Four officers reportedly abducted in ’99 by North

A former reporter with expertise on North Korea has given testimony that he heard that four South Korean officers were abducted by the North in 1999 while on secret missions.

The Ministry of National Defense hasn’t verified the testimony, which came out during a court hearing appeal in a spy trial.

The Seoul High Court said yesterday that the reporter, identified only as Jeong, was called as a witness on Thursday for a former South Korean agent, who was convicted last year on charges of giving military information to the North.

When the agent’s attorney asked Jeong if he knew the fact that “one commander and three colonels were abducted by the North,” Jeong answered that he did. Jeong said the newspaper he worked for at the time decided not to publish the article for national security reasons. The defendant surnamed Park spied on the North for South Korea under the code name Black Venus.

The spy was indicted in July 2010 on charges of leaking top military secrets to North Korean agents from September 2003 to August 2005, including information on Oplan 5027, the plan of the U.S.-South Korea Combined Forces Command to defend the South in the event of a second Korean War. Park was sentenced last December to seven years in prison. Park appealed the conviction and the trial is now underway.

On Thursday, Park’s lawyer said North Korea had already obtained the information on Oplan before he allegedly gave it to the North in 2005. Park says North Korea announced in 2004 that it knew about the plan.

As for the abductions, Jeong said in a phone interview that, “The newspaper I worked for at the time made a conclusion that the event shouldn’t be publicized to protect national security.” Jeong also said he couldn’t reveal how he obtained the information on the abduction.

A defense expert said of the information, “In 1999, when the four officers were allegedly abducted, the relationship between two Koreas was getting worse due to the Yeonpyeong sea battle near the Northern Limit Line. The then-South Korean government could have felt concerns about receiving strong public criticism if the abduction of four officers had been publicized.”

현역 영관급 장교 4명이 북방한계선(NLL)을 둘러싼 연평해전으로 남북 간 관계가 경색됐던 1999년 북한에 납치됐다는 주장이 법정에서 나왔다. 군사기밀을 북한에 넘겨준 혐의로 구속 기소된 국가안전기획부(현 국가정보원) 대북 공작원 출신 ‘흑금성’ 박채서(57)씨의 항소심 3차 재판에서다.

20일 서울고법에 따르면 증인으로 나온 전직 북한 전문기자 정모씨는 19일 열린 재판에서 “한국의 합동참모본부 중령이 99년 중국 국경에서 납치되고 이모 대령이 북한에 체포됐으며 또 다른 이모 대령과 박모 대령이 북한에서 납치·체포된 사실을 알고 있느냐”는 변호인의 물음에 “그렇다”고 답했다. 박씨 측은 “검찰이 박씨가 북한에 넘겨줬다고 주장하는 ‘작전계획 5027’ 등 군사기밀은 이미 북한이 납치한 장교들을 통해 입수했던 것”이라며 “북한이 2004년 이런 사실을 공개하기도 했다”고 주장했다.

박씨는 2003년 3월 북한 작전부(현 정찰총국) 공작원에게서 “남한의 군사정보와 자료를 구해 달라”는 부탁을 받고 같은 해 9월부터 2005년 8월까지 ‘작전계획 5027’과 군사 교범 등을 입수해 넘겨준 혐의로 기소돼 지난해 12월 1심에서 징역 7년과 자격정지 7년이 선고됐었다.

이에 대해 검찰이 “납치 장교들을 통해 군사기밀이 유출됐느냐”고 증인 정씨에게 묻자 그는 “알 수 있는 위치에 있지 않다”고 답했다. 장교들의 납치 경위나 이후 행방 등에 대해서는 재판 과정에서 더 이상 언급되지 않았다. ‘흑금성’ 재판은 기밀 사안을 다루고 있다는 이유로 1심 당시부터 수차례 비공개로 진행됐다. 이날도 박씨 측은 장교 납치에 관한 질문을 하기에 앞서 비공개를 요청했지만 받아들여지지 않았다.

증인 정씨는 20일 본지와 통화에서 “변호인의 질문에 대해 ‘그런 말을 들은 적이 있다’는 취지로 답한 것이지 (영관급 장교 4명이 북한에 납치된 것이) 사실이라는 뜻은 아니다”고 말했다. 그는 “남북 경협에 관해 묻는다고 해서 법정에 증인으로 섰는데 갑작스럽게 장교 납치에 관한 질문을 해 뜻밖이었다”며 “당시 ‘다수의 영관급 장교가 북한에 납치됐다’는 얘기를 듣고 취재했지만 사실 여부를 확인할 수 없었다”고 밝혔다. 검찰 관계자는 박씨의 주장에 대해 “수사 과정에서 듣지 못한 이야기”라며 “혐의를 부인하기 위해 억지 주장을 하는 것으로 보인다”고 말했다. 국방부 관계자도 “99년 현역 장교 4명이 납치됐다는 주장은 전혀 사실이 아니다”면서도 “구체적인 내용은 정보사안이라 확인해 줄 수 없다”고 말했다. 한 정부 소식통은 "당시 중령 한 명이 북한에 납치됐다가 석방된 것으로 안다”고 말했다.
