U.S. envoy in North over food; senators skeptical

With a U.S. food assessment team led by special envoy Robert King entering North Korea today - a move some regard as a preliminary step toward resuming U.S. food aid to the North - a group of high-profile U.S. senators urged Washington not to make a hasty decision.

In a joint letter to Secretary of State Hillary Rodham Clinton on Friday, Republicans John McCain and Jon Kyl, Democrat Jim Webb and independent Joseph Lieberman said the U.S. should use extreme caution so as not to play into the hands of the North Korean regime, which they said may be using the food aid issue as a political weapon.

The senators said Washington should respond to the North’s request through careful consultation with South Korea and Japan.

Over recent months, North Korea has desperately requested food aid from the international community through various diplomatic channels amid the prospect of a worsening food shortage in the North. A recent World Food Program report said more than 6 million North Koreans are in need of food.

Some Seoul officials, however, have suspected that the North’s request does not so much reflect severe food conditions in the North as much as the desire to stockpile food for next year, when the North celebrates the 100th anniversary of the birth of its founder Kim Il Sung and seeks to become a “prosperous nation.”

The four senators said in the letter that they harbor suspicion on the grounds that the North reduced its food imports through legal commercial transactions with other countries by around 40 percent this year compared with a year earlier.

They also cited no let-up in the North’s investment in luxury goods or illegal nuclear or missile programs.

The senators also touched on Seoul’s concern about the timing of a possible resumption of U.S. food aid to Pyongyang, which, if made, could make it harder for the South to get an apology over two provocations last year, blamed on the North.

The senators said until the concerns over the safety of South Koreans are completely addressed, the U.S. government should not take any measure that could fortify the Kim Jong-il regime.

As for the World Food Program’s report, the senators said its credibility is dubious.

미국 상원의 공화·민주 중진 의원들이 버락 오바마 행정부의 대북 식량 지원 움직임에 대해 “어떤 형태의 지원 요청도 극도로 엄격하게 평가해야 하며, 한국과의 신중한 협의가 필수적”이라며 제동을 걸었다. 미 국무부가 로버트 킹(Robert King) 대북 인권 특사의 방북 계획을 발표하는 등 대북 식량 지원을 위한 수순 밟기에 들어간 것으로 보이자 곧바로 의견 표명에 나선 것이다.

　공화당 대통령 후보를 지낸 존 매케인 의원과 존 카일 공화당 원내총무, 민주당 부통령 후보를 지낸 조셉 리버먼 의원과 민주당 짐 웹 의원 등 상원 여야 중진 4명은 20일(현지시간) 힐러리 클린턴(Hillary Clinton) 국무장관에게 서한을 보내 이같이 밝히고, 클린턴의 답변을 요구했다.

　의원들은 서한에서 “미국은 식량지원 이슈를 교묘하게 정치적 무기로 조작하고 있는 북한 정권의 의도에 넘어가지 않도록 극도로 조심해야 한다”며 “전례 없는 북한의 식량 확보 작전에 동맹국인 한국·일본과의 신중한 조정과 협의를 통해 대응해야 한다”고 주장했다.

이들은 특히 “지난해 북한의 반복된 공격을 받은 한국의 안전에 대한 우려가 완전히 해소될 때까지 미국은 김정일 정권을 강화시킬 수 있는 어떤 조치도 취해서는 안 된다”고 강조했다.

　이들은 김정일 북한 국방위원장의 갑작스러운 식량 지원 요청이 북한의 심각한 식량 상황 악화에서 기인한 것이라기보다 2012년을 강성대국 원년으로 선언한 김정일 정권의 정통성을 높이기 위한 시도라는 의심을 공유하고 있다고 밝혔다. 그 근거로 ▶북한이 국제사회에 식량을 달라고 하면서도 올해 정식 상거래를 통한 식량 수입을 40%가량 줄인 점 ▶사치품 수입이나 불법적인 핵 또는 탄도 미사일 프로그램에 대한 투자는 줄이지 않고 있는 점 등을 들었다.

　서한은 “북한 주민들 삶은 국제사회의 지원에 의존하면서 대량살상무기 개발에 집중하는 김정일의 행동을 우리가 격려할 수는 없는 일”이라고 했다.

이들은 또 대북 식량 지원이 필요하다는 세계식량계획(WFP)의 평가에 대해서도 일부 작물의 초기 수확 시기 이전인 2월과 3월에 진행돼 정확한 판단이 불가능했다고 지적했다. 미 의회는 대북 지원에 소요되는 예산권을 가지고 있어 국무부가 이 같은 입장을 무시하기 쉽지 않은 점이 있다.

　 이에 앞서 국무부 마크 토너 부대변인은 20일 정례 브리핑에서 “킹 특사가 24~28일 북한식량평가팀을 이끌고 방북할 것”이라고 발표했다. 그는 “방북팀 파견이 곧바로 우리가 북한에 식량지원을 할 것이라는 것을 의미하지는 않는다”며 “북한 수요 평가를 위한 첫 조치”라고 말했다.

킹 특사의 평양 방문은 미 고위 당국자로선 2009년 12월 스티븐 보즈워스(Stephen Bosworth) 대북정책 특별대표의 방북 이후 처음이다. 이에 따라 이번 북·미 접촉이 6자회담 재개와 북·미 관계 개선으로 이뤄질지 주목된다.
