A battle brews over banks

The ruling and opposition parties yesterday squared off in a fierce political battle as they each put the former and current administrations at the center of the ever-expanding web of corruption of the troubled savings banks.

Following the opposition Democratic Party’s attacks against top government officials of the Lee Myung-bak administration, the ruling Grand National Party said yesterday that economic ministers of the past two liberal governments will be questioned in the upcoming National Assembly’s investigation into the savings bank crisis.

The conservative ruling party said the Kim Dae-jung and Roh Moo-hyun administrations are responsible for the savings banks’ financial troubles.

“We will summon all economic ministers and hold them accountable for allowing the reckless expansion of the savings banks without proper monitoring,” said GNP Representative Lee Sung-hun.

Another GNP lawmaker, Koh Seung-duk, said the 20 trillion won ($20.6 billion) worth of financial troubles at the savings banks were the outcome of “the last administration’s greedy feasts.” He also said the past administrations are “more than 95 percent responsible for the crisis.”

In his interview with the Buddhist Broadcasting System yesterday, Koh reiterated the GNP’s position that the savings bank crisis was a corruption scandal involving Gwangju Jeil High School alumni of the past liberal administrations.

“This unprecedented financial corruption took place because they were connected with the powerful members of the previous administrations,” he said. “The regulations on the savings banks were eased based on such a network.”

Lee Jae-oh, minister without portfolio mainly handling political affairs, also said the savings banks became corrupt during the last administration.

“The officials of the last government must assume legal and moral responsibilities,” Lee said, adding that Lee administration officials who turned a blind eye to the irregularities will also be punished sternly.

Tensions between the Blue House and the DP reached a peak on Wednesday when a senior presidential official fiercely criticized DP lawmakers for having raised corruption accusations against key Lee aides, including Chung Jin-suk, presidential senior secretary for political affairs. Calling the allegations “groundless,” the Blue House said the DP must take responsibility for its false accusations.

The Democratic Party continued its attacks against the Blue House yesterday.

“The Lee Myung-bak administration failed to resolve the savings banks’ financial troubles, making working-class depositors victims,” said Sohn Hak-kyu, DP chairman. “The core of the problem is President Lee’s failed personnel appointment strategy.”

Sohn also said the DP will not allow the Blue House and the GNP’s attempt to blame the past administrations and the opposition politicians for the situation. “We will lay bare the corruption and influence-peddling of this scandal,” Sohn said.

The DP yesterday intensified its attack on the Blue House, singling out Chung as the main enemy. In radio interviews with local media, Representative Park Jie-won said Chung and Shin Sam-gil, Samhwa Savings Bank’s honorary chairman, are extremely close.

“Chung is a public figure who assists the president in the close proximity,” Park said. “He must come clean about the ties with Shin. The president is now being misunderstood, and Chung must open his mouth.”

`저축은행 사태`와 관련해 정치권의 추가 폭로가 잇따르고 있다. 더 이상 밀리면 죽는다는 절박감이 묻어났다. 말 그대로 난타전이다. 여권은 이재오 특임장관까지 나서 `전 정권 책임론`을 증폭시켰다. 민주당은 연일 권력 핵심인사들에 대한 추가 의혹을 제기하며 청와대에 십자포화를 퍼붓고 있다.

이 장관은 1일 서울 롯데호텔에서 열린 한 토론회에서 저축은행 사태와 관련 "부실이 이뤄지기까지의 책임과 부실을 묵인한 책임을 전·현 정권에게 공정하게 물어야 한다"고 밝혔다.

특히 "부실을 알고도 방치한 현 정권 관련자가 있다면 그대로 책임을 져야 한다"면서도 "이번 사태가 진행된 과정이 지난 정부와 밀접한 관계가 있으므로 지난 정부 관계자들의 법적·도의적 책임을 물어야 한다"고 말했다.

고승덕 한나라당 의원도 한 라디오 프로그램에 출연해 "대출규제를 없애서 결국 PF(프로젝트 파이낸싱) 같은 부실대출로 내몬 정책실패는 지난 정권의 규제완화 때문"이라면서 "현재 저축은행 사태 책임의 95%는 과거 정권에 있다"고 강조했다.

또 "말만 부산저축은행이지 사실 부산저축은행이 흔들렸을 때 인수하러 들어온 팀은 특정 지역, 특정 고등학교 출신"이라며 "이들이 지난 정권 실세들과 통하면서 대규모 금융비리가 발생했다"고 주장했다.

전날 민주당 의원이 저축은행 퇴출을 막기 위해 로비를 시도했다는 의혹을 제기한 청와대는 이날 추가적인 폭로를 않은 채 `관망 모드`로 전환했다. 유례없이 야당의 특정 정치인과 감정싸움을 벌이는 것처럼 비쳐지는 것에 대한 부담을 느꼈기 때문이다.

반면 민주당은 청와대에 대한 공세 고삐를 늦추지 않았다. 박지원 전 원내대표와 박영선 정책위의장, 박선숙 전략홍보위원장 등 이른바 `박(朴) 남매`가 선봉에 섰다.

박 전 원내대표는 정진석 청와대 정무수석과 신삼길 삼화저축은행 명예회장(구속기소)의 관계에 대한 의혹을 물고 늘어졌다. 그는 "정 수석과 박 명예회장이 서울 역삼동 고깃집에 자주 나타났다"며 "정 수석은 삼화저축은행이 이렇게 문제되면 대통령에게 이실직고하고 국민에게 해명해야한다"고 직격탄을 날렸다.

박 의장은 저축은행 사건을 `전두환 시대의 장영자 사건`으로 규정하고 "MB(이명박 대통령) 보은인사와 금융권 인사 개입이 전두환 시대로 돌린 것"이라고 공격했다. 저축은행 사태를 정권 차원에서 책임져야 할 문제로 본 것이다.

장영자 사건은 5공 당시 6000억 원대 어음사기 사건을 말한다. 건국 이래 최대 규모의 사기 사건으로 대통령 친인척까지 연루돼 집권당 사무총장과 법무부 장관 등이 물러났다.

박 위원장은 이명박 대통령을 직접 정조준했다. 그는 "정부가 2008년 11월과 지난해 4월에 저축은행 PF 부실에 대해 전수조사를 했는데 느닷없이 지난해 5월 4일 이 대통령이 보고를 받고 PF 전수조사를 지시했다는 것은 앞뒤가 맞지 않다"고 의혹을 제기했다. 이어 "이 대통령의 지시가 그 시점에서 이 문제(PF 부실)를 제대로 정리하라는 거였는지, 이 문제를 나중에 정리하라는 것이었는지 밝혀져야 한다"고 주장했다.
