U.S. puts company in the North under sanctions

The U.S. has put a North Korean company under its financial sanction.

The Korea Tangun Trading Corp. is among the 16 foreign companies or individuals that the U.S. Department of State said on Tuesday were under its new sanction on proliferators of weapons.

Accused to have been involved in trade in support of weapons of mass destruction and missile programs in Iran, North Korea and Syria, the 16 entities or individuals are banned from doing business with the U.S. government for two years, the State Department said.

Tangun Trading Corp., a state organization suspected of assisting nuclear and missile programs in the North, has been under UN sanctions in accordance with UN Resolutions 1718 and 1874.

The decision was made when Seoul marked the first anniversary of the so-called 524 measures, a set of economic sanctions against the North announced on May 24 last year after the sinking of the South Korean warship Cheonan two months earlier. The sanctions are still in place.

“With the sanction [on Tangun], the U.S. appears to reassure its position that it wants to implement the international sanctions on the North in an effective manner,” said Jeung Young-tae, a senior researcher at the Korea Institute for National Unification.

Jeung said the measure could be read in the context of Washington’s two-track approach toward the North, aimed at sharpening a stick while considering providing a carrot, which is the resumption of food aid.

Washington is also moving to use a focus on human rights in squeezing the North.

State Department spokesman Mark Toner told a media briefing on Tuesday that Robert King, U.S. special envoy on human rights, will touch on the human rights issues during his current ongoing trip to the North. The issue of Eddie Jun, a Korean-American detained in the North, will also be raised by King, Toner said.

King arrived in the North on Tuesday with the U.S. food assessment team, embarking on a five-day trip to the impoverished country, the first visit by a high-ranking U.S. emissary since December 2009, when Stephen Bosworth, Washington’s front man on North Korean policies, made a three-day visit to Pyongyang.

King’s long-speculated visit was made as the U.S. government was under growing pressure to provide food to the North on humanitarian grounds.

UN humanitarian chief Valerie Amos said at UN headquarters on Tuesday that she will soon decide on tapping the UN’s Central Emergency Response Fund to help North Korea.

美, 北 무기개발 지원기업 제재
단군무역 등 16개 기업.개인..이란 별도 추가 제재
미국 정부는 24일 북한과 이란, 시리아의 대량살상무기(WMD) 및 미사일 개발 등을 지원하고 있다는 의혹을 받는 외국기업과 개인에 대한 제재를 단행한다고 밝혔다.

국무부는 이날 "'이란ㆍ북한ㆍ시리아 비확산법(INKSNA)'에 따라 지난 23일자로 14개 외국기업과 2명의 외국인에 대해 제재를 단행했다"면서 북한(기업 1개)을 비롯해 중국(개인 1명, 기업 3개), 벨라루스(기업 2개), 이란(개인 1명, 기업 5개), 시리아(기업 2개), 베네수엘라(기업 1개) 등이 포함됐다고 발표했다.

북한 기업 가운데서는 유엔 안전보장이사회 대북결의안 1718호와 1874호에 따라 제재 대상으로 지정됐던 조선단군무역회사가 또다시 대상에 올랐다. 단군무역은 북한 제2과학원 산하기관으로, 핵 및 미사일 연구와 개발 프로그램을 지원하기 위한 상품과 기술획득 책임을 맡고 있는 곳이다.

국무부는 "이번 제재는 이들 기업과 개인이 북한, 이란, 시리아와 다자간 수출통제 리스트에 올라있는 무기 관련 거래를 하고 있다는 정보가 있거나 향후 WMD 및 미사일 시스템 개발을 지원할 가능성이 있다는 판단에 따른 것"이라고 설명했다.

이번 제재는 2년간 지속되며, 미 정부와 관련 기관은 이 기간에 이들 기업이나 개인과는 어떤 거래, 지원, 허가도 중단하게 된다.

이와 별도로 국무부는 이란의 에너지 부문 지원 의혹이 있는 외국기업들에 대한 제재를 결정했다고 밝혔다.

제재 대상은 베네수엘라 국영석유회사인 'PDVSA'를 비롯해 아랍에미리트(UAE)의 로열 오이스터 그룹, 싱가포르의 탱커 퍼시픽, 이스라엘의 오퍼 브러더스 그룹, 모나코의 어소시에이티드 쉽브로킹 등 7개다.

이 같은 조치는 이란의 핵프로그램에 대한 재원조달원으로 의심될 수 있는 해외 기업에 대한 제재의 일환이라고 미국 관리들은 말했다.

이와 관련, 국무부는 지난해 발효된 '포괄적 이란제재법 시행세칙(CISADA)'에 따른 이란 제재에 동참한 업체들을 발표했다.

한국기업으로는 GS건설이 지난해 7월 12억달러 규모의 연료처리프로젝트를 중단한다고 밝혔으며, 기아자동차가 지난해 9월 이란에 대한 자동차, 조립키트, 부품 등의 수출을 중단한 것으로 나타났다.

이밖에 로열더치셸, 브리티시페트롤리엄(BP), 로이드, 다임러, 티센크루프 등 세계 유수의 기업들도 이란과의 거래를 일부 중단했다고 국무부는 덧붙였다.

미 정부 관계자는 "오늘 제재는 이란제재법(ISA)과 NKSNA에 근거한 것이나 이란에 대한 포괄적인 제재조치를 담은 유엔 안보리 결의안 1929호에 따라 범위를 확대한 것"이라며 "이란에 국제적 의무 준수를 촉구하고 핵프로그램에 대한 국제사회의 우려를 전달하기 위한 취지"라고 설명했다.

그는 "유럽연합(EU)도 오늘 독일 함부르크 소재 '유럽-이란 한델스방크 등 100개 기업을 추가 제재 대상으로 발표했다"고 덧붙였다.

앞서 마크 커크(공화.일리노이주) 의원을 비롯한 미 상원의 민주.공화 양당 의원들은 지난 23일 북한 등에 내려진 제재의 이행을 강화하고 이란의 석유부문과 군부에 추가 압력을 가하는 내용 등을 골자로 하는 '이란ㆍ북한ㆍ시리아 제재 강화법안'을 발표했다.
