Ban Ki-moon tries for second term as UN boss

Ban Ki-moon, secretary general of the United Nations, was expected to announce his bid for a second term yesterday.

The official announcement for Ban’s second run for the position was planned to be made after midnight Korean time today. His term expires at the end of the year.

The UN secretary general took the job in 2007, succeeding Kofi Annan, and has emphasized persuasion and mediation, a contrast to his charismatic predecessor. Ban’s approach has elicited criticism from conservatives in the United States as well as from human rights groups that he wasn’t effective in solving human rights problems.

The head of New York-based Human Rights Watch, Kenneth Roth, wrote in the group’s latest annual report that Ban was “notably reluctant” to put pressure on abusive governments and fought human rights violators with “one hand tied behind his back.”

The UN defended Ban in January against the criticism, saying the former Korean foreign minister had received acclaim for deploying peacekeeping troops to Darfur, Sudan. Ban also sought permission from the Myanmar government to allow international aid for cyclone victims in 2008.

Ban has also wielded his influence on the issue of climate change. During the United Nations’ Climate Change Conferences in 2007 and 2009 in Bali, Indonesia, and Copenhagen, Denmark, Ban helped participants come to agreement when the talks were close to breaking down. The Copenhagen conference ended with a bare, minimum agreement called the Copenhagen Accord, which set a goal to limit global warming to a maximum two degrees Celsius.

Sources in the UN have said Ban is likely to be given a second five-year term.

『저는 오늘(6일) 아침 유엔 총회 회원국과 안전보장이사회 이사국들에 연임에 도전하겠다는 의사를 담은 서한을 보냈습니다.


연임 요청을 받는다면 영광된 마음으로 다시 한번 유엔 사무총장으로 일하겠습니다.

4년 6개월 동안 유엔 사무총장으로 일하면서 회원국 간 교량 역할을 해 왔습니다.

유엔 사무총장으로서의 지난 세월을 돌이켜 보면 유엔과 국제사회에 큰 도전의 시간이었지만 우리가 함께 이룬 성취에 대해 자랑스럽게 생각하고 있습니다.

유엔은 기후 변화를 전 세계의 주요 의제로 만들었고 미얀마, 아이티, 파키스탄에서 발생한 위기에 신속하고 효과적으로 대응했습니다. 수단, 소말리아, 콩고에서는 많은 사람을 구했고 '평화의 씨'를 뿌렸습니다. 최근 발생한 '아랍의 봄'을 지지했습니다.

우리는 앞으로 새천년개발계획을 완성하기 위한 노력을 배가해야 합니다.

또 2050년까지 세계 인구가 90억 명에 달해 10년 전보다 50% 늘어나고 이때까지 온실가스(이산화탄소)를 50% 줄여야 하는 '50-50-50' 도전에 직면해 있습니다.

유엔에 대한 개혁도 계속 하겠습니다.

유엔 사무총장으로 일하는 첫날부터 '더 나은 세상을 위한 강한 유엔'(Stronger UN for a Better World)을 위해 일해 왔습니다.

투명하고 믿을 수 있고 효율적이고 결과 지향적인 유엔을 만들려는 노력이 재산 공개, 업무 협약 등을 이끌어냈습니다. 최근에는 업무 관행을 최고 수준으로 만들기 위한 변화 관리 팀(change management team)을 만들었습니다.

이런 일들은 헌신과 열정이 필요합니다. 우리의 성공은 세상을 더 좋은 곳으로 만들려는 유엔 직원들의 능력과 헌신에서 비롯됐습니다.

내일의 도전에 대한 유일한 해법은 오늘 일을 시작하는 것입니다.

민주주의를 수호하고 인권과 국제 정의를 향상시켜야 합니다. 기아와 가난에 시달리는 사람들을 구제해야 합니다.

저는 앞으로 몇 개월 동안 유엔 회원국, 유엔의 모든 가족과 미래 문제에 대한 제 생각을 함께 나눌 수 있기를 기대합니다.

자신 있게 말씀드릴 수 있는 것은 '변화 속의 통합'(unity amid change)입니다.

모든 국가와 유엔의 가족들이 함께 일해야만 유엔의 고귀한 목적을 달성할 수 있습니다. 함께 일해야 세상 사람들의 높은 기대를 충족시킬 수 있습니다.
