A diplomatic academy instead of exam system

Plans for a foreign service academy are being honed by the Ministry of Foreign Affairs and Trade, which could start enrolling students as early as 2013. The Foreign Ministry plans to establish the academy instead of relying on its current exam system that aspiring students take to become diplomats.

A Foreign Ministry official told the JoongAng Ilbo yesterday that the ministry has decided to increase the number of students in the first class from 40 to 60 or even 80.

A special law allowing the government to set up such an educational institution will be brought before the legal assessment committee of the National Assembly’s Foreign Affairs, Trade and Unification Committee early next week, said the official.

The concept of a national foreign service academy has been considered since last May, and the academy’s blueprint has changed several times.

The Foreign Ministry initially was against accepting a large number of students for the academy, when only a portion of them would actually be selected to become diplomats. The ministry worried that students would not be able to handle the pressure, and in the worst-case scenario, take their lives due to the competition, similar to the recent suicides at Kaist, located in Daejeon.

The government was also at odds over how to handle the remaining students who failed to be selected as diplomats.

However, arguments from legislators that a small student body would lead students to become lazy and lose interest in competition spurred the ministry to increase the number of students it would accept.

The Foreign Ministry has also decided that it would provide a graduate school for those who attend the academy, awarding them a master’s degree upon graduation.

Once it is introduced to lawmakers next week, the special law regarding the national foreign service academy will be brought up at the National Assembly session this month.

The current foreign service exam is expected to be made available for students until 2013.

정부는 기존 외무고시를 대체해 예비 외교관을 양성하는 외교아카데미(국립외교원) 설립을 골자로 한 특별법을 13일 국회에 상정하고 이달 안에 입법화할 방침이라고 정부·국회 관계자들이 10일 밝혔다.

정부의 국립외교원 설치법안(가칭)에 따르면 국립외교원은 외교관 채용인원(40명 선)의 150∼200%(60~80명) 선에서 입학생을 선발해 1년간 교육한 뒤 50∼100%(20~40명)를 탈락시켜 외교관을 최종 선발할 방침이다. 정부는 당초 탈락자 처리가 어렵다는 등의 이유로 외교관 채용인원보다 5∼10명 많은 선에서 선발 인원을 정하려 했다. 그러나 “5~10명만 탈락시키는 체제로는 경쟁을 유도할 수 없다”는 여론에 따라 선발인원을 150%로 늘리는 타협안을 내놨다. 그러나 홍정욱 한나라당 의원 등 정치권은 “최소한 채용인원의 200%로 선발해야 경쟁이 보장된다”고 주장했다. 이에 따라 양측은 ① 채용인원의 150∼200% 선에서 선발한다 ②채용인원의 200% 안에서 경쟁성을 강화하는 방향으로 선발한다는 두 가지 문구를 놓고 최종 조율 중이라고 국회 관계자가 전했다.

이와 함께 쟁점이 돼 온 국립외교원 입학자들의 석사 학위 부여 문제와 관련, 정부는 국립외교원 설치법에 “대학원대학을 설치할 수 있다”는 규정을 두는 방안을 검토 중이라고 국회 관계자는 전했다. 외교부는 교육과학기술부의 반대 등을 이유로 석사 학위 부여에 부정적인 입장을 보여왔다. 그러나 정치권에서 “교육의 질을 높이고 탈락자를 배려하려면 석사 학위를 줘야 한다”고 주장하자 이 같은 타협안을 내놓은 것으로 전해졌다. 그러나 의무 조항이 아니어서 실제 석사 학위가 부여될지는 의문이라고 국회 관계자는 전했다.

정부는 국립외교원 교원 지위와 관련해선 기존 교원(현 외교안보연구원 소속)들은 현행 별정직 공무원 지위를 유지하되 신규 채용 교원은 계약직으로 뽑는 방안을 검토 중인 것으로 전해졌다. 하지만 정치권에선 “우수한 교원을 유치하려면 계약직은 없애야 한다”고 주장하고 있어 이 또한 조율 대상이라고 국회 관계자는 전했다.

정부는 이번 주말까지 정치권과 조율을 마치고 13일 국립외교원 설치법을 국회 외교통상통일위 법안소위에 낼 계획이다. 이변이 없는 한 법안은 다음 주에 법사위를 거쳐 본회의에 상정되고 이달 안에 확정될 전망이다. 법안이 성립되면 정부는 2012년 국립외교원을 개설하고 2013년 첫 신입생을 받아 2014년부터 국립외교원 출신 외교관을 배출할 계획이다.
