Going against Seoul in food for North

The South Korean government has been firm that no other humanitarian aid be sent to North Korea unless in the most dire of cases, but a religious group has clashed with the government’s policy.

The National Council of Churches in Korea said yesterday that the group will send 100 million won ($91,900) worth of flour, or 172 tons, to North Korea by truck through China.

The flour will be delivered not only to children and infants, which the South Korean government allows, but to ordinary North Korean citizens as well.

After failing to receive permission from the Unification Ministry, which is in charge of all inter-Korean aid affairs, the NCCK decided to call for the help of the Amity Foundation in China, a Christian group promoting education, social services, health and rural development.

Not only does providing aid go against Seoul’s current policy but the fact that the NCCK came into contact with a North Korean citizen during the process, also crossed the line.

The group had made their intentions and process known through a press release on Tuesday.

“It is difficult to say what form of action we will take at this moment,” said Unification Ministry spokeswoman Lee Jong-joo during a briefing yesterday. “In this case, the aid is being delivered through an international group in China, so we will have to look further into the NCCK’s intentions and plans.”

Lee also said the group did not file an official request to send aid to the North but rather made inquiries into the matter.

“In the past when there were violations of the law, including illegal contact [with North Koreans], or visiting North Korea, there were administrative restraints and if needed, judgment from the [courts],” said Lee.

교회협의회, 제3국 통해 북한에 식량 지원

예장통합과 감리교, 기장, 한국 YMCA 등이 모금해 마련

정부가 북한에 대한 식량 지원을 금지하고 있는 가운데, 한국기독교교회협의회(총무 김영주 목사)가 제3국 단체를 통한 우회적인 대북 식량 지원에 나선다.

교회협의회는 1억원 어치의 밀가루를 중국 단동을 통해 북한으로 보내기 위해 17일 교회협의회 간사를 비롯해 각 교단 관계자 4명이 중국으로 출국했다.

교회협의회는 정부가 북한 식량지원을 허락하지 않아 제3국인 국제 기독교구호단체인 아미티 재단 이름으로 북한에 식량을 보내기로 했다고 밝혔다.

18일 북한에 들어가는 밀가루는 예장통합측과 감리교, 기장 등 회원교단과 한국YMCA, 해외 교회들이 모금해 마련한 것이다.

교회협의회는 지난 2월 21일 가진 기자회견에서 정부가 대북 식량지원을 허용하지 않을 경우 제3국을 통해 우회지원 하겠다고 밝힌 바 있다.

또, 대북식량지원을 촉구하는 공개서신을 통일부장관과 이명박 대통령에게 전달했다. 봄 춘궁기 아사자 속출이 우려됐기 때문이다.

이와 관련해 통일부 관계자는 이번 밀가루 지원은 남에서 북으로 직접 물자를 전달한 것이 아니어서 남북교류협력법에 저촉되지는 않지만, 실질적으로는 정부와 협의 없이 진행된 대북지원인 만큼 진행상황을 지켜보며 후속조치를 취하겠다고 밝혔다.

한편, 정부는 대북 5.24조치에 따라 영유아 등 취약계층에 대한 순수 인도적 지원에 대해서만 선별적으로 물품 반출을 승인할 뿐식량지원과 개발구호는 금지하고 있다.
