Dummy guns used to defend Seoul

The skies over the Blue House were left wide open to enemy attack until recently, although North Korea didn’t know it.

Neither did Seoul.

According to the police, many of the 35-milimeter anti-air artillery guns protecting the presidential compound and other parts of the Seoul metropolitan areas were dummies.

Yesterday, the police booked a Korean contractor who went to extraordinary lengths to sell the sham armaments to the Ministry of National Defense.

The police said the businessman, identified as a 52-year-old surnamed Ahn, ran a small manufacturing unit that made the main bodies of 79 anti-aircraft guns, which he sold to the Defense Ministry by saying they were from a major military manufacturer in Switzerland. The ministry paid the company 4.88 billion won ($4.5 million) for purchases between 1998 and 2004, the police said.

To fool the ministry, Ahn shipped the fake guns to the United States and Hong Kong and then boomeranged them back to Korea, labeling them as imports from Switzerland, the police said.

Under military procurement guidelines, the ministry is supposed to import anti-aircraft guns for the metropolitan area from a Swiss company.

A total of 72 anti-aircraft guns are installed in Seoul and Gyeonggi to guard against low-flying planes from North Korea.

After discovering the sham, police tested the guns and found they didn’t fire properly.

A Defense Ministry spokesman told the Korea JoongAng Daily that not all the anti-aircraft guns were shams, though he didn’t break down the numbers.

“Every problematic product has been replaced,” he said.

The revelation comes after bribery cases involving military procurement were disclosed to the public. On Wednesday, several Air Force officials were charged with receiving bribes over a number of years.

The police did not say whether Ahn’s case involved any bribes.

청와대를 포함해 서울 도심의 상공을 방어하는 우리 군의 핵심전력인 35㎜ 대공포(일명 오리콘포)가 군납 사기로 인해 제 기능을 발휘하지 못했던 것으로 11일 밝혀졌다.

국회 국방위와 국방부 등에 따르면 국방부 조사본부는 최근 미국 무기중개업체인 A사의 국내 수입대행사인 B사가 대공포 몸통을 해외에서 조달한다는 애초 계약과 달리 포몸통을 무자격 국내 업체를 통해 제작해 홍콩으로 보낸 뒤 국내로 역수입해 군에 납품한 사실을 적발한 것으로 알려졌다.

B사는 무기제작 경험이 없는 국내업체에 폐포몸통과 자재를 보내 납품할 포몸통을 제작하도록 한 뒤 정상 수입품으로 위장하기 위해 홍콩으로 보냈다가 수입하는 방법을 동원했다.

군이 보유한 대공포 총 36문에 필요한 포몸통 72개 중 절반이 넘는 49개가 1998년부터 2003년까지 이 같은 방식으로 납품된 불량품이어서 사격 훈련시 균열 등 문제가 발생한 것으로 알려졌다.


국방부 조사본부 관계자는 "지난해 초 대공포를 사용하는 부대의 불만을 접수하고 수사를 진행하게 됐다"며 "포신을 고정시키고 지지하는 몸통이 정비기준인 5천발을 쏘기 전에 균열이 발생하는 사례가 있었다"고 말했다.

이 관계자는 "납품을 받은 부대와 확인 단계에 있는 부대가 정상적인 절차에 의해 부품을 받았는지도 조사대상"이라며 "군수사령부의 군무원을 상대로 내사를 진행한 바 있다"고 밝혔다.

국방부 조사본부는 문제의 포몸통에 대한 기술검사를 의뢰한 상태로 다음 주 정도에 그 결과가 나오는 것으로 전해졌다.

군 당국은 수사대상이 수입대행사라서 서울지방경찰청에 사건을 이첩한 상태이나 수사내용 중 군사기밀이 포함돼 있어 민간과 공조 수사를 벌이고 있다.

군 관계자는 "현재 문제의 포몸통이 배치된 오리콘포의 사격이 불가능한 것은 아니나 내구성 기준을 충족하지 못하는 경우가 발생했다"며 "대공 방어무기는 발칸이나 오리콘포 등 다양한데 이중 1개의 무기시스템이 다소 제한된다고 해도 큰 공백 없이 임무 수행이 가능하다"고 강조했다.
