CCTV watches mayor’s every move

SEONGNAM - Early last month, a man visited Seongnam Mayor Lee Jae-myung at his office in Gyeonggi, handed him a thick white envelope and asked for a favor. But after the mayor pointed to a CCTV camera in the room, the man fled and never returned.

Installing a CCTV camera inside a mayor’s office is an unusual move, but Seongnam Mayor Lee Jae-myung said it was necessary to regain the public’s trust after all three of the city’s mayors were arrested on bribery charges.

Oh Sung-soo, who was the first Seongnam mayor to be elected by popular vote, was arrested and sentenced to five years in prison in October 1998 for receiving 160 million won ($147,000) in bribes. His successor, Kim Byung-ryang, was also arrested in July 2004 for graft. And his successor, former Mayor Lee Dae-yub, was arrested along with his relatives for the same charges.

Despite the mayoral office’s dubious history, current Mayor Lee said he was frequently approached by visitors to his office asking for “personal favors.” That was when he decided to put his foot down and “eradicate the deep rooted corruption inside the office” by installing the CCTV camera.

An average of 10 people visit his office every day, and the CCTV camera has recorded every conversation there since March. But despite the camera, Lee said that “there are people who still come in with envelops to ask for favors.” He installed the camera, “to make people aware that no such benefits will be granted.” He noted that the number of visitors seeking such favors has since decreased drastically.

Lee wasn’t the first public official to install a CCTV camera in a governmental office. Current head of Seocho District Office Jin Ik-chul, 59, installed a CCTV camera in his office last year. Then he took it one step further: The footage is broadcast live on a monitor in front of his executive secretary.

“아직도 시장실에 돈봉투 들고 온다”

지난달 초 경기도 성남시장실로 민원인이 찾아왔다. 이재명(47·민주당·사진) 시장을 만난 그는 목소리를 낮춰 “개인적으로 부탁드릴 게 있다”며 외투 안쪽 주머니에 손을 집어넣었다. 주머니에서 두툼한 흰색 봉투 귀퉁이가 빠져 나왔다. 이 시장은 즉시 손가락으로 천장을 가리켰다. 천장에는 폐쇄회로TV(CCTV) 카메라가 달려 있었다. 당황한 민원인은 황급히 시장실을 나갔다.

성남시장실에 CCTV가 설치된 건 3월 초다. 카메라는 시장과 손님이 앉는 자리를 비춘다. 녹음도 된다. 시장실에서 일어나는 모든 일은 빠짐없이 기록된다.

성남시는 전임 시장 3명이 모두 뇌물수수로 구속된 불명예를 안고 있다. 초대 민선시장이었던 고 오성수 전 시장은 1998년 10월 1억6000만원을 받은 혐의로 구속기소돼 징역 5년형을 선고받았다. 김병량(75) 전 시장도 2004년 7월 제3자 뇌물수수로 구속됐고, 이대엽 전 시장도 친인척 등과 함께 구속되는 파국을 맞았다. 그런데도 현 시장에게도 금품로비 시도가 종종 있어 이 시장이 CCTV 설치라는 강수를 두었다. 그는 ＂아직도 민원인들이 돈봉투를 들고 온다”며 ＂CCTV 설치는 근절되지 않는 토착비리에 대한 폭로와 경고의 의미”라고 설명했다.

성남시장 면담 요청자는 하루 10명 가까이 된다. 이 시장은 12일 “시장과 만나기를 고집하는 이들 중에는 청탁을 목적으로 하는 사람들이 많다”며 “시장을 만나도 아무 실익이 없다는 점을 인식시키려고 CCTV를 설치했다”고 말했다. 시장실에 CCTV가 있다는 게 알려진 뒤부터 이 시장에게 ‘개인적 부탁’을 하는 이들이 많이 줄었다고 한다.

사무실에 CCTV를 설치한 건 이 시장이 처음이 아니다. 진익철(59·한나라당) 서초구청장도 지난해 집무실에 CCTV를 달았다. 집무실 상황이 비서실장 자리에 있는 모니터에 생중계된다.
