GNP leadership race kicks off and the mud flies

In a month, the ruling Grand National Party will elect a new chairman and the battle lines have already been drawn between the former power brokers allied to President Lee Myung-bak and the reformist camp known as the New GNP.

The chairman will lead the party through legislative elections scheduled for next summer - and oversee who gets the party’s nominations - and the presidential election in December 2012.

Kim Moo-sung, former GNP floor leader, and Hong Joon-pyo, former member of the party’s Supreme Council - both pro-President Lee Myung-bak - are likely to run from the old guard. They resigned as GNP leaders after a defeat in by-elections in April.

The most likely candidates from the reformists are Nam Kyung-pil, Kwon Young-se and Na Kyung-won.

Nam is a four-term lawmaker who currently heads the National Assembly’s Foreign Affairs, Trade and Unification Committee and Kwon is chairman of the National Assembly’s Intelligence Committee. Na is a two-term lawmaker who lost Seoul’s mayoral election in June 2010 to incumbent Oh Se-hoon.

The GNP chairmanship election will be held July 4, and the mudslinging has already begun.

Chung Doo-un, one of the reformists, criticized Hong Joon-pyo and Kim Moo-sung yesterday for running. Chung also resigned from the party’s leadership after the April by-elections and said it was wrong for him, or others at the party’s helm at the time, to run again for leadership positions so soon. “I stepped down out of responsibility, but running in the next leadership elections is hypocrisy,” said Chung in a radio interview yesterday.

Pro-Lee GNP Representative Park Jun-seon attacked Nam Kyung-pil for “aiming for power” and said “the only thing about him that’s great is his ability to criticize.” Park said yesterday that Nam should feel “four times more responsibility for the predicament of the party as he is a four-term lawmaker.”

The race narrowed because the GNP decided Monday that it would not change a rule in its party constitution that prohibits people from running for the presidency if they have held important party posts 18 months prior to the election. Presidential hopefuls are therefore excluded from running for party chairman.

For several weeks, the party has internally debated whether to scrap the rule. The decision was made late on Monday night after hours of deliberation by emergency council members of the GNP.

“Opinions were high on both sides through the eight meetings we had,” said Chung Ui-hwa, head of the emergency council on Monday.

Political analysts saw the decision as an example of the growing power of former GNP leader Park Geun-hye, who opposed amending the party constitution.

The pro-Lee faction of the GNP wanted the change.

Park had said during a meeting with GNP floor leader Hwang Woo-yea on May 19 that she felt it was necessary for the policy to be maintained, which GNP members said was a big factor in the final decision.

Former GNP leader Chung Mong-joon and Gyeonggi Governor Kim Moon-soo supported the repeal, saying that the 18-month prohibition was “too long.” As they and Park Geun-hye are considered likely candidates in the 2012 presidential election, they will not be running in the chairmanship race.

대의원 21만 명이 뽑는 당 대표 … 나경원 변수

한나라 7·4 전당대회 … 후보 등록금 1억원 예상

내년 총선을 책임지고 치를 한나라당의 대표는 누가 될까. 한나라당 비상대책위원회는 지난달 30일 새 지도부를 뽑을 7·4 전당대회에서 당권(당 대표직)·대권(당 대선후보직) 분리 규정을 유지하기로 결정하면서 이제 전당대회에 출전을 대기하고 있는 당권주자들이 누구인지 관심이 쏠리고 있다.

현재 자천타천으로 전당대회 출마가 거론되는 의원은 6~7명 정도다. ‘중진 그룹’에선 김무성·홍준표 의원, 40~50대에선 남경필·권영세·나경원 의원의 출마설이 나온다. 여기에 친이명박계인 이군현 의원, 초선 의원 중 김성식 의원의 출마 가능성도 제기되고 있다.

“당 대표 경선에 국민 여론을 제대로 반영하자”는 의견이 대세를 이루면서 당 비상대책위원회가 최근 전당대회 대의원을 기존 1만 명에서 21만 명으로 늘린 게 선거의 변수가 될 전망이다.

일단 선거인단 확대로 조직선거가 불가능해져 당 신주류인 ‘새로운 한나라’ 측이 유리해졌다는 분석이 당내에서 나온다. 그러나 ‘새로운 한나라’ 소속인 남경필·권영세 의원도 출마 여부는 아직 결정되지 않은 상태다. 이들은 “다음 주는 돼야 출마 여부를 최종 결정할 수 있을 것”이라고 입을 모았다.

‘새로운 한나라’ 소속인 나경원 의원의 거취는 오리무중인 한나라당 경선 구도의 ‘열쇠’로 꼽힌다. 지난해 전당대회에서 예상을 깨고 3위를 했고, 대중성 면에서 거론되는 다른 후보들에 비해 앞서 있기 때문이다. 그러나 나 의원은 “(출마 여부에 대해선) 아무 얘기도 안 하겠다”는 입장이다.

하지만 나 의원을 비롯해 홍준표·김무성 의원의 경우엔 직전 지도부였던 만큼 ‘재·보선 참패 책임론’을 벗을 수 있느냐부터 살펴야 하는 입장이다.

이런 가운데 물밑에서 남경필 의원 지원설이 나오는 정두언 의원은 31일 “(전임 지도부가) 바로 다음 지도부에 또 출마하겠다는 것은 앞뒤가 안 맞고, 사리에 안 맞는다”며 견제구를 날렸다.

그래서인지 홍 의원도 “내 거취에 대해선 아직 고민 중”이라고만 말하고 있다.

아직 이렇게 ‘눈치작전’만 치열한 상황이지만 당 일각에선 “겉으론 고민하는 척 하면서 벌써 캠프를 열었다”거나 “전국 조직을 갖춰놓은 의원도 있다”는 등의 소문이 끊이지 않고 있다.

누가 나서든 한나라당 7·4 전당대회에 출마할 후보들은 새로운 고민거리를 안게 될 듯하다. 우선 전당대회 ‘등록금’이 1억원을 넘길 것으로 보인다. 전당대회에서 당 대표 경선에 출마한 후보들은 당에 기탁금을 내야 한다. 당이 전당대회 비용 중 일부를 내고 나머지를 후보들이 나눠 내는 방식이기 때문이다. 액수는 그때그때 다르지만 보통 수천만원대였다. 그렇지만 대의원 수가 대폭 증가하면서 전당대회에 들어가는 비용 자체도 크게 증가하게 됐다.

당장 21만 명이 동시에 투표할 곳과 개표소를 전국 수백 곳에 설치해야 하고, 투표 전 전국을 돌면서 합동연설회 같은 이벤트도 열어야 한다. 당 고위 관계자는 “전당대회 비용을 10억원으로 할 경우 당이 대줄 수 있는 돈은 3억~4억원 정도”라며 “나머지 6억~7억원은 후보들이 나눠서 내야 할 것”이라고 말했다. 6~7명이 출마할 경우 1억원 정도의 기탁금을 준비해야 하는 셈이다.

이뿐 아니다. 이군현 의원은 “기탁금 외에 선거인단 21만 명에게 홍보편지 한번만 보내려 해도 우표값을 300원으로 잡을 때 6300만원이 든다”며 ‘고비용’을 걱정했다. 황우여 원내대표도 “대의원을 늘릴 때까지는 신났는데, 막상 일을 치르려니 걱정”이라고 토로했다.
