After all, blood is thicker than water

The latest keyword in international politics is “soft power.” As opposed to “hard power,” which is the use of military power or assistance, soft power is the use of persuasion and emotional impact. Advocated by Harvard Professor Joseph Nye, soft power is influenced by the teachings of Lao Tzu. At the core of soft power is the notion that “soft is strong,” as “water is fluid, soft and yielding but it will wear away rocks.”

The United States appears to put a special emphasis on soft power these days. In March 2011, U.S. Secretary of Commerce Gary Locke, a third-generation Chinese-American, was nominated to become the next U.S. ambassador to China, and the nomination is considered a part of Washington’s soft diplomacy. The first ambassador with Chinese ancestry in 167 years of diplomatic relationship between the two countries came from an underprivileged background.

Educated at Yale University, he served as governor of Washington State. He was the first person of Asian descent to become governor in the continental United States. The governor’s residence was only a mile away from the house where his grandfather had worked as a servant. He said, “It took our family 100 years to travel one mile,” and “Regardless of your gender, your ethnic origin, your income level, with a quality education we are all able to realize the American dream.”

He is married to Mona Lee, a former television reporter who is also of Chinese descent. Her father is the stepson of Sun Yat-sen’s eldest son. (Sun Yat-sen is considered the founding father of Taiwan.) Locke famously proposed to her by flying a helicopter with a banner that read “I love you.” China has welcomed Locke as the next U.S. ambassador. CCTV has even produced and aired a special program on his life story.

Of course, it is not necessarily a wise decision to send an ambassador with a familiar background. The consideration of ethnic background often leads to unfit choices. Zalmay Khalilzad was the U.S. ambassador to Afghanistan but he was too close to Afghan President Hamid Karzai, who is considered a dictator.

Korean-American Sung Kim, the U.S. special envoy to the six-party talks, has been nominated as the next U.S. ambassador to Korea. He may be compared to Locke, who is headed to China. At any rate, Kim is expected to be more understanding of Korean sentiment than any of his predecessors. After all, blood is thicker than water.

한국계 미국 대사

요즘 국제 무대의 키워드는 '소프트 파워'다. 군사력·원조 같은 '하드 파워' 대신 설득과 감성적 터치가 더 효과적이니 이를 구사하잔 얘기다. 하버드대 조지프 나이 교수가 도입한 이 개념은 노자 철학에서 비롯됐다. 자신이 누차 밝혔듯 "부드러움이 강함을 이긴다(柔弱勝剛强)"는 게 핵심이다. "한없이 무르고 약한 물이 바위를 뚫는다"는 노자의 지혜를 빌어온 거다.

최근 소프트 파워를 유난히 강조하는 나라는 미국이다. 조지 W 부시 전 대통령이 남용했던 '힘의 외교'의 폐단을 절감한 탓일 게다. 하여 작년말 힐러리 클린턴 국무장관이 외교청사진을 밝히며 "21세기 외교관은 시골 부족 원로도 만나고 줄무늬 정장 외에 건빵바지도 입어야 한다"며 감성 외교를 촉구한 건 당연한 수순이었다.

지난 3월 중국계 3세인 게리 로크 상무장관이 주중대사로 내정된 것도 소프트 외교의 일환으로 읽힌다. 외교 수립 167년만의 첫 중국계 대사가 될 그는 가난을 딛고 명문 예일대를 나온 뒤 워싱턴 주지사까지 오른다. 아시아계 사상 첫 주지사였다. 마침 주지사 공관은 그의 할아버지가 하인으로 일했던 집에서 불과 1.6Km 떨어졌었다. 하여 로크는 "이 1.6km를 오는 데 100년이 걸렸다"면서도 "누구든 노력하면 성공한다는 아메리칸 드림을 또다시 보여준 것"이라고 연설, 깊은 인상을 남겼다.

이외에도 그는 방송기자 출신의 중국계 아내 때문에도 유명세를 탔다. 우선 장인이 중국 국부로 존경 받는 쑨원(孫文) 장남의 양아들이다. 핏줄은 아니지만 부인이 쑨원 증손녀인 셈이다. 그는 또 아내를 얻기 위해 "당신을 사랑한다"는 배너를 단 헬리콥터를 띄우기도 했다. 이런 특별한 인물이 미 대사로 온다니 중국에선 대대적으로 환영하는 분위기다. CCTV는 그의 성공담을 특별프로로 제작, 방영키도 했다.

물론 주재국 출신 대사를 보내는 게 좋은 것만은 아니다. 때론 출신지만 챙기다 존재감이 없거나 형편없는 인물을 골랐단 험담도 듣는다. 아프간 출신으로 이 나라 미 대사였던 잘마이 칼리자드가 그랬다. 독재자로 지목되는 카르자이 대통령과의 밀착 탓이었다.

한국계 성 김 6자회담 특사가 미 대사로 내정됐다 한다. 비슷한 배경으로 자칫 중국에 가는 로크와 비교될 지도 모른다. 어쨌거나 김 내정자는 어떤 전임자보다도 한국 정서를 잘 이해할 걸로 기대된다. 누가 뭐라든 피는 물보다 진한 것 아니겠는가.
