Lobbying from on high

Eun Jin-soo, an auditor of the Board of Audit and Inspection and a close ally of President Lee Myung-bak, is under suspicion of being involved in lobbying for the corruption-ridden Busan Savings Bank Group.

The public uproar over the almost unbelievable amount of corruption in the group is only fuelled by the government’s incompetence and immorality as Lee enters his fourth year as president.

It’s reported that Eun met high-ranking government officials to lobby for the bank after it got into trouble. He is also said to have withdrawn his own money from the bank before it was suspended.

We are dumbfounded that Eun, as one of the top auditors, took such an action, defying his responsibility to watch out for corruption at financial companies. As the government’s top inspection arm - mandated by the Constitution - the BAI has responsibility for examining irregularities at savings banks, along with the Financial Supervisory Service, which oversees those banks, and the Financial Services Commission, which makes pertinent policies.

Auditors are required to maintain political neutrality in return for the prestige they receive. But Eun was a politician who ran for office as a candidate for the ruling Grand National Party after working as a prosecutor and a lawyer. After the GNP’s presidential victory in 2007, he served as a legal adviser to Lee’s presidential transition committee.

That’s why his nomination as a BAI auditor was seen as a typical example of Lee’s revolving-door appointments. Despite worries over the potential damage to the independence and political neutrality of the BAI, he has been at the center of controversy since taking the job.

Many observes naturally thought Eun was one of the sources of pressure when Prime Minister Kim Hwan-sik said he received much pressure when he, as head of the BAI, launched an investigation into corruption at savings banks.

Our past administrations often found themselves embroiled in this type of lame-duck scandal during the fourth years of their terms.

Lee vowed that his administration would be immune from corruption and wouldn’t suffer that fate. Compared to the corruption of past administrations, however, the depth of Lee’s advisers’ and other friends’ corruption goes way beyond our imagination.

If President Lee sides with his close personal ally in this case, it will deepen our frustration. He should make a drastic decision now.

이명박 대통령의 측근인 은진수 감사위원이 부산저축은행 불법비리를 감싸는 로비에 나선 혐의를 받고 있다. 검찰이 소환을 통보했고, 은 위원은 감사원장에게 사표를 제출했다고 한다. 저축은행 비리에서 드러난 정부의 무능과 지도층의 부도덕에 분노한 민심이 더 한층 끓고 있다. 집권 4년 차를 맞아 정권의 도덕성이 곤두박질 치는 모양새다.

알려진 혐의를 보면 도덕성에 심각한 문제가 있는 것으로 보인다. 그는 부산저축은행 측으로부터 부당한 영향력을 행사해달라는 청탁을 받고 여권 고위인사들을 만나 로비활동을 벌였다고 한다. 저축은행에 대한 감사원 감사가 시작된 시점에 어머니 명의로 된 예금을 전액인출한 것으로 알려졌다.

은 위원 자신이 이런 비리를 감시하고 방지해야 할 감사원의 최고위직에 앉아 이런 일을 저질렀다는 점에서 문제는 더 심각하다. 감사원은 헌법에 명시된 국가 최고감찰기관이다. 저축은행 비리에 대한 감사는 물론 이들 은행을 감시하는 금융감독원, 관련 정책을 만드는 금융위원회까지 감시할 의무를 지닌 기관이다. 그래서 감사위원은 상당한 예우와 신분보장을 받는 한편 철저한 ‘정치적 중립성’을 요구 받는다.

‘정치적 중립성’이란 점에서 은 위원은 임명 당시부터 문제가 됐다. 은 위원은 한나라당 후보로 국회의원 선거에 나섰다가 떨어졌던 정치인이다. 검사 출신인 그는 변호사 개업 직후부터 정치판에 뛰어들었다. 특히 지난 대선에서 이명박 후보 캠프의 법률지원단장으로 당시 논란의 핵심이었던 BBK사건으로부터 후보를 보호하는 결정적 역할을 수행했다. 대선 승리 후 대통령직 인수위원회에서 법무행정분과 상임자문위원까지 지냈다.

그래서 그가 감사위원으로 내정됐을 당시 ‘코드인사’의 대표적 사례로 꼽혔다. 비판의 목소리에도 불구하고 그가 감사위원으로 임명됐을 때 감사원의 독립성, 정치적 중립성이 훼손될 것이란 우려가 적지 않았다. 이후에도 구설은 끊이지 않았다. 감사원장을 지낸 김황식 국무총리가 지난 2월 22일 언론사 간부와 만난 자리에서 “저축은행 부실 프로젝트파이낸싱(PF) 문제를 감사했더니 오만 군데에서 압력이 들어오더라”고 말했을 때 일부에서 은 위원을 떠올린 것도 같은 맥락이다.

역대 정권들은 대통령 임기 4년을 맞아 이런 부정비리로 레임덕을 자초하곤 했다. 이명박 대통령은 ‘일하는 정부’로서 ‘비리가 없기에 레임덕도 없는 정권’임을 호언해왔다. 그 동안 크고 작은 참모들의 비리가 있어왔지만 과거 정권들이 빚어낸 대형비리가 없었던 것은 사실이다. 그러나 이번 사건의 도덕적 심각성은 이전과 비교할 수 없을 정도다. 저축은행 사건에 따른 원성도 이전과 달리 심각하다.

정부는 위기의 심각성을 절감해야 한다. 철저한 진상규명이 먼저다. 더 이상 끼리끼리 감싸주는 행태는 국민을 좌절하게 만든다. 나아가 정부 각 기관의 제 기능 발휘를 저해하는 정치적 인사가 더 이상 있어선 안될 것이다. 아직도 늦지 않았다. 레임덕은 대통령 하기에 달렸다.
