Subway fares might be raised to help with debt

The Seoul Metropolitan Government is considering raising subway fares to help reduce its snowballing deficit, city officials said yesterday.

“We are discussing raising the basic subway fare with the authorities of Gyeonggi Province and Incheon City,” said an official at the Seoul Metropolitan Government, which oversees Seoul’s two metro operators, Seoul Metro and Seoul Metropolitan Rapid Transit Corp.

The basic subway fare now is 900 won ($0.80), last raised in 2007. The municipal government plans to increase the fare by 100 won to 200 won, according to the officials.

The subway system covers the capital city and the suburban areas of Gyeonggi and Incheon, west of Seoul.

The municipal government said that the hike is part of its efforts to reduce the deficit, expected to reach 575 billion won this year. The two subway operators have a combined deficit of 2.2 trillion won since 2007, it said.

In addition, the city government has proposed that the central government make up for the loss caused by the free ride program for seniors, officials said.

Seoul allows seniors over 65 and the disabled to ride for free, but it incurred a loss of 223 billion won last year, accounting for up to 18 percent of the operators’ revenues.

Following media reports that the city government plans to raise the subway fares and that the central government would make up for the loss caused by the free ride program for seniors, Seoul’s government issued a statement denying media reports. “The Seoul city government has been discussing with Gyeonggi and Incheon public transportation fares, but nothing has been decided about the fare hike,” the statement said.

지하철 요금 100~200원 인상 추진

서울시, 인천·경기와 협의 중
적자 해결 위해 … 하반기 예정
서울시가 수도권 지하철의 기본요금을 100~200원 인상하는 방안을 추진하고 있다. 윤종장 서울시 교통정책과장은 19일 “상반기엔 정부의 공공요금 동결 방침에 따라 지하철 요금을 인상할 수 없었지만 하반기엔 요금 인상을 할 수밖에 없는 상황”이라고 말했다. 서울 지하철 요금은 2007년 4월 800원에서 900원으로 100원 오른 이후 4년째 동결된 상태다.

　현재 서울시와 경기도·인천시 등 3개 시·도 실무 협의회에서 지하철 요금 인상안을 협의하고 있다. 실무협의회에서 인상안이 확정되면 다음 달부터 열리는 시·도 의회에 제출하고, 여기서 의결이 되면 시·도 물가대책위원회의 승인을 받아야 한다. 이런 절차가 별다른 이견 없이 진행되면 오는 8월쯤 수도권 지하철 요금이 인상될 수 있다. 그러나 시·도 의회에서 요금 인상안을 부결할 가능성도 있다.

　윤 과장은 “무임승차 인원을 포함하면 지하철 승객 1명당 평균 운임은 736원으로 운송 원가(1120원)의 66%에 불과하다”며 “기본요금이 운임 원가보다 300원 이상 낮아 지하철 운영에 큰 부담이 되고 있다”고 말했다. 이 때문에 서울메트로(지하철 1∼4호선)와 도시철도공사(5∼8호선)의 적자가 꾸준히 증가하고 있다는 게 서울시의 설명이다. 2007년 3856억원이었던 적자 규모는 지난해 4793억원(잠정치)으로 불어났다. 서울시는 요금 인상이 없을 경우 올해 적자가 5748억원에 달할 것으로 추정하고 있다.

　서울시는 또 무임승차 승객(65세 이상 고령자, 장애인, 국가 유공자 등)이 늘어나는 것이 지하철 운송 적자를 키우고 있다고 보고 이를 국비로 지원받는 방안을 찾고 있다. 이에 따라 서울시는 기획재정부와 국토해양부에 무임승차 승객으로 발생하는 손실 전액을 지원해달라는 요청을 했다. 지난해 무임승차 승객에 따른 서울 지하철의 손실 규모는 2227억원으로 전체 운송 수입의 17~18%에 달하는 것으로 서울시는 추산하고 있다.
