 능력과 경험을 가장 중시하겠다는 의미”라고 설명했다.
