Leaders of 3 countries set to visit Fukushima

Leaders of Korea, China and Japan will pay a visit to the disaster-hit area of northeastern Japan on the sidelines of their trilateral summit this weekend, the Blue House said yesterday.

The trilateral meeting, to be attended by Korean President Lee Myung-bak, Chinese Premier Wen Jiabao and Japanese Prime Minister Naoto Kan, is scheduled to take place in Tokyo on Saturday and Sunday. Before the summit, the leaders will stop by Fukushima, the area hit by the devastating March 11 earthquake and tsunami.

“Before going to Fukushima, Lee will also have a separate visit to Sendai,” Kim Hee-jung, Blue House spokeswoman, said. “He will pay a visit to the areas where the Korean rescue team had worked.”

Fukushima has been struggling to recover from the crisis at the Daiichi nuclear plant, while Sendai is home to many Korean residents in Japan. Korea operates its consulate-general in Sendai. Efforts to strengthen information-sharing among the three countries on nuclear safety are expected to be addressed at the summit.

The three governments have been discussing the location of the summit, following Japan’s offer to hold an opening ceremony in Fukushima. While Seoul has not openly reacted to the proposal, it was reportedly denied by China. The Blue House has only said Korea respects the decision of Japan, the host of the summit.

A Chinese official stressed that the visit to Fukushima was Wen’s own decision and was not at the request of Japan.

이명박 대통령과 원자바오(溫家寶·온가보) 중국 총리, 간 나오토(菅直人) 일본 총리가 21일 원전 사고가 발생한 후쿠시마(福島)지역을 함께 방문한다. 김희정 청와대 대변인은 18일 “한·중·일 정상회의(21~22일)는 도쿄에서 열되 회의 전에 3국 정상이 함께 후쿠시마를 방문해 주민들을 위로할 예정”이라며 “특히 이 대통령은 후쿠시마 방문 전에 별도로 (우리 교민의 피해가 컸던) 센다이(仙臺)를 찾을 것”이라고 전했다. 이 대통령은 동일본 대지진 당시 교민 보호에 큰 역할을 한 센다이총영사관을 격려 방문하고 인근 피해지역도 둘러볼 예정이다.

아사히(朝日) 신문도 이날 “이 대통령과 원자바오 총리가 21일 센다이 공항에 내려 각각 지진·쓰나미 피해가 컸던 미야기(宮城)현을 둘러본 후 후쿠시마로 향할 계획”이라며 “간 총리는 후쿠시마에 합류한 뒤 3국 정상이 후쿠시마현 내 대피소를 함께 방문하는 일정을 추진 중”이라고 보도했다. 3국 정상은 21일 도쿄에서 만찬을 하고 22일 오전에 3국 정상회담과 한·일, 한·중, 중·일 간 회담을 진행할 계획이다. 간 총리는 당초 원전 사고의 위기를 극복하고 있다는 메시지를 전 세계에 전달하고자 후쿠시마에서의 3국 정상회의 개회식을 희망했으나 도쿄에서 회담을 하되 후쿠시마 대피소를 공동 방문하는 것으로 3국이 절충했다. 일본 정부는 그동안 원전 사고 지역으로부터 약 60㎞ 떨어진 후쿠시마에서 회담을 열어야 한다고 주장한 반면 중국은 이에 반대해 진통을 겪었다.
