Park opposes reform plan of GNP

The most prominent presidential contender from the Grand National Party made clear yesterday that the ruling party must keep the separation between the chairmanship and the presidential nomination, opposing recent moves by some lawmakers to lift the ban.

Park Geun-hye, former chairwoman of the GNP, met yesterday with the ruling party’s newly elected floor leader Hwang Woo-yea to discuss the party’s reform measures.

While some GNP lawmakers have debated a possible change to the party’s constitution to allow a presidential hopeful to also lead the party, Park made clear her opposition to the plan during the meeting, Hwang told reporters yesterday.

Park’s opposition also signaled that she won’t be running for the GNP’s new leadership election. The GNP scheduled a national convention to select the new Supreme Council and chairman on July 4.

As of now, the GNP constitution doesn’t allow the presidential nomination to go to any person who held an important post in the party 18 months before the election. The ban was introduced in 2005 under Park’s initiative when she was the party’s chairwoman.

Following a bitter rout in April by-elections, along with plummeting popularity of the ruling party and President Lee Myung-bak in recent polls, some Grand Nationals have argued the party must be headed by a strong politician to better prepare for the April legislative election and December presidential election of next year.

“We must not lose the justification and principle of our reforms,” Park was quoted as saying by Hwang. “We must not take a step backward.”

Park also opposed the reformist lawmakers’ plan to hold two separate elections for the party chairman and other members of the Supreme Council. She, however, backed the reformist group’s idea that more Grand Nationals should participate in the leadership election. “We must eliminate the problems from the perennial factionalism from the leadership election, so it is necessary to expand the electoral delegates,” she was quoted as saying by Hwang.

Two other presidential hopefuls, former GNP Chairman Chung Mong-joon and Gyeonggi Governor Kim Moon-soo, said yesterday that the change in the party’s constitution is necessary to allow strong leadership to prep the party for the elections. They argued that the ban deprives capable politicians from heading the party just because of their presidential aspirations.

시간도 장소도 공개 안 한 박근혜·황우여 회동
한나라당 박근혜 전 대표와 황우여 원내대표가 19일 서울 강남의 한 호텔에서 만났다. 회동 시간과 장소는 비밀에 부쳐졌다. 친박근혜계 중진인 서병수 의원조차 “두 분이 만나는 줄 몰랐다”고 했을 정도였고, 기자들은 만남의 순간을 포착하기 위해 삼성동 주변 몇몇 호텔에 진을 치는 등 법석을 떨었다. 회동은 황 원내대표의 요청에 따라 이뤄졌지만 비공개로 하자고 한 쪽은 박 전 대표 측이었다고 한다. 서로 ‘속 깊은’ 대화를 하기 위해 그랬을 것이라는 게 관계자들의 얘기다.

 황 원내대표는 회동을 마친 다음 국회 원내대표실에서 기자간담회를 열었다. 그는 수첩에 메모해 둔 박 전 대표의 발언을 공개했다. ‘선거의 여왕’으로 불리는 박 전 대표는 ‘선거의 왕도(王道)’를 말했다 한다. “선거는 당이 국민과 함께 당무를 해나가는 것으로 (평소에) 준비하는 게 왕도이고, 원칙이다. 선거는 표를 의식해서 치른다기보다는 투명하고 공정한 공천, 평상시에 국민의 입장에서 해나가는 당의 여러 가지 모습, 그 자체에 의해서 (결과가) 결정되는 것이다”라고 했다는 것이다. 박 전 대표는 2008년 총선을 앞두고 친박근혜계가 이른바 ‘학살 공천’을 당하자 "나도 속고, 국민도 속았다”며 이명박 대통령 측에 배신감을 표출한 적이 있다.

 황 원내대표가 “내년에 총선·대선을 치러야 하는 만큼 박 전 대표가 이제 적극적인 역할을 하는 게 어떠냐”고 하자 박 전 대표는 이 같은 내용의 ‘선거론’을 얘기했다 한다.

 박 전 대표의 발언은 자신이 전면에 나서서 어떤 역할을 하는 것보다 당이 평소에 늘 국민이 원하는 일을 하는 게 더 중요하다는 뜻이라고 친박계 의원들은 설명했다.


 박 전 대표는 7월 4일 당 대표를 뽑는 전당대회의 규칙에 대해서도 언급했다. 당헌·당규를 고쳐 대선주자가 당 대표에 도전할 수 있게 하자는 당권·대권 통합 논의에 대해 그는 반대한다는 뜻을 분명히 밝혔다. 박 전 대표는 “(당권·대권 분리는 2005년) 쇄신안에 의해 확정이 됐는데, 선거나 당면 과제가 있다고 해서 그런 철학이나 흐름을 뒤바꾸는 것은 신중해야 한다”고 했다. 전당대회에 출마할 생각이 없다는 뜻도 아울러 밝힌 셈이다.

 박 전 대표는 또 최고위원 경선에서 1위를 한 사람이 당 대표가 되는 현행 집단지도체제가 유지되는 게 바람직하다고 했다. 두 가지 제도는 박 전 대표가 당을 이끌던 2005년 당 혁신위원회에서 만든 것이다. 당 대표의 독점적 권한을 줄이는 내용의 혁신위 개혁안에 대해 당시 박 대표 측 일부에서 반발했지만 박 전 대표는 “한 글자도 고치지 말라”고 했었다. 박 전 대표는 전당대회의 선거인단 수를 늘리는 것에 대해선 “계파에 의한 전당대회로 보이는 것을 불식하기 위해 충분한 선거인단 확대는 필요하다”고 했다. 이달 말까지 전당대회 룰(rule)을 정하기로 한 비상대책위원회도 선거인단 확대를 검토하고 있다. 황 원내대표는 20일엔 청와대에서 이명박 대통령을 만난다. 친박계의 한 의원은 “박 전 대표의 생각이 대통령에게도 전달될지 모른다”고 말했다.
