K-League acts to avert corruption

The K-League has finally come up with a plan to address the match-fixing scandal that has rocked Korean football since last month.

At a workshop attended by more than a thousand K-League players, coaches, referees and officials in Pyeongchang, Gangwon, K-League officials announced yesterday that they will adopt a voluntary reporting system, prepare a reward program for whistle-blowers and set harsh punishments for clubs that overlook the illegal activities of their players.

At the two-day workshop, all attendees signed a pledge saying that they will not engage in any behavior affecting the outcome of games, accept offers from gambling brokers or register for gambling Web sites.

The measures were the outcome of a long discussion among representatives from three groups - club CEOs, coaches and players - which have been putting their heads together since Tuesday to end what is probably the biggest crisis in the Korean football history.

The voluntary reporting system will be the first initiative launched. Under the system, players involved in match-fixing can report their actions directly to the general secretary of the K-League and ask for a plea bargain.

“From June 1 to 13, we will receive reports on match-fixing from any player,” General Secretary Ahn Ki-heon said at a press briefing. “For those who confess in this period, we will ask for a favorable arrangement with prosecutors.”

Ahn said that even though there is no system for plea bargaining in Korea, the chief of the K-League’s reward and punishment committee said that self-reporting players who cooperate in investigations about their activities can have their sentences reduced. The committee chief is a former prosecutor.

K-League officials added that they will continue to collect reports about match-fixing and reward whistle-blowers even after the self-reporting period ends.

About 1,000 players from the 16 K-League teams supported the league’s actions by signing a pledge in which they agreed not to engage in gambling or illegal activities. The footballers also agreed to release personal information such as phone and banking records to the league office if they are ever suspected of match-fixing. If players violate the pledge or deny requests for information, they can be ejected from the league for life, depending on their involvement.

As for the clubs, the league will impose a “strong punishment” if a club trades a player without notifying the new club about that player’s involvement in illegal activity.

During the workshop, officials from the 16 K-League clubs promised to establish a network for exchanging information about match-fixing.

Meanwhile, the Korea Football Association said yesterday it will launch a committee to root out corruption. The committee will be comprised of officials from the KFA, K-League, the Ministry of Justice, National League, amateur football federations and Sports Toto, the only licensed sports lottery company in the nation.

승부조작 불법행위에 대한 자신신고 접수 실시

한국프로축구연맹은 1일부터 오는 13일까지 승부조작 당사자들의 자진신고를 받기로 했다.

연맹은 1일 강원도 평창 한화리조트에서 1박2일의 워크숍을 끝내며 자진 신고제도 도입, 상시 내부고발 및 포상제도, 도박 및 부정행위 근절 서약서 등 대책을 내놓았다.

안기헌 연맹 사무총장은 "선수, 심판, 코칭스태프, 구단관계자 등의 불법행위에 대한 신고를 접수한다. 승부조작을 자신신고한 관련자에게는 최대한 관용을 베풀어 징계 수위를 낮춰줄 것"이라며 "신고내용에 대한 자체조사 후 명백한 증거를 확보하면 선별적으로 검찰에 수사의뢰할 것이다. 이때 검찰에 최대한의 선처를 건의할 방침"이라고 설명했다.

신고범위는 불법베팅, 승부조작, 접촉한 경험이 있는 승부조작 브로커 등을 대상으로 한다. 신고자의 비밀유지와 신변보호를 위해 신고는 사무총장의 1인 관리로 접수한다. 연맹 사무총장의 직통전화(02-2002-0686, 2일부터 개통)나 직통 팩스(02-2002-0670), 이메일(clean@kleague.com) 또는 축구회관 내 연맹 사무실을 직접 방문해 내용을 접수하면 된다.

점 조직으로 운영되는 배후 세력과 학연·지연 등 인맥으로 선수에 접근하는 브로커를 내부 고발로 뿌리뽑겠다는 의지다. 자진신고 기간 이후에도 상시적으로 내부고발을 접수하고 더불어 구체적인 비리 행위를 고발한 경우에는 연맹 차원에서 적절히 포상까지 실시한다.

연맹은 이날 오전 16개 구단 1000여명의 선수들로부터 일일이 '도박 및 부정행위 근절 서약서'를 받았다. 선수들은 승부조작으로 의심이 갈 경우, 연맹이 요구하는 자료 요청사항(휴대전화 사용 내역 등 기타 자료)에 반드시 협조하겠다'는 개인 정보 공개에 동의했다.

그동안 승부조작 관련 소문을 쉬쉬해온 구단에 대한 제재방안도 마련했다. 연맹은 승부조작 의혹을 숨긴 채 자유계약·트레이드 등으로 타구단에 이적한 사실이 드러날 경우, 해당 구단에도 강력한 징계를 내리기로 했다. 승부조작과 관련된 정보를 공유하는 네트워크를 마련하고 교육 및 면담을 강화하기로 했다.

한편 대한축구협회는 1일 법무부·프로축구연맹·실업축구연맹(내셔널리그)·중등·고등·대학연맹 및 여자축구연맹·스포츠토토 등 관계자가 모인 '승부조작 비리근절 비상대책위원회'를 구성한다고 발표했다.
