GNP leader to push hard on tuition

Grand National Party floor leader Hwang Woo-yea, a champion of more spending on welfare, said yesterday he will press President Lee Myung-bak to make a bold decision to lower college tuitions and that tangible progress on the issue should be seen starting next year.

Hwang visited the Korean Federation of Teachers’ Association yesterday and continued talking up his plan to substantially reduce expensive college tuitions.

The reformist, four-term lawmaker fleshed out his tuition policies Sunday, veering the ruling party to the left on welfare issues and prompting accusations that he was promoting populist promises by the conservatives to get votes in general and presidential elections next year.

During his visit to the teachers’ group, Hwang said the federation will play an important role in creating a roadmap for his plan. “During June, I will collect opinions of all sectors and begin discussions with the government,” he said.

Hwang said the National Assembly must make some tangible progresses this year to adjust next year’s budget and give hope to families struggling with tuition costs. “It will be hard to implement the plan for the fall semester of this year, but we should show some potential for the next semester,” he said. “Youngsters are so concerned about the issue.”

Hwang admitted a lack of financial resources to implement the program but said that was why he has raised the topic. “The first step is creating a national consensus,” he said. “Meeting with students, schools and experts will be the next steps and a consultation with the government will follow.”

He said a roadmap should be prepared by June for the Finance Ministry.

Representative Lee Ju-young, the new chief policy maker of the GNP, repeated the commitment to lower tuitions through consultations with the government. He said the GNP will also stop using the “half-price tuition” slogan because it is misleading. “We are not trying to cut tuitions in half,” he said “We are trying to lessen the financial burden of tuitions.”

Some Grand Nationals, particularly those loyal to President Lee, are criticizing the new policy thrust. They said the policy had not been discussed sufficiently inside the party before Hwang made it public. They also worried that the policy could be seen as a populist maneuver ahead of the general election in April 2012.

“We are living in a country where 82 percent of students go to universities,” said Representative Shim Jae-chul, a Lee loyalist and former chief policy maker of the GNP. “Without restructuring the schools, the plan will be a waste of tax money.”

The administration and the Blue House have also complained that the ruling party’s new reformist leadership announced the policy without proper reviews.

한나라당 황우여 원내대표는 24일 대학 등록금 부담 경감 방안과 관련, “내년부터 가시적인 성과를 마련하겠다”며 “필요 시 대통령에게 결단을 내려줄 것을 촉구할 것”이라고 말했다. 한국교원단체총연합회를 방문해 정책협의회를 연 자리에서다. 그는 “등록금 문제와 관련해선 대한민국 앞날을 결정하는 국가철학에 따른 재정(전략)이 필요하다”고도 강조했다.

　황 원내대표는 기자와의 통화에선 “학생·학부모는 물론 대학 관계자와도 만나 등록금 부담 경감에 대한 입장을 들을 것”이라며 “다음달 공청회 등을 열어 당의 입장을 정한 뒤 당정(한나라당·정부)협의를 열겠다”고 말했다. 등록금 경감에 대한 여론을 들은 뒤 정부를 설득하는 수순을 밟겠다는 것이다.

　한나라당 원내지도부는 이날 ‘여당발(發) 등록금 경감 정책=반값 등록금’이라는 인식이 확산되는 데 대해선 선을 그었다. 당 정책위가 구상 중인 등록금 부담 완화책은 국가장학금제도를 확대해 소득 하위 50%에 대해서까지 등록금의 절반을 지원해 주는 것이다. 원내지도부는 이런 점을 적극적으로 알려 “재원 마련이 불가능한 포퓰리즘적 정책”이라 는 비판을 비켜가겠다는 것이다.

　그러나 구주류인 친이명박계는 냉랭한 반응을 보이고 있다. 친이계 초·재선 의원 20여 명은 이날 ‘민생토론방’이란 모임을 결성했다. 이 자리에서 김선동 의원은 “대학등록금같이 중요한 문제에 대해선 당 소속 의원들의 의견을 들었어야 한다”며 신주류의 독주를 지적했다.

　반면 친박근혜계에서는 원내지도부의 정책구상에 대해 공감을 표시했다. 이한구 의원은 “박근혜 전 대표도 등록금 부담을 어떻게 줄여줄 것이냐에 대해 고민을 하고 있다” 고 말했다. 대선 예비주자군에 드는 김문수 경기지사는 이날 한양대 에리카캠퍼스에서 대학생들과 만나 “ 학교 공짜로 다니면 제일 좋겠죠”라고 묻곤 “ 다 공짜로 하면 나라가 문 닫는 수가 있다”고 말했다. 오세훈 서울시장은 “학생들의 등록금 부담을 덜어줘야 하지만 ‘무상복지 포퓰리즘’에 휩쓸리지 말아야 하고 ‘저소득층부터 지원한다’는 원칙이 흔들려선 안 된다”고 말했다.

　한편 한나라당은 24일 ‘6월 국회 중점처리법안’ 후보 76개를 선정했다. 이 중엔 ‘사립대학 구조 개선 촉진 법안’도 포함됐다. 이 법안은 사립학교 해산 시 잔여재산을 국고나 다른 사립대로 귀속하게 돼있는 현행법을 고쳐 일부를 설립자에게 돌려주는 내용이다. 김성식 정책위부의장은 “이 법안이 통과되면 해산을 망설이는 부실 사립대들의 해산을 촉진하는 효과가 있을 것”이라며 “국고 지원을 통한 등록금 경감을 위해선 다양한 방법으로 부실 대학을 구조조정해야 한다”고 말했다.
