Doctors demand aspirins in convenience stores

Doctors demanded yesterday the government revise the law to allow convenience stores and supermarkets to sell over-the-counter medicines.

“Minister of Health and Welfare Chin Soo-hee is ignoring the need of people and advocating the interest of a special group of people [pharmacists],” the Korean Medical Association said in a statement yesterday. “We demand she step down from her post.”

Drug sales in Korea are currently limited to pharmacies and even over-the-counter medicines like aspirin, antacids, allergy medication and cough syrups have to be bought there.

The Ministry of Health and Welfare is considering reclassifying medicines so that people can purchase some drugs in convenience stores or supermarkets after pharmacies are closed.

The Korea Pharmaceutical Association released a counterproposal last week that would make all pharmacies stay open until midnight once a week and on one Sunday every month.

A committee in charge of the ministry’s decision is composed of four doctors, four pharmacists and four public interest representatives not related to the medical industry, which suggests the classification will favor the interests of doctors and pharmacists.

“The [real] experts to determine the safety of medicines are doctors,” the Korean Medical Association said yesterday. “The committee to classify medicines should be reformed or the law related to medicine categorization should be revised.”

Doctors also criticized the pharmacists’ proposal for keeping some pharmacies open until midnight or on Sundays.

“The proposal is barely feasible,” the association said. “But the government is trying to adopt the proposal as an alternative, which means it’s protecting the interest of a certain group of people.”

In fact, the government began to allow pharmacies to stay open at night or on holidays in 2010 but only about 50 out of 5,100 pharmacies in Seoul do so, according to Seoul city government. The 2010 regulation was not mandatory.

Civic groups said even if some pharmacies remain open at night, they will do so in turns and patients with urgent needs will have to search them out.

And patients still won’t be able to get medicine after midnight.

정부가 약사회 입장 수용하자 의협 반발한 까닭
일반의약품 약국 외 판매를 둘러싼 논란이 의사단체의 가세로 점점 더 가열되고 있다.

정부가 약사단체의 입장을 수용해 약국외 판매를 철회하고 의약품 재분류 방침을 밝히자, 이번에는 의사단체가 기득권을 지키겠다며 정부와 약사단체에 대립각을 세우며 목소리를 높이고 나선 것.

대한의사협회는 7일 한국프레스센터에서 긴급 기자회견을 열어 정부의 일반의약품 약국외 판매 불허 방침을 강력하게 비난했다.

특히 의협은 약국외 판매를 불허하고 의약품 재분류를 통해 문제를 해결하겠다는 정부 방침에 대한 거부감을 나타내면서, 약사법 개정을 통한 문제 해결을 촉구했다.

의협은 이어 심야응급약국 제도에 대해서도 '애당초 현실성이 떨어지는 것', '가정상비약 약국외 판매를 막기 위한 방안'이라고 깎아내렸다.


약사회가 제시한 상비약 보관함 보급 방안에 대해서도 '실소를 금할 수 없다'며 약사회 측과도 대립각을 세웠다.

경만호 의협 회장은 "국민 불편은 안중에도 없이 특정 직역의 이익 옹호에 앞장서는 것을 보면 놀랍기까지 하다"고 말했다.

그러나 의협이 정부와 약사회를 비판하고 나선 것은 국민의 불편 해소보다는 '나만 손해 볼 수 없다'는 피해의식이 더 크게 작용한 것으로 보인다.

의약품 재분류가 현실화하면 현재 의사의 처방이 필요한 전문의약품 가운데 적지 않은 품목이 의사 처방이 필요 없는 일반의약품으로 편입될 수 있다.

실제로 의사회도 이 같은 의약품 재분류 결과에 대한 불안한 속내를 숨기지 않았다.

회견에 동참한 경기도의사회 윤창겸 회장은 "의약품 분류를 다시 하겠다는 것은 500여개 전문의약품을 일반의약품으로 편입해 약사가 진료행위를 하겠다는 것"이라고 주장했다.

의협은 약사회가 제안한 심야 당번약국 제도와 관련, 약국이 의사의 처방이 필요한 전문의약품까지 임의로 조제해 판매할 소지가 크다는 우려도 제기했다.

그뿐만 아니라 의협은 복지부가 국민의 불편을 무시하면서 약사단체의 이익 옹호에 앞장선다고 비꼬면서 "이는 의료계가 강력 반대하고 있는 선택의원제를 밀어붙이는 것과 크게 대조된다"며 본심을 드러냈다.

선택의원제는 우리나라의 왜곡된 의료서비스 체계를 바로잡기 위해 추진 중인 의료기관 기능 재정립 방안의 하나로, 환자가 집 근처 특정 동네의원을 지정해 만성질환의 장기 치료를 받도록 유도하면 1차 의원의 진료서비스 질도 높이고 대형병원의 환자 집중도 해소할 수 있다는 게 정부의 입장이다.

그러나 의협은 이 제도가 환자의 의료기관 선택권을 제한해 진료받을 기회 자체를 박탈할 수 있다며 반대해왔다.

또 포괄적이고 획일화된 진료에 초점을 맞추면 의료서비스 수준이 떨어지고 환자의 질환을 오히려 키우는 결과를 가져올 것이라는 게 의협의 주장이다.

결국 의사협회 역시 '국민 불편 해소', '의약품 관리 안정성' 등 논리를 앞세워 자신의 기득권을 지키겠다는 의중을 비친 것에 불과하다는 지적을 피하기 어렵다.
