Yongin plans to get stalled train project running

The Yongin city government has announced it will establish its own public corporation to operate the 1 trillion won ($920 million) Yongin Everline project, a fully automated rapid transit system that’s been suspended for months due to conflicts between the city government and the operator.

The train cars have been in a storage depot in Yongin, Gyeonggi, since March, after Yongin Rapid Transit Co., the private constructor and operator of the train, walked off the project after the city delayed the start of the rail service, demanding that the contractor resolve safety and noise concerns.

Yongin had planned to start operating the 18.5-kilometer (11.5 mile) rapid transit system last July, but the project became deadlocked for months.

After the city pointed out flaws in the system and refused to approve completion of construction, Yongin Rapid Transit Co. terminated its contract with the city in February and took its case to the International Court of Arbitration under the International Chamber of Commerce, a Paris-based dispute-resolution tribunal, because one of the chief investors in the project is Bombadier Advanced Rapid Transit, which is a company based in Canada.

“Yongin Rapid Transit Co. previously reported to the city government that it will cost 60 billion won to operate the trains every year, but it only costs 20 billion won per year if it’s managed directly by the city,” said Park Soon-ok, chief of the Yongin government’s task force for the Yongin Everline train.

The city government said on Tuesday it plans to recruit 40 technicians and engineers this month and it aims to start the train service by the end of December.

The city said there are more positive benefits than losses for the city to take over the service.

Park said that with direct management, it might even be able to lower train fares.

The former private operator set the fare at 1,400 won per ride.

But to make that happen, Yongin city government needs to raise over 510 billion won in funds to take over the project from Yongin Rapid Transit Co. because the company invested between 510 billion and 700 billion won for the project. The city is considering issuing municipal bonds to help raise the necessary funding.

1조원 넘게 들이고도 10개월째 개통하지 못하고 있는 용인경전철을 용인시가 직접 운영하기로 했다.
 용인시는 경전철을 운영할 지방공기업(가칭 ‘용인경전철공사’)을 설립하기로 했다고 17일 밝혔다. 경전철공사가 소유와 운영권을 모두 갖되 운행에 필요한 기술적인 분야만 민간에 아웃소싱하는 방식이다. 용인경전철은 원래 민간기업이 투자해 30년간 운영권을 갖는 방식으로 건설됐다. 적자가 발생하면 시에서 대부분 메워 줘야 한다. 하지만 적자 보전분이 30년간 1조6500억원으로 예상되면서 시가 경전철 시설을 인수해 직접 운영하기로 한 것이다.

 용인시는 경전철을 직영하면 민간이 운영하는 것보다 30년간 2조원가량 예산을 절약할 수 있을 것으로 보고 있다. 우선 연간 운영비가 용인경전철㈜이 산정한 것(600억원)보다 줄 수 있다. 박순옥(경전철 TF팀장) 용인시 정책보좌관은 “김해나 의정부경전철을 참고했을 때 직영하면 연간 200억원의 운영비가 들 것으로 예상된다”고 말했다.

 최소운영수입보장(MRG) 부담도 덜 수 있다. 용인시와 용인경전철㈜의 협약서상 MRG 비율(79.9%)대로 하면 용인시는 30년간 1조6500억원으로 예상되는 적자를 메워 줘야 한다. 시가 직영하면 이 돈이 나가지 않는다.

 그러나 최소 5100억원이 넘는 시설 인수비용을 마련하고, 연간 최소 100억원 이상 발생할 적자를 부담해야 하는 게 문제다. 경전철을 건설한 용인경전철㈜의 사업 투자금액은 최소 5100억원에서 최대 7000억원이다. 양측은 투자금 반환에 관한 국제중재 재판을 진행 중이다. 용인시의 1년 예산은 1조4000억원 정도다. 인수비용을 마련하려면 빚(지방채)을 내는 수밖에 없다. 지방채는 1년 예산의 10%까지 발행할 수 있다. 1년에 1000억원씩 시설 인수비용을 지방채로 조달하더라도 5년간 이자(경기도 지역개발기금 3.5% 기준)만 175억원이나 된다. 시는 지방채 발행과 중재 판결 이후 국내 소송을 통한 분할지급, 용인경전철㈜ 채권단과 협의에 의한 분할지급 등을 검토하고 있다.

 여기에 직영으로 인한 적자 규모(요금 1400원, 하루 평균 3만 명 탑승 기준)도 연간 최소 100억원에 달할 전망이다. 모두 시민의 세금으로 메워야 한다.

 박순옥 보좌관은 “국제중재 결과가 나온 뒤 1년 안에 인수비용을 지급하도록 돼 있기 때문에 당장 돈을 마련해야 하는 건 아니다”며 “세금을 아낄 다양한 방안을 모색하고 있다”고 말했다.
