China and North break ground on industrial zone

North Korea and China held a groundbreaking ceremony for Hwanggumpyong, a joint industrial complex on a North Korean island located in the Yalu River.

Workers at the site had been seen preparing for the ceremony since Tuesday, according to witnesses in the area. The original groundbreaking ceremony had been scheduled to take place on May 27, but was delayed.

North Korean leader Kim Jong-il had been expected to attend the ceremony en route back to Pyongyang from a trip to China last month but didn’t.

The ceremony started around 10:30 a.m. yesterday morning, and although there had been tips from North Korean sources from early yesterday that Kim Jong-il’s son and heir apparent Kim Jong-un would attend, no special armored cars or trains were seen entering the area or near the island.

Ri Su-yong, North Korea’s newly appointed top investment envoy, did attend. Ri had been spotted arriving on the island on Tuesday. Chen Deming, China’s minister of commerce, also attended, according to sources. In total, roughly 1,000 people were at the groundbreaking ceremony.

Jang Song-thaek, Kim Jong-il’s brother-in-law and vice chairman of North Korea’s National Defense Commission, had also been expected at the ceremony but it was not clear whether he made it.

Giant posters were hung at the site and a military orchestra played loud music, said sources in Dandong. The event came to a close around 11:10 a.m., and hundreds of pigeons were released toward the end.

The ceremony marks the opening of a giant joint industrial project between North Korea and China, something that was emphasized during Kim Jong-il’s summit with Chinese President Hu Jintao last month, South Korean intelligence sources have said. The North and China signed a memorandum of understanding last December in Beijing for the development of Hwanggumpyong as well as Rason Port.

According to the North’s outline for the project, China will be in charge of the area on a long-term lease, and four separate industrial areas will be for communications manufacturing, tourism, contemporary farming and industrial processing.

A port will also be constructed connecting Hwanggumpyong to the Sinuiju area. Roads will be built across the island, and two bridges will connect the island with Dandong.

North Korea tried to develop its northeastern area as an industrial zone in 2002 and 2006. Both failed due to disagreements with China.

이수영·천더밍 착공식 참석
북한이 고대해온 압록강 하구의 황금평 특구 개발이 8일 마침내 첫 삽을 떴다. 이날 오전 10시30분(중국시간) 황금평에서 북·중 관계자 등 1000여 명이 참석한 가운데 ‘황금평·위화도 경제지대(특구) 조중(朝中) 공동개발 공동관리대상 착공식’이 열렸다고 단둥 현지 소식통이 전했다.

북한 합영투자위원회와 중국 상무부가 지난해 12월 베이징에서 ‘황금평·나선 합작 개발을 위한 양해각서(MOU)’를 체결한 지 6개월 만이다. 이로써 김정일 북한 국방위원장이 최근 방중 기간에 중국 정부와 논의한 북·중 경제협력의 구체적 성과물이 처음 현실화됐다. 6일 북한 최고인민회의 상임위원회가 북·중 친선 강화를 위해 황금평·위화도 특구를 추진하되 황금평을 우선적으로 개발하기로 하는 내용의 정령을 발표한 지 이틀 만이다. 황금평은 북한 영토이지만 압록강 물줄기 변화로 철조망을 사이에 두고 중국 단둥(丹東)에 붙어 있다.

　착공식에는 북한 측에서 합영투자위원회 이수영(가명은 이철, 전 스위스 주재 대사) 위원장이, 중국 측에서는 천더밍(陳德銘·진덕명) 상무부장(장관)이 각각 양측 대표로 참석했다. 합영투자위원회의 투자 업무를 총괄해온 장성택 국방위원회 부위원장 겸 노동당 행정부장과 중국의 부총리급 인사가 참석할 것이라는 관측이 줄곧 나왔지만 실제 착공식에 참석했는지는 확인되지 않았다. 이날 행사장엔 ‘조·중(북·중) 친선’과 ‘공동 개발’ 등의 문구를 적은 대형 애드벌룬 수십 개가 목격됐다고 현지 소식통이 전했다.

　황금평 착공식에 참석한 북·중 대표단이 항공편으로 옌볜(延邊)으로 함께 이동해 이르면 9일께 북·중 공동으로 원정리~나진항 도로 포장 공사 착공식도 잇따라 열릴 것으로 관측되고 있다. 이 도로는 중국의 동북 3성에서 북한을 거쳐 동해로 가는 통로로 이용될 예정이다. 앞서 7일 오후 신의주에서 북한 대표단이 차량 편으로 압록강철교를 건너 단둥 크라운플라자 호텔에 투숙했고, 중국대표단도 베이징에서 항공 편으로 단둥에 도착했다. 이 호텔에서 황금평 공동 개발에 대한 세부 합의가 있었던 것으로 관측된다.

　북한은 2002년 신의주 일대를 특구로 지정해 대대적 개발을 시도했으나 초대 행정장관 양빈(楊斌)이 탈세 혐의로 중국 당국에 구속되면서 실패했다.
