Kim Jong-il in Beijing to meet China’s leaders

BEIJING - On the sixth day of his visit to China, Kim Jong-il reached Beijing for meetings with Chinese leaders, possibly including President Hu Jintao and Premier Wen Jiabao.

The North Korean leader made a U-turn late on the fifth day of his trip, departing from Nanjing in his heavily guarded 25-car train and entering the Chinese capital around 9 a.m. yesterday local time, according to witnesses and media on the scene, including the JoongAng Ilbo.

Kim Jong-il was driven to the Diaoyutai State Guesthouse in a heavily guarded motorcade down Beijing’s Chang’an Avenue. The guesthouse is often used as the temporary home for visiting foreign dignitaries.

Wen was seen by the JoongAng Ilbo entering the guesthouse compound in a minivan at 11:22 a.m., signaling that a meeting was imminent.

Around 5 p.m., Kim was seen entering the Great Hall of the People, where Kim has held summits with Hu in the past. After a meeting with Hu, Kim was expected to attend a dinner banquet.

The North Korean and Chinese governments did not confirm whether Kim met Wen or Hu.

According to diplomatic officials in China, Kim was able to secure political and economic support from China, winning a “grand bargain” from its biggest and closest ally. Kim also discussed the six-party talks on North Korean denuclearization with high-ranking Chinese officials, a diplomatic source in Beijing told the JoongAng Ilbo.

“There is a high chance that the stance of North Korea and China on the six-party talks was made clear,” said the source.

China has shown support for a three-tier plan that starts with bilateral talks between both Koreas, then talks between North Korea and the U.S. and then the resumption of the long-stalled six-party negotiations.

Kim’s visit so far has focused on economic areas, including factories and business headquarters, and it’s likely he will wrap up his China tour with several similar stops.

Kim is also expected to take a detour to Dandong, Liaoning Province, from May 26 to May 28. The JoongAng Ilbo found reservations for his party at two hotels.

From there, Kim is expected to visit the Rajin-Sonbong Economic Special Zone in North Korea’s far northeast, which is run directly by his central government. The economic zone was set up to attract investment from foreign companies, mostly from China. The area received $2 billion in investment from a Chinese company early this year.

The area, also called Rason, was recently revealed to be part of a development plan with an island in the Yalu River called Hwanggumpyong. North Korea and China are expected to hold a groundbreaking ceremony for the zone on May 28.

김정일 북한 국방위원장과 후진타오(胡錦濤·호금도) 국가주석 등 중국 최고 지도부가 북한의 후계 체제 안정을 위한 정치적·경제적 지원 논의를 매듭짓고, 획기적인 ‘경제협력계약(그랜드 바긴)’을 사실상 타결한 것으로 알려졌다.

북한이 나선특구를 통한 중국의 동해 출해권(出海權) 확보에 협조하는 대신, 중국이 압록강 하구의 북한 섬 황금평에 대한 대규모 개발에 적극 참여하는 것이 핵심이다. 이를 통해 북한 경제를 대대적으로 개선시켜 한국에 의존하지 않겠다는 것이 김 위원장의 계산이란 분석이다. 이런 내용은 25일 김 위원장이 베이징에서 후 주석과의 정상회담을 통해 집중적으로 논의된 것으로 대북 소식통이 전했다.

　이 소식통은 “김 위원장이 귀국길에 오를 26~28일께 랴오닝(遼寧)성 단둥(丹東)에 들러 북한 신의주 황금평 개발 현장을 둘러보고, 30~31일께엔 함경북도 나선특구도 잇따라 시찰할 가능성이 있는 것으로 안다”고 말했다.

이와 관련, 단둥의 한 소식통은 “현지에서는 ‘황금평 공동개발 위원회 사무소(가칭)’ 개소식 행사장을 설치하기 위해 황금평과 단둥 사이의 압록강 지류를 일부 매립한 현장을 목격했다” 고 전했다.

그는 “당초 황금평 행사는 이달 29일, 나선 행사는 30~31일께로 정해졌지만 참석자가 누구냐에 따라 하루 이틀 조정될 여지가 있어 보인다”고 덧붙였다.

　베이징의 한 외교 소식통은 “이번 정상회담에서는 6자회담 재개를 위해 북·중의 입장을 절충했을 가능성이 크다”고 전했다. 그동안 중국은 남북대화에 이은 북·미대화, 그리고 6자회담 재개로 이어지는 3단계 해법에 대해 적극적인 지지 입장을 보여왔다. 이에 따라 김 위원장이 깜짝 놀랄 만한 새로운 방안을 중국 지도부에 제시했을지가 관심사다.

　앞서 김 위원장은 이날 오전 9시께(현지시간) 베이징역에 도착, 17분 뒤 의전차량을 타고 댜오위타이(釣魚臺) 국빈관으로 들어가는 모습이 목격됐다. 이날 오전 10시22분께 원자바오(溫家寶·온가보) 총리를 태운 것으로 보이는 소형 버스가 들어갔다. 베이징 소식통은 “김 위원장이 원 총리와 회담한 뒤 오찬까지 함께한 것으로 알고 있다”고 전했으나 일각에서는 원 총리와의 회담은 26일 할 수도 있다는 관측도 제기했다.

　이어 오후 5시 김 위원장은 인민대회당으로 이동해 오후 8시40분까지 후진타오 주석과 3시간40분가량 정상회담과 공식 만찬을 함께한 것으로 전해졌다. 후 주석과의 정상회담을 마침에 따라 김 위원장은 이르면 26일 오전, 늦어도 오후에는 귀국길에 오를 것으로 전망된다.
