Major survey of U.S. bases by Korea

Korea’s defense ministry this week will start a large-scale environmental survey of former U.S. military bases, officials said yesterday, amid growing concern over the potential burial of the toxic chemical Agent Orange at Camp Carroll.

Seoul and Washington are jointly investigating claims by retired American soldiers that in 1978 they had helped dump large amounts of the toxic chemical inside Camp Carroll in Chilgok, 300 kilometers (186 miles) southeast of Seoul.

The claims sparked a series of allegations that the U.S. military had buried chemical material at its former military bases, prompting the ministry to form a task force to probe the new allegations.

The task force was set to hold its first meeting on Monday to discuss how it will proceed with the survey on 85 former U.S. military installations that were turned over to Korea before 2003.

“The task force will start a survey of the former U.S. military installations tomorrow,” Defense Ministry spokesman Kim Min-seok told reporters.

Kim said the ministry would take “follow-up” measures if the survey finds evidence of chemical dumping by the U.S. military.

For the survey, the ministry requested U.S. Forces Korea (USFK) to provide records and environmental data on the former bases, Kim said. USFK has returned a number of military installations to Korea amid an ongoing relocation of U.S. troops and bases.

Officials at USFK’s public relations team were not immediately available for comment. Following allegations regarding Camp Carroll, a former U.S. soldier raised a new claim that USFK buried “hundreds of gallons” of chemicals at Camp Mercer in Bucheon, west of Seoul, between 1963 and 1964.

About 28,500 U.S. soldiers are stationed in Korea, a legacy of the 1950-53 Korean War.

Meanwhile, a retired Korean soldier told Yonhap News Agency that U.S. military aircraft sprayed large amounts of Agent Orange over the demilitarized zone in the 1950s to thwart North Korean border intrusions following the war.

“When I served in the 15th Army in 1955, I saw U.S. aircraft including helicopters spraying the defoliant over the DMZ several times a month,” said retired soldier Eum Do-nam, 77. The 15th Army is stationed in Cheorwon, near the eastern border with North Korea.

Although the U.S. military’s use of Agent Orange in Korea in the 1960s is widely known, Eum’s remarks are seen as the first account in Korea that USFK also used the toxic chemical in the 1950s. “After the aircraft passed over, grasses and trees along the sprayed area glowed red and died,” Eum recalled.

오후 첫 회의를 마친뒤 브리핑에서 이같이 밝혔다.

김 기획관은 "공동조사단은 내일 오전 캠프 머서가 있던 자리에 있는 1121부대에서 1차회의를 열어 세부적인 조사계획을 수립할 것"이라고 말했다.

그는 "기초조사와 개황조사, 정밀조사 등 3단계 절차를 거치게 될 것"이라면서 "먼저 매몰 예상지역 내 화학물질 존재 여부와 범위를 확인하기 위해 1주일간 물리탐사를 포함한 기초조사를 진행할 예정"이라고 설명했다.

물리탐사는 매몰예상지역에 대한 지하탐사로 주변 여건을 고려해 전자파 탐사와 비저항 탐사, 탄성파 검사 등을 병행하며 실제 직접 탐사는 국방부와 `군 환경기술지원 양해각서`를 체결한 한국농어촌공사가 실행하게 된다.

김 기획관은 "미측에 주요 시설 배치도를 요청했고 미측에서 자료를 확보하는대로 제공해주기로 했다"면서 "기초조사는 미측의 자료 제공 여부와 별개로 진행할 것"이라고 전했다.

2단계 개황조사는 지하수 수질과 토양오염 기준 초과 여부, 기타 다이옥신 등 오염물질 발생을 확인하는 단계다. 매몰 예상지역과 주변의 토양, 지하수에 대한 시료 조사와 굴착조사가 이뤄진다.

개황조사에서 오염이 확인되면 3차로 세부적인 정밀조사를 시행하게 된다.

김 기획관은 "캠프 머서에 대한 조사는 1주일간 기초조사를 거쳐 다음 달 중순까지 개황조사를 마무리할 계획"이라고 말했다.

국방부는 2003년 이전에 환경조사를 거치지 않은 채 반환된 주한미군기지에 대해서도 이와 같은 조사를 진행한다는 방침이다.

김 기획관은 "오늘 논의는 캠프 머서에 국한됐지만 1990년부터 2003년 5월까지 반환된 미군기지 85개소 전체에 대해 이런 조사를 진행할 것"이라면서 "1990년 이전에 반환된 기지에 대해서도 파악되는 대로 전체적인 조사 계획에 포함할 것"이라고 말했다.

이날 회의에는 팀장인 김 기획관을 비롯해 시설기획환경과장, 국유재산과장, 공여재산과장, 미군기지이전사업단 대외협력팀장, 육ㆍ해ㆍ공군 환경과장 등 8명이 참석했다.

한편, 공동조사단은 국방부와 육군, 육군 1121부대장 등 관계관 5명과 이상훈 가톨릭대 교수, 이군택 서울대 교수, 양임석 환경위해성평가연구소장, 이봉호 부천시 환경과장, 최병철 오정동 주민자치위원장, 푸른부천21 김낙경 사무국장 등으로 구성됐다.
