NGOs still allowed to go to North

Despite Pyongyang’s fiery rhetoric on Sunday, when it said it will not deal with Seoul and plans to cut back on communications, the South Korean government is still allowing groups to visit North Korea for small-scale humanitarian aid.

In the aftermath of the Cheonan sinking, Seoul last May 24 barred any group from entering North Korea unless it was related to aid efforts.

The South Korean Ministry of Unification said yesterday that it gave permission to four civic groups in the South to visit the North. Seven members from a Cheontae Buddhist group and two others from the Lighthouse Foundation, both nongovernmental organizations dedicated to humanitarian aid, visited Kaesong yesterday to discuss aid distribution and returned to the South several hours later. Today, two members each from Okedongmu Children in Korea and the Foundation of Inter-Korea Cooperation will enter Kaesong for similar purposes. Okedongmu Children in Korea is an NGO aiming to help children in the North.

But the South Korean branch of the All-Korean Committee for Implementation of the June 15 Joint Declaration was denied entry to the North.

통일부, ‘대북지원 협의’ 방북 4건 허용

6.15 남측위원회 방북은 불허

통일부가 지난 30일 인도적 대북지원 협의 목적의 방북신청 4건을 승인한 것으로 확인됐다.

이에 따라 천태종 나누며하나되기운동본부 관계자 7명과 등대복지회 관계자 2명이 31일 각각 북한 개성을 방문해 대북 지원과 분배 투명성 확보방안 등을 논의한 뒤 이날 저녁 돌아올 예정이다.

천태종은 이번 방북에서 1천300만원 상당의 분유도 전달할 계획이다.

이어 오는 6월1일에는 어린이어깨동무와 남북경제문화협력재단 관계자 각각 2명이 개성을 방문한다.

이에따라 지난 3월31일 영ㆍ유아 등 북한 취약계층에 대한 인도적 지원을 재개한 이후 개성공단 입주기업 관계자나 금강산 관광지구 관련인원 외 방북 허용 사례는 모두 10건으로 늘었다.

한편 통일부는 `6.15 공동선언실천 남측위원회`가 6.15선언 11주년 기념 남북 공동행사 개최 논의를 위한 개성 실무접촉에 대해 30일 불허방침을 통보했다.

통일부 당국자는 "`5.24조치`에 따라 사회문화 교류 등의 방북은 원칙적으로 금하고 있다"면서 "다만 인도적 목적의 방북은 허용 폭을 차츰 넓혀가려 한다"고 말했다.
