Ministry mulls sales of aspirin at supermarkets

The Ministry of Health and Welfare said yesterday that it will mull whether to allow convenience stores to sell some medicines that are currently only sold in pharmacies.

“We will hold a series of meetings from June 15 to review the current classification of medicines in Korea, to see if there are any medicines that need to be reclassified,” said Sohn Gunn-yik, a senior ministry official, at a press conference.

In Korea, medicines are grouped into three categories: prescription and over-the-counter medicines that are only sold in pharmacies, and general health products that can be purchased in convenience stores or supermarkets.

Since the restrictions are tight and most pharmacies don’t stay open at night or on Sundays, people can’t get medicine such as aspirin in an emergency.

The ministry said it will consider reclassifying about 17,000 products from medicines to general health products, including fever reducers, pain relievers, pills for indigestion and antacids, if they believe the medicines are safe to be taken without a prescription or a pharmacist’s consultation.

It would be the first time Korea reclassified medicines since 2000.

“Some medicines, such as indigestion drinks or certain energy drinks can be reclassified into general health products,” said Lee Dong-uk, a ministry official.

Industry analysts said the committee in charge of the decision is composed of four doctors, four pharmacists and four public interest representatives not related to the medical industry, which suggests the classification will favor the interests of doctors and pharmacists.

Protesting the ministry’s move, the Korea Pharmaceutical Association released a counterproposal yesterday that would make all pharmacies stay open until midnight once a week and on one Sunday every month.

A civic group called the Association for the Expansion of Over-the-counter Medicines released a statement yesterday saying the association was trying to protect its own interests and not thinking of consumer convenience.

약사회 압력에 굴복한 복지부

피로회복제·파스만 허용 유력

앞으로 박카스 같은 원기회복제, 드링크류의 소화제, 파스 등 일부 가정상비약은 24시간 문을 여는 편의점에서 구입할 수 있을 것으로 보인다. 하지만 국민 불편 해소를 위해 상당수 가정상비약을 약국 외에서도 구입할 수 있도록 추진해 온 정부 계획은 보건복지부가 약사들의 압력에 굴복해 무산됐다.

복지부 손건익 보건의료정책실장은 “15일께부터 중앙약사심의위원회를 열고 전문의약품에서 일반의약품으로, 일반의약품에서 의약외품으로 분류할 게 있는지 전면적으로 재검토할 것”이라고 밝혔다. 현행 의약품 분류체계는 전문의약품·일반의약품·의약외품으로 나뉜다. 의약품의 재분류 논의는 2000년 이후 처음이다. 재분류를 하게 되면 현재 약국에서만 판매하도록 돼 있는 일반의약품 가운데 일부 약품은 의약외품으로 전환돼 편의점에서도 살 수 있게 된다. 현재 일반의약품은 해열·진통제, 파스, 위장약, 소화제, 정장제, 원기회복제 등 1만7000개 품목으로 분류돼 있다. 이 가운데 상당수는 가정상비약이다.

이동욱 보건의료정책관은 “안전성 등을 고려할 때 화학물질이 포함되지 않은 생약제제나 드링크류의 소화제, 정장제, 원기회복제, 일부 파스 등이 의약외품으로 전환될 수 있다”며 “중앙약사심의위원회에서는 해열·진통제처럼 중추신경계에 작용하는 일반의약품은 약국 외 판매가 가능한 약으로 별도 분류하는 방안 등을 논의하게 될 것”이라고 말했다. 그러나 중앙약사심의위원회의 ‘의약품분류소분과위원회’가 의사 4명, 약사 4명, 공익위원 4명으로 돼 있어 논의 방향이 또다시 의사와 약사의 기득권 보호로 흐를 가능성이 크다.

이런 우려와 비판이 제기되자 대한약사회는 밤 12시까지 여는 당번약국을 평일에는 현재 50개에서 4000개로 확대하고, 휴일에 문을 여는 곳은 5000개가 되도록 하겠다고 밝혔다. 하지만 기존 당번약국 제도가 잘 지켜지지 않아 약사회 방침이 제대로 준수될지는 미지수다. ‘가정상비약 약국 외 판매를 위한 시민연대’는 “불편 해소를 원하는 국민 염원을 무시한 채 복지부가 약사의 기득권만 지켜 준 것”이라며 “장관 퇴진운동 등을 전개하겠다”고 말했다.
