Int’l parliamentarians talk ways to fight terror

Delegates from 26 nations gathered at the Rotunda Hall of the Korean National Assembly for the second annual speakers’ consultation, which started yesterday morning.
The subject of discussion among the lawmakers and parliamentary speakers was “Strategies for interparliamentary collaboration for world peace and anti-terrorism.”
Korea’s National Assembly Speaker Park Hee-tae started off the first session with a speech that urged all countries to come together to deal with problems of all kind.
“At this time, mankind faces problems that threaten the entire world, including nuclear troubles, natural disasters, hunger and terrorism,” Park said. “In order to overcome these global crises, the governments and parliaments of the G-20 countries, which represent developing and advanced countries, should combine their strengths.”
“Clearly we live in troubled times,” said United States Representative Eni Faleomavaega, former chairman and current member of the House Foreign Affairs Subcommittee on Asia and the Pacific. Faleomavaega stressed that the nations of the world should come together as a “net” to fight terrorism.
“I don’t want to be over-optimistic about this,” the American Samoa representative said. “We still live in a dangerous world and I am not here to prescribe particular policies. But each of us has stories to tell on how to achieve our goals.”
Other lawmakers spoke against relating terrorism with religions or ideologies.
“Islam seems to be accused as the source of terrorist acts,” said Marzuki Alie, speaker of the House of Representatives of Indonesia. “But Islam has never taught terrorism. Islam is, in fact, teaching the values of humanity.”
Harry Jenkins, speaker of the House of Representatives of Australia, agreed. “We can’t easily characterize these terrorist attacks,” he said, and warned that labeling terrorist attacks by religion is “lazy” and “shameful.”
The speaker of the Grand National Assembly of Turkey, Mehmet Ali Sahin, said, “International society should learn to differentiate Islam from terrorism.”
Arms control was another topic discussed in connection to the nuclear weapons program in North Korea and other conflict areas.
Sir John Stanley of the British House of Commons - who is also chairman of the U.K.’s Committees on Arms Export Controls - said the parliamentarians were “shocked and appalled” at the way people engaged in peaceful demonstrations in the Middle East were killed and wounded.
“I think it is sobering but necessary to remind you that all weapons, sniper rifles and gas that are being used in the countries concerned have been imported from foreign countries, especially G-20 countries,” said Stanley.
Stanley pressed for an international arms treaty to be signed, which would be a “great benefit” to world peace, he said.
The participants were also invited to a dinner banquet at the Blue House.

G20 의장회의…전세계 입법부 수장 한자리에
G20을 포함한 전 세계 주요국 입법부 수장들이 19일 한자리에 모였다.
'서울 G20 국회의장 회의'가 19일 오전 8시30분 국회의사당 중앙홀에서 개회식을시작으로 막을 올렸다.
박희태 국회의장을 포함한 26개국 입법부 대표는 이날부터 이틀간 '안전한 세계, 더 나은 미래'라는 구호 아래 세계평화ㆍ반(反)테러, 개발도상국 발전, 동반성장을 위한 국제공조 방안 등에 머리를 맞댔다.
= 박의장, 의회 정상 영접 =
0..박희태 국회의장은 오전 8시부터 국회의사당 내 정현문 앞에서 홍재형 국회부의장과 함께 속속 도착하는 각국 의회 정상을 맞았다.
G20 국회의장 회의 배지를 단 박 의장은 의회 정상들과 반갑게 악수했다.
승용차 편으로 도착한 각국 의회 정상들은 '레드 카펫'을 따라 국회의사당 안으로 들어섰으며, 정현문 밖에서는 정의화 국회부의장이 이들을 영접했다.
각국 대표단의 입장은 개회식 시작 4분 전인 오전 8시26분 완료됐다.
= "백지장도 맞들면 낫다" =
0..의장국 대표인 박희태 의장의 개회사로 '서울 G20 국회의장 회의'의 개막이 공식 선언됐다.
박 의장은 개회사를 통해 '백지장도 맞들면 낫다'는 한국 속담을 인용, "여럿이 힘을 합치면 쉽게 풀 수 있다는 뜻"이라며 "우리가 머리를 맞대면 글로벌 자연재해, 빈곤과 테러, 기후변화, 원자력의 안정적 관리 등 심각한 문제를 해결할 수 있다"고 강조했다.
특히 박 의장은 의회 정상들을 '친구 여러분'이라고 호칭하며 친근감을 나타냈으며, 각국 대표의 약력을 일일이 소개했다.
= 푸른색 원형 회의장..9개국 언어 동시통역 =
0..국회의사당 중앙홀에 자리한 공식 회의장은 푸른색으로 장식됐다.
정중앙의 대형 원형 테이블에는 각국 의회 대표가 자리했으며, 그 주변에 대표단이 앉을 수 있는 별도의 테이블이 마련됐다.
원형 테이블 안쪽 바닥에는 태극을 형상화한 '서울 G20 국회의장 회의' 엠블렘이 새겨졌다.
이날 회의는 9개국 언어로 동시통역됐다.
