Defector claims North grooms hackers

North Korea is bulking up the ranks of its cyberwarriors, and is even sending them overseas to study the dark art of Internet hacking, according to a representative from a group of North Korean defectors, yesterday.

Kim Heung-kwang of the North Korea Intellectuals Solidarity, a group known for reliable information, said yesterday that North Korea has increased its number of cyberterrorists to 3,000, up from around 500 in the past.

Kim said those who show talent in computer skills are detected at a young age and sent to a special middle school in Pyongyang to be groomed in the art of cyberattacks.

“These young, gifted students are placed in the best environment possible and once they graduate from school with the highest scores, their families are brought to Pyongyang to live with them,” Kim said.

The students are then sent to Kim Il Sung University or the Kim Chaek University of Technology to further their computer studies. Once in that training, the future hackers are sent to study abroad, Kim said, and by the time they return, the hackers are in their 20s.

Kim said North Korea realized that building the ranks of cyberwarriors “costs less money than to train Army or Air Force soldiers.”

He said North Korea uses IP addresses from China for its attacks, making them difficult to trace.

“North Korea also enjoys creating divisions within South Korea through the cyberattacks,” Kim said.

North Korea has been blamed for several recent South Korean cybersecurity breaches, including the hacking Nonghyup Bank servers.

The South Korean military believes that North Korea was behind spam e-mails sent to high-ranking South Korean military officials that unleashed a virus into the recipient’s computer and extracted personal data and information.

“北 해커 3천명으로 늘려…사이버戰 올인”

40대 탈북자 ‘정찰총국에 70∼80명 해커부대’

북한이 `정보전사(해커)` 양성을 위해 전국의 영재를 평양으로 불러모아 해외유학 등 각종 특혜를 주면서 사이버부대의 규모를 기존의 6배로 늘리는 등 사이버전에 `올인`하는 것으로 알려졌다.

탈북지식인들의 모임인 NK지식인연대의 김흥광 대표는 1일 한국프레스센터에서 북한민주화네트워크 주최로 열린 북한의 사이버테러 관련 세미나에 앞서 배포한 발표문을 통해 "북한은 전국의 영재를 평양의 금성1·2중학교 컴퓨터영재반에 모아 최고의 환경을 제공하면서 해커로 양성한다"고 밝혔다.

김 대표는 "이들이 최우수성적으로 졸업하면 지방에 있는 부모를 평양에서 살게 해주며 김일성종합대학, 김책공업종합대학, 미림대학 등에서 공부시킨 뒤 전원 외국유학을 보내는 특혜를 준다"며 "해킹전문부대는 영재반 졸업생을 끊임없이 수혈받아 평균 20대 연령층의 젊은 전투력을 유지한다"고 설명했다.

그는 또 "북한은 지난해 평양 대동강 구역 문신동에 위치한 정찰총국 예하 사이버부대인 121소를 121국(사이버전 지도국)으로 승격시켰고 소속 병력도 기존 500명에서 3천명 수준으로 늘렸다"며 "북한은 사이버 전력 구축 및 유지비용이 기존의 육·해·공군력에 비해 적다는 것에 주목해 사이버전에 올인하고 있다"고 주장했다.

북한민주화네트워크는 세미나에서 40대 남성탈북자의 증언을 인용, "평양시 보통강과 인접한 만경대구역 당상동에 있는 정찰총국 91소(제722호 연락소)는 해커부대"라며 "2006년 당시 40대 초반의 대좌 1명을 비롯해 20∼30대인 대위급 대원 70∼80명이 이 부대에 속해 있었다"고 밝혔다.

군 소속 무역일꾼으로 이 부대에 자주 드나들었다는 그는 "평천구역에서 안산교를 건너 300ｍ가량 내려가면 일반건물로 위장한 건물 2동 있는데 이곳이 91소"라며 "이 부대에는 `5.18 무역회사`에 소속된 무역일꾼 5명이 있는데 이들이 91소에 필요한 장비와 기계, 생필품 등을 조달했고 군용이 아닌 내각 광업성용 차량번호를 사용하는 35인승 일제버스 1대와 승용차 2대를 보유하고 있었다"고 증언했다.

이병길 경찰청 사이버테러 대응센터 수사관은 "북한 체신성 보유 중국 IP(인터넷주소)를 이용한 7·7 디도스공격과 3·4 디도스공격에 쓰인 해킹 프로그램은 유사도가 98%에 달해 동일인물이 만든 것이라고밖에 볼 수 없다"며 "암호화 및 인증방식이나 해킹중 통신오류가 났을 때 처리방법도 같다"고 설명했다.

검찰은 지난달 농협 전산망 마비 사태 당시 해당 노트북에서 발견된 27개의 해외 IP 가운데 하나가 지난 3·4 디도스공격 때 사용된 것과 일치한다는 사실을 확인한 바 있다.
