Sub program draws critics of proposal

State researchers have raised doubts over whether homegrown technology is fit for the nation’s multibillion-dollar project to build up its submarine arsenal by 2020, a report said Tuesday.

Korea plans to build three 3,000-ton attack submarines with its own technology under the project code-named “KSS-III.”

But the report by the Korea Institute for Defense Analysis (KIDA) suggested that Korean engineers’ designs and engineering capabilities for the large-sized submarines are questionable.

Korea is also short of suppliers to develop parts for the submarines, the KIDA report said.

Korea has built 1,200-ton and 1,800-ton submarines based on foreign technologies and parts, so there is a need to cooperate with foreign firms to build the 3,000-ton submarines, it said.

KIDA submitted the report to the Ministry of National Defense and the Defense Acquisition Program Administration (DAPA), which is in charge of arms procurement.

Hyundai Heavy Industries and Daewoo Shipbuilding & Marine Engineering, two of Korea’s and the world’s largest shipbuilders, are jointly developing the 3,000-ton submarines that cost 2.7 trillion won ($2.48 billion) in total.

차기 국산 잠수함 개발사업 문제점 드러나

KIDA, 연구용역서 문제점 지적

차기 국산 잠수함 개발사업인 `장보고-Ⅲ` 사업에 일부 문제가 있는 것으로 나타났다.

방위사업청이 지난해 7월 한국국방연구원(KIDA)에 잠수함 건조방식에 대한 연구용역을 의뢰한 결과 국내 기술진의 설계와 부품 장비개발 능력에 의문이 있다는 지적이 제기됐다.

보고서는 해외에서 설계도와 부품을 들여와 1천200t급과 1천800t급 소형 잠수함을 건조한 경험만으로는 `장보고-Ⅲ` 사업의 3천t급 잠수함의 설계와 건조가 어렵다면서 해외기술협력을 추진할 것을 주문한 것으로 전해졌다.

보고서는 또 설계 중간 단계를 검증할 능력이 있는 전문 기관이 국내에 존재하지 않는 점과 잠수함 부품을 개발할 협력업체가 국내에 부족하다는 점,공동개발 업체간 협력이 제대로 이뤄지지 않고 있는 점을 문제점으로 지적했다.

방사청은 이날 오후 국방부에서 브리핑을 갖고 KIDA가 이같은 내용의 보고서를 지난해 12월 작성해 국방부와 방사청 등에 제출했다고 밝혔다.

정재운 방사청 대변인은 "해외기술협력에 현실적으로 한계가 있고 우리 잠수함의 핵심기술 유출 가능성이 있기 때문에 차기 잠수함을 독자 설계로 추진하고 있다"면서 "다만, 일부 장비의 경우 해외기술협력이나 직구매를 통해 보완 설계 중"이라고 말했다.

그는 또 "설계검증할 경험 있는 국내 전문기관이 없어 영국 전문기관으로부터 설계자문을 받고 있고 매년 국내 산.학.연.군 전문가로 구성된 설계검토위원회를 운영하고 있다"고 설명했했다,

그는 이와 함께 "업체 간 협력이 미진한 부분에 대해서는 통합사업관리팀이 철저히 관리하고 있다"고 해명했다.

`장보고-Ⅲ` 사업은 2020년부터 3천t급 중대형 디젤 잠수함 3대를 차례로 완성하는 2조7천억 규모의 차기 국산 잠수함 개발사업이다.