= G20 회의장 주변 철통 보안 =
0..G20 국회의장 회의가 열리는 국회 본청 주변에선 '만일의 사태'를 예방하기 위해 철통 보안ㆍ경비가 펼쳐지고 있다.
폭발물 탐지견을 대동한 경찰들은 본청 건물 주변의 화단 곳곳을 탐지봉으로 찔러보며 위험물이 있는지 살펴보고 있다.
국회 본청 출입구에는 공항에서 사용되는 X-선 검색대와 금속탐지기가 설치됐고 택배와 소포는 4개 출입구 중 북문으로만 반입이 가능하다.
국회 경호과는 본청의 공간을 주회의장(본회의장 앞 중앙홀)이 위치한 레드존, 회의장 주변의 블루존, 기타지역으로 분류, 세 지역의 출입카드를 별도로 운영하고 있다.
레드존에는 미리 신청을 받은 사진 및 카메라 기자를 제외한 취재진의 출입도 통제될 정도다.
= 의전차량은 '에쿠스 VS 380' =
0..25개국 의장단은 하얏트, 롯데, 신라, 프라자 등 4개 'G20 지정호텔'에서 묵고 있다.
이날 오전 호텔에서 회의가 열리는 국회의사당으로 이동할 때는 현대차 '에쿠스 VS 380'을 이용했다.
현대차는 G20 국회의장회의 의전차량으로 에쿠스 30대를 무상 제공했다.
의장단 근접경호는 서울, 부산, 경기, 울산, 제주, 경북, 인천, 경남 등 지방 경찰청에서 파견한 외빈경호팀이 맡았다.
국회 외곽 및 경내 경비를 위해서는 회의기간 연인원 4천500명의 경찰 병력이 배치된다.
= "한국은 희망의 상징이다" =
0..캐나다 최초의 한국계 상원의원인 연아 마틴 의원은 회의 도중 "개인적으로 한국태생으로 캐나다 대표로 한국에 와 감회가 새롭다"면서 "한국은 희망의 상징"이라고 말해 눈길을 끌었다.
마틴 의원은 "1972년 떠난 한국을 와보니 많이 달라졌다"며 "최근 캐나다 6.25 참전용사와도 한국을 방문했는데 세계가 함께하고 국민 의지가 모였을 때 어떻게 바뀔 수 있는지 목도할 수 있는 좋은 자리였다"고 말했다.
미국 대표로 참석한 에니 팔레오마베가 하원의원도 "한국의 경험은 이번 회의주제(개발경험 공유)와 부합한다"며 "50년간 한국은 수십억달러의 원조를 받는 나라에서 원조를 주는 나라로 크게 성공했다"고 밝혔다.
전통음식으로 전복 잡채 인삼닭죽 삼색전 은대구 한우갈비 등과 함께 오미자차와 복분자술이 제공됐다.
분홍저고리를 입은 4인조 여성 가야금 연주단은 아리랑 도라지타령 진도아리랑 뱃노래 등 전통음악을 연주해 각국 대표단으로부터 호평을 받았다.
박희태 의장은 오찬 인사에서 "한옥의 아름다움을 널리 알리려고 여기서 점심을 대접하게 됐다"며 "때마침 불어보는 봄바람과 함께 한류 바람을 세계에 전해주길 바란다"고 말했다.
= "일본 방문해달라..안전하다" =
0..일본 대표로 참석한 히로노 타다시 참의회 의원은 "도쿄, 나고야, 나가사키, 교토 등 일본 대부분 지역은 매우 안전하다"며 방문을 요청했다.
히로노 의원은 이날 오후 '지구촌 안전을 위한 국제 공조전략' 주제 발표에서 "대지진 발생 이후 일본의 관광 비즈니스가 많은 영향을 받고 있다"며 이같이 말했다.
그는 "피난구역에선 재건을 위한 노력이 활발하지만, 그 이외 지역에선 평상시대로 경제활동이 이루어지고 있다"고 강조했다.
히로노 의원은 "방사성 물질이 일정 기준을 초과하는 지역은 원전에서 30㎞ 이내"이라며 "대부분 지역은 관광 및 비즈니스 목적으로 방문하는데 아무 문제없다"고 말했다.
= "다음 개최지는 사우디아라비아" =
0..차기 G20 국회의장 회의 개최지는 사우디아라비아가 될 것이라는 관측이 제기됐다.
전날 신라호텔에서 열린 환영만찬에 앞서 박희태 의장은 사우디의 압둘라 모하메드 알 쉐이크 의장과 양자 회담을 가진 것으로 알려졌다.
이 자리에서 알 쉐이크 의장은 "내년 제3차 G20 국회의장회의를 사우디에서 개최하고 싶다"는 의사를 표시하면서 "박 의장의 지지와 지원이 필요하다"고 밝혔다.
이에 박 의장은 "이번 회의에 참가한 각국 대표단의 지지를 잘 받기 바란다"고 답변한 것으로 전해졌다.
19일에 채택되는 G20 국회의장 공동선언문에 내년 의장국으로 사우디가 지명될 것으로 예상됐다.
